Office of County Commissioners
Washington, Pa., December 27, 1978
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Derrico; John Drake, Senior
Citizens; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter;
John McElwain, WJPA, Barbara Raffaele, Daily Notes; Phil Morrissey, WKEG;
Dave Lester, The Telegraph.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 150, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 150, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. F.N.B. - Repurchase Agreement - Liquid Fuels Tax Fund
Interest Earned - $264.92
2. Commonwealth of Pa. - Day Care Contract #9630 - Months
of Nov. (act.) & Jan. (est.) - Acct. 6-b-18
$28,705.59
3. Commonwealth of Pa. - Civil Defense - Acct. 6-a-1

4. Commonwealth of Pa. - Incentives for month of Oct.,
1978, Child Support Program Fund - $7,739.74

Under the CETA Program, the Chief Clerk presented a Youth Employment
& Training Program Contract with YWCA Children's Center totaling $4,559.03, for
six (6) participants involved in the creation and coordination of involved
activities for the children of Day Care.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
YETP Contract.

Motion carried unanimously.
Chairman announced that the Budget for fiscal year 1979 was now ready
for adoption.

Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the appropria-
tions and expenditures of the Budget for fiscal year 1979 as prepared by the

Motion carried unanimously.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the Tax Levy
for 1979 in the amount of 18 mills for general purposes, 2 mills for debt
purposes and 4 mills for personal property purposes.

Motion carried unanimously.
Regarding the Bond Issue, the Chief Clerk presented a Resolution
whereby the County of Washington approves the terms and information relating
to the County in the form of Official Statement with respect to the Washington
County Authority Guaranteed Revenue Bonds, Series of 1978.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Motion carried unanimously.
Chief Clerk informed the Board of a request for travel authorization
from Robert Slencak, Administrator of the Health Center, to attend the Nursing
Home Administrators Conference in Washington, D.C. on January 18th and 19th.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
travel request.

Chairman announced that the following names have been submitted to the
Commissioners for appointment to the Mental Health/Mental Retardation Board
for a term of January 1, 1979 through December 31, 1981. Chairman noted that
all the following are re -appointments with the exception of Dr. Edward Foley
who will replace Dr. Joseph Siegel.

Chief Clerk requested authorization to advertise for bids for grocerieE
and staples for the Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief
Clerk to advertise for bids as per above.

Motion carried unanimously.
Chairman announced that the Board will consider a proposal today,
developed under their direction, by the Washington County Redevelopment
Authority, and is designed to stimulate the development of 150 new homes in
redevelopment areas of the County. Mr. Morgan stated that the program, funded
under the Urban Development Action Grant Program of the Department of Housing
and Urban Development, is designed to offer reasonable mortgage financing to
moderate and middle income families, especially those in the $13,000 to $19,000
per year income range. The primary objective of the Commissioners in
participating in this program is to reduce the actual mortgage interest rate
to home purchasers. Mr. Morgan added that the Urban Development Action Grant
application for $1,950,000.00 will be submitted to the Department of Housing
and Urban Development in January; and, if funded, the program will commence in
the summer of 1979.

to HUD as per above.
