A Public Meeting was held on Wednesday, December 27, 1978, at 11:00
a.m. in the Public Meeting Room by the Board of Commissioners to discuss the
Urban Development Action Grant Program. Those attending the meeting were:
Commissioners Gilmore, Paluso and Morgan; Chief Clerk Brady; Solicitor Derrico;
Roland Bourke, Executive Director and Steve Wiencek, Community Development
Director of the Washington County Redevelopment Authority; Michael Lonegran and
Joseph Bendel of Mullin and Lonegran Associates, Inc., Philadelphia, and Dean
Mori of Rostraver Realty.
Meeting called to order by Chairman.
Mr. Roland Bourke presented the following Resolution to the Board
for their consideration and approval:
RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF WASHINGTON
APPROVING THE URBAN DEVELOPMENT ACTION GRANT PROGRAM AND FILING OF AN
APPLICATION FOR FINANCIAL ASSISTANCE
WHEREAS, under Section 110 of the Housing and Community
Development Act of 1977, the Secretary of Housing and Urban Develop-
ment is authorized to extend financial assistance to assist distressed
communities, in the revitalization of their economic base and reclaim-
ing deteriorated neighborhoods; and
WHEREAS, the Board of Commissioners of the County of Washington
has prepared and submitted a proposed application for an Urban Develop-
ment Action Grant, said application having been duly reviewed and
considered, together with supporting documentation which took into
account physical and economic deterioration in the County, needs of
low and moderate families, environmental factors, and fiscal
considerations.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE COUNTY OF WASHINGTON:
1. That this Urban Development Action Grant Program is
hereby in all respects approved. The County Chief
Clerk is hereby directed to file a copy of said
program and application with the minutes of this
meeting.
2. That it is cognizant of the conditions that are
imposed in the undertaking and carrying out of
community development activities with Federal
financial assistance under Title I, including
those relating to (a) the relocation of site
occupants, (b) the prohibition of discrimination
because of age, sex, race, color, creed, or
national origin and other assurances as prescribed
by HUD in accordance with Section 570.456(c)(11),
Subpart G - Urban Development Action Grants.
3. That the Chairman of the Board of Commissioners is
authorized to file an application for financial
assistance for such amount as the U. S. Department
of Housing and Urban Development is willing to make
available to carry out the Urban Development Action
Grant Program and act as an authorized representative
of the County of Washington.

4. That the Chairman of the Board of Commissioners is
hereby authorized to provide such assurances and/or
certifications as prescribed by HUD in accordance
with Section 570.456(c)(11), Subpart G - Urban
Development Action Grants, and also any supplemental
or revised data which HUD may request in connection
with the review and submission of this Application.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Resolution.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
