COMMISSIONERS n Minute No. 152, Office of County Commissioners Washington, Pa., January 4, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico, Budget Director Gillespie; Steve Wiencek, Redevelopment Authority; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Barbara Raffaele, Daily Notes; Pamela Golden, Valley Independent; Dave Lester, The Telegraph; Bob Robertson, Observer - Reporter. Chairman noted for the record that the three Commissioners, the Chief Clerk, County Solicitor and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 151, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 151, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Steve Wiencek, Community Development Coordinator of the Washington County Redevelopment Authority, presented a Resolution to the Board which would approve a Program Amendment to the Fourth Year Urban County Program, Fiscal Year 1978, Authorized under the Housing and Community Development Act of 1974, as amended. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Gallatin National Bank - Repurchase Agreement Appraisal Fund - Interest Earned - $2,556.68 2. Vater - $3,201.77 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Under Juvenile Probation, the Chief Clerk presented a purchase of service Contract with Glen Mills Schools for youths committed to their institution from Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Contract. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding completion of the Washington County Parking Garage, the Chief Clerk presented a Resolution authorizing the transfer of $401,372.19, which has been estimated by the architect to complete the garage, from the General Revenue Sharing funds to the Washington County Authority, effective January 4, 1979. PALLISO, COMMISSIONERS 1 F� Chief Clerk requested approval of a 2 million dollar Tax Anticipation Note to be borrowed in a lump sum and repaid when real estate tax revenues are received. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Tax Anticipation Note. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a travel request from the Juvenile Probation Office for Terri Rae Anthony and Marsha;Smith, Probation Officers to attend a training institute to be held January 14-17, 1979, at Harrisburg Community College. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel requests. Solicitor: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Derrico presented the following tax refund to the Board for their consideration and approval: Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplica- tion or overpayment of real estate or personal property tax: 1. Patron , Ceisler, Edwards & Pettit for Harry, Jr. & Nancy Phillips 80 East Chestnut Street Washington, PA 15301 District: Donegal - Deed Book: District No: 230 - Section No: 7 - Parcel No: 3-3-16 Amount: $36.30 Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
