Minute No. 153
Office of County Commissioners
Washington, Pa., January 11, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; John Drake, Senior Citizens;
Helen Miller, League of Women Voters; John McElewan, WJPA; Bob Robertson,
Observer -Reporter; Pamela Golden, Valley Independent; Barbara Raffaele,
Daily Notes.
Chairman noted for the record that the three Commissioners and the
Chief Clerk were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 152, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 152, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. County of Greene - care for two juveniles for month
of Dec. - Acct. 5-d - $686.62
2. P.N.B. - Proceeds of Loan - General Fund - $2,000,000.00
3. U. S. Treasury - Manpower Planning Program - $400,000.00
Chief Clerk presented the following bills to the Board for their
consideration and approval:
1. A. J. Vater - $6,783.00
2. Association Dues:
State Association of County Directors of Veterans
Affairs - $50.00
Prothonotaries' and Clerks' of Courts Assoc. - $100.00
Sheriffs Assoc. of the Commonwealth of PA - $100.00

Chief Clerk requested authorization to advertise for bids for renovation
on the Courthouse hallways.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief
Clerk to advertise for bids as per above.

Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Chief Clerk presented a Resolution to the Board which will approve
the transfer of $145,050.49 plus accrued interest from the State Revenue Sharing
Fund to the Washington County General Fund to assist in defraying part of the
expenses of the following particular activities:
Criminal Court Costs
Juvenile Court, Criminal Cases
Legal Defense, Indigent Criminal Clients
Transportation of Prisoners
Public Defender, Criminal Cases
Witness Fees, Criminal Cases
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Motion carried unanimously.
Regarding completion of the Washington County Parking Garage, the Chief
Clerk presented a Resolution whereby the balance of $62,540.74 which remains
in the Washington County Office Building Construction Account, plus accrued
interest, will be transferred to the Washington County Authority to assist in
completion of the construction of the garage.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Motion carried unanimously.
Chief Clerk presented a Resolution to the Board whereby the amount
of $134,541.40 plus any accrued interest will be transferred to the Washington
County General Fund from the Anti -Recession Fiscal Aid Account to defray the
cost of wages of the various departments of County government.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Chief Clerk presented a Resolution to the Board whereby a portion of
highway, which had been L.R. 62022 (deleted by the General Assembly from the
state highway system) and lies between Station 80+67 and Station 160+60 within
the limits of the Borough of West Middletown, will be transferred to the
Borough for the use and maintenance of said highway.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Motion carried unanimously.
Chief Clerk informed the Board of a request from J. E. Selway,
Exterminating, to amend their Service Contract for an increase of rates of
$10.00 per month for inspection and exterminating services at the County Jail.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
amendment.

Motion carried unanimously.
Regarding the Cross Creek Flood Control Project, the Chief Clerk
presented an Amendment to the Engelhardt -Power Agreement involving the reloca-
tion of L.R. 62035. Joe Giecek, Administrative Assistant, stated that
Engelhardt -Power will design the entire road according to PennDot specificationE
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Amendment.

Motion carried unanimously.
Chairman stated that the County's liability insurance carrier has
requested that the Board appoint a Safety Director for the County, and Mr.
Morgan recommended that Mr. Dushan Nicksick be appointed.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
appointment.
