Minute No. 154 Office of County Commissioners'
Washington, PA., Jan. 18, 1979
The Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Gilmore, Paluso and Morgan. Also
being present: Acting Chief Clerk Dallatore; Solicitor Derrico; Budget Directc
Charles Gillespie; John W. Cadez, Engelhardt & Power; John Drake, Senior
Citizens; John McElwn WJPA; Bob Robertson, Observer -Reporter; Pamela
Golden, Valley Independent; Earl Bugaile, Public Relations Co-Ordinator for
the County; Scott Spadafore; Helen W. Miller, League of Women Voters.
Chairman noted for the record that the three Commissioners and the Acting
Chief Clerk and the Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 153, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No, 153, be
approved as read.

Correspondence:
Acting Chief Clerk presented the following bills to the Board for their
consideration and approval:
1. Register of Wills & Clerk of Orphans Court Association of PA.,
Inc. - $100.00
2. Felice Associates, 'Inc. - $628.20
3. Mingo Creek Board of View award payments:
(a) J. Doerfler a $16,500.00
(b) E. Morrison - $4,000,00
(c) J. Szedon - $24,500.00
(d) A. Szedon - $13,300.00

foregoing bills:

Acting Chief Clerk Dallatore presented to the Board a Farm Census
Proclamation supporting the 1978 Census of Agriculture, now being conducted in
the County by the Bureau of Census, U. S. Department of Agriculture,
Mr. Gilmore stated that he wanted a copy of this Proclamation to go out
an

to all of the County`s farmers.

Proclamation.

Acting Chief Clerk Dallatore presented to the Board, for their approval,
a request by the Veteran's Office to bid for Flags & Markers for the Veteran's
Graves.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the request to
bid for Flags & Markers for Veteran's Graves.

Acting Chief Clerk Dallatore presented to the Board, for their approval,
an application for Adult Probation Grant -In -Aid in the amount of $31,443.00
for the calendar year, 1979, for the purpose of continuing and/or expanding
criminal court adult probation services.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Grant -In -Aid
application for Adult Probation.

Acting Chief Clerk Dallatore presented to the Board, for their approval,
an Appropriation Resolution for the expenses of the Volunteers -In -Partnership
Program for the fiscal year 1979, in which the following amounts would be
appropriated from the revenues available for the fiscal year:
1. $9,150.00 to be contributed by the Washington County Volunteers -
In -Partnership Corporation,
2. $7,700.00 contribution by Washington County for the year 1979.
3. Any portion of the 1978 allocation that was not disbursed during 1978
as determined by the Controller's Office.

Resolution for the Volunteers -In -Partnership Program for fiscal year 1979,

Acting Chief Clerk Dallatore presented to the Board, for their approval
two Purchase of Service Contracts between Washington County and Adelphoi
Village, one involving Children & Youth Services and one involving the JuvenilE
Probation Office. Acting Chief Clerk stated that these contracts are for a
period of one year and are to run from January 1, 1979 thru December 31, 1979.

Acting Chief Clerk Dallatore informed the Board of a letter from the
Central Blood Bank of Pittsburg, Pennsylvania confirming Tuesday, August 21,
1979, as the date for the 1979 blood drive for the Washington County employees.
Acting Chief Clerk Dallatore presented to the Board, for their approval,
a request from Joe Giecek, Administrative Assistant to attend two training
courses for Defense Civil Preparedness and a request from Donald L. Ligman,
Operations & Training Officer to attend one training course for Defense Civil
Preparedness.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above requests
from Joe Giecek and Donald L. Ligman to attend training courses for Defense
Civil Preparedness.

Acting Chief Clerk Dallatore presented two requests from Juvenile
Probation, one from Stephen W. Mizwa, Jr. and one from John Penderville, to
attend the Juvenile Court Judges' Commission training institute to be held
January 23, to January 26, 1979 at the Harrisburg Area Community College.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above requests
from Juvenile Probation to attend a training institute.

Acting Chief Clerk Dallatore presented to the Board, for their approval,
a recommendation from Margaret Pennline, Personnel Director,that the Commis-
sioners adopt a resolution to withdraw from the MEIT Blue Cross/Blue Shield &
/coaioveragee anAhat the County start it's own program which would mean a savings
for the County.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above
recommendation from the Personnel Director involving a resolution to withdraw
from the MEIT Blue Cross/Blue Shield and the County to start it's own program.

Beverly Shaffer and John R. Fantini to attend the CETA Supervisors Conference
to be held in Laurel, Maryland, January 23 and 24, 1979.
Moved by Mr, Paluso, seconded by Mr. Gilmore, approving the above request
from John R. Fantini and staff to attend conference.

Motion carried unanimously.
(2) A letter to John R, Fantini from McGinley Maintenance, Inc. asking
for an increase to $410.00 per month for their office cleaning contract.
Mr. Morgan stated that this maintenance agreement with McGinley should run
on a month to month basis.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the increase
requested by McGinley Maintenance, Inc. on a month to month basis.

c, Hanover Township - 3 Positions
d. Mount Pleasant Township - 1 Position
e, City of Monongahela - 9 Positions
f. Carroll Township - 5 Positions
g. Long Branch Borough - 2 Positions
h. City of Washington -- 14 Positions
i. Donora Borough - 10 Positions
j. McDonald Borough -- 4 Positions

Contracts.

(4) The following OJT Contracts were presented for approval:
a. Automotive Service Councils of Pittsburgh, Pennsylvania. The
period of this contract is from Oct. 1, 1978 to Sept. 30, 1979,
and will not exceed $70,996.00,
b. Danny's Restaurant of Washington, PA. This contract is from
January 22, 1979 to August 31, 1979 and will not exceed $5120.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above OJT
contracts.

(5) The following Institutional Contracts were presented for approval:
a. Elliott Training Center for machine operator and welding, for
the period of Oct. 1, 1978 to Sept. 30, 1979 and not to exceed
$57,200.00. This involves 20 participants.
b. Muia Studio of Donora, PA for color printer. This contract is
from Oct. 1, 1978 to Sept. 30, 1979 and not to exceed $13,557.00
This involves 4 participants.
c. Penn Commercial Beauty Academy for the period of Oct. 1, 1978 to
Sept. 30, 1979 and not to exceed $22,608.00. This involves 16
participants.
d. Penn Commercial for secretarial to run from Oct. 1, 1978 to
Sept. 30, 1979 and not to exceed $16,488.00. This involves 16
participants.
e. Washington Institute of Technology. This contract is for period
of Oct. 11 1978 to Sept. 30, 1979 and not to exceed $128,400.00
This involves 200 participants.
f. Washington Institute of Technology. This contract is for period
of Oct. 1, 1978 to Sept. 30, 1979 and not to exceed $48,028.00
This involves 20 participants.
(6) A service contract for physical examinations with Centerville
Medical Group to run from October 1, 1978 to September 30, 1979 and the amount
is $129.00 for each physical.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above
institutional contracts and the service contract for physical examinations.

Acting Chief Clerk presented to the Board for execution a Deed and
Agreement of Release and Indemnification involving the sale of 9 plus acres of
County land adjacent to the County Industrial Park on North Main Street near
Crile Machine Company to the Washington Industrial Development Corporation
and re -conveyance to Larry Delsignore, an adjacent property owner, to be used
as a buffer zone between the Industrial Park and Delsignore's existing property

the above deed and agreement.

(4) Continental Topper 1,008.24
TOTAL AMOUNT OF BID AWARDS $25,397.84

Groceries & Staples be awarded as stated above and as recommended by
Solicitor Derrico and Robert Slencak, Administrator of County Health Center.
