Office of County Commissioners
Washington, Pa., January 25, 1979
The Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Gilmore, Paluso and Morgan. Also being
present: Chief Clerk Brady; Solicitor Derrico; Administrative Assistant Joseph
Giecek; Earl Bugaile of the Planning Commission; George Sroka of The Daily Notes;
Pamela Golden of The Valley Independent; John Drake of the Senior Citizens;
Jon Stevens of The Observer -Reporter; Helen B. Miller of The League of Women Votets;
John C. McElwain of WJPA; and John Cadez of the Township Officials.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and the Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 154, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 154 be
approved, as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. F.N.B. - Repurchase Agreement - Liquid Fuels Encumberance Acct.
Interest Earned - $1,005.45
2. F.N.B. - Repurchase Agreement - General Fund - Interest Earned
$7,206.56
Chief Clerk presented the following bills to the Board for their consider
tion and approval:
1. Mingo Creek - Condemnations - detention money:

Chief Clerk presented to the Board for their consideration a Resolution
concerning the adoption of Revenue Sharing funds and the County Budget for 1979.
Moved by Mr. Paluso, seconded by Mr. Gilmore, adopting the foregoing
Resolution.

Chief Clerk presented to the Board for their consideration a Resolution
re -activating the Washington County Bicentennial Commission for the 200th Anni-
versary of Washington County.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration a Resolution
authorizing the County Controller and the Health Center Business Office to use a
certain Chart of Accounts (attached to said Resolution) in recording the fiscal
operations of the Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Chief Clerk presented to the Board for their consideration Change Order
No. G-4 regarding the Washington County Court House and Jail Roof Renovation Pro-
ject in the amount of $24,000.00 for replacement of gutter, base and cap flashing
at the central tower on the jail. Mr. Gilmore stated that he felt,that this
figure was high and has asked Richard Glance of the Planning Commission to contac
other roofers concerning this matter. The Board decided to hold this change orde.
in abeyance until further study has been made.
Chief Clerk informed the Board of requests from the Washington -Greene
Tourist Promotion Agency for their first quarterly allocation for 1979 and from
the Washington County Conservation District for $10,000.00 of their 1979 budget
allocation.
Chief Clerk informed the Board of correspondence dated January 16, 1979,
from James R. Schlesinger, Secretary, Department of Energy, urging the Commission
ers' assistance in a national effort to conserve energy. Chairman Morgan recom-
mended that Mr. Brady sent a bulletin out to all departments directing them to
take immediate steps to conserve energy.
Chief Clerk presented to the Board a proposed'agreement between Washing
and Fayette Counties in providing detention services.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
agreement.

Chief Clerk informed the Board of a Public Notice from the Department of
the Army stating that the Continental Metals Corporation of New Eagle, Pennsyl-
vania, has applied for a permit to construct marine ways which will enable them
to haul steel barges out of the river for scrapping.
Chief Clerk informed the Board of a News Release stating that the Washing
ton County Department of Parks, Recreation and Conservation will be selling fire-
wood for $35.00 per half cord, beginning January 29th from 10:00 a.m. until
4:00 p.m, daily.

Chief Clerk informed the Board of a request from Joseph Giecek, Administr4-
tive Assistant, to attend a seminar in Virginia from February 5th to February 9t
in connection with the Emergency Management Administration.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
request.

New Business:
Mr. Paluso presented to the Board an application to the Department of
Community Affairs for a $60,000 DCA material grant in connection with the Emer-
gency Employment Park Development Program currently being sponsored by the DCA.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Commissioners
submit a letter and application to the Department of Community Affairs as per
above.
