PALLISO, COMM1$SIONERS Minute No. 156 Office of County Commissioners Washington, Pa., February 1, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Budget Director Gillespie; J. Bracken Burns, Emergency Medical Services; John Weaver, Jr., Pittsburgh Stained Glass Studios; John Cadez, Township Officials; Pamela Golden, Valley Independent;- Barbara Raffaele, Daily Notes. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 155, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 155, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for the Emergency Medical Equipment, Mr. Derrico stated that he had reviewed the bids along with J. Bracken Burns, Executive Director of Emergency Medical Services, and who has made the following recommendations for 'awarding of the bids: Group I - Communications Equipment Motorola C. & E., Inc. 1711 Douglass Drive West Pittsburgh, PA 15221 Group II - Medical Equipment Motorola C. & E., Inc. Group III - Medical and Rescue Equipment Lee R. McChain Co. 325 Ridge Avenue Washington, PA 15301 Group IV - Training Equipment Lee R. McChain Co. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for Emergency Medical Equipment to the foregoing contractors, for the amount set forth in their bid; these being the lowest responsible bids received in accordance with specifications. Chief Clerk requested authorization to advertise for bids for paper products used in the Meals on Wheels and Congregate Feeding Programs conducted by the Washington County Adult Welfare Service as recommended by J. Bracken Burns, Director, Pro Tem, on a six month supply basis. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Chief Clerk presented an Agreement Statement between Adult Welfare Services and Mrs. Donna Strappazon to continue the contractual arrangement with Mrs. Strappazon as the ceramics instructor for the Burgettstbwn Senior Citizens Center, at a monthly rate of $50.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Agreement Statement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Contract between the Area Agency on Aging and the Washington County Adult Welfare Service for the program year commencing January 1, 1979 and ending December 31, 1979. Chief Clerk informed the Board of a request from John Fantini, Director of Manpower for travel authorization for Jean Burrell, Beverly Shaffer and himself, to attend the conference in Philadelphia on February 13-15, 1979, concerning Training on the Comprehensive Employment and Training Act Regulations, request. Chief Clerk informed the Board of an announcement from the Bureau of Standard Weights & Measures that they will conduct a two day training seminar in Bellefonte, Pa., on March 6 and 7, 1979, concerning the administration of a local weights and measures program. Mr. Brady stated that William Kovach has been recommended to attend this seminar. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing William Kovach to attend the foregoing seminar. Chief Clerk informed the Board of a request from the District Attorney for travel authorization for an Assistant District Attorney and Mr. Costa to attend the criminal seminar, sponsored by the Pennsylvania District Attorney's n 1 Association, to be held at the Hotel Hersey, Hershey, Pa., on February 7, 8 and 9, 1979. Chief Clerk informed the Board of a Public Notice from the Corps of Engineers, Department of Army, regarding an application from the Sanitary Landfill Company, Inc. of Monessen, Pa., proposing to perform periodic maint dredging at an area fronting their existing barge docks. Chief Clerk presented a Resolution from the Washington Industrial Development Agency, approving the sale or exchange of 2.982 acres of County owned land in South Strabane Township, and authorizing the filing of a Petition for Court approval of said sale or exchange.with D'aco Machine and Fabricating, Inc. for the purpose of constructing a machine shop facility. Chief Clerk presented Contract amendments between the Washington - Greene SCA and the service provider C.A.R.E., Inc, which will provide a maximum of $14,537 from the National Institute on Drug Abuse to be used for additional treatment slots for drug abusers. Mr. Brady noted that these funds require no additional county match because they have available state/county dollars.
