PALUSO. COMMISSIONERS Minute No. 157 Office of County Commissioners Washington,Pa., February 8, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present:- Chief Clerk Brady; Solicitor Derrico; Budget Director Gillespie; Earl Bugaile, Planning Commission; John Drake, Senior Citizens; John Cadez, Township Officials; Mrs.Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Dave Lester, Brownsville Telegraph; Pam Golden, Valley Independent; Barbara Raffaele, Daily Notes; John McElewan, WJPA. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 156, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 156, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for flags and markers for Veteran's graves, Mr. Derrico stated that Mr. Obitko of the Veteran's Office has recommended that the markers be awarded to Rockdale Metal Products for the markers made of poly material. His reasoning being that the bronze markers put on the graves in previous years have always been stolen and have to be replaced. Mr. Derrico noted that only one bid was received for the flags which was from Collegeville Flag & Mfg. Co. Remarks: Mr. Paluso noted that Rockdale was the highest bidder by about $2,000 and that this amount of money could replace alot of metal markers. He also noted that the most practical material would be aluminum which does not corrode or dis- color and is easier to handle. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for the furnishing and delivering of rlags and Markers for Veteran's Graves to COLLEGEVILLE FLAG & MFG. CO., 4th & Walnut Streets, Collegeville, Pa. (flags) and to FRANK H. DETWILER & SONS, INC., Box 45, Kimberton, Pa. (aluminum markers) for the amounts set forth in their bids, these being the most responsible bids received in accordance with specifications. PALUSO, COMMISSIONERS Regarding the bid received for the Stained Glass Restoration Project, Mr. Derrico stated that after reviewing the specifications, it has been recommended that the bid be turned down and the item rebid. He noted that the specifications had indicated that the successful contractor must be a member of the Stained Glass Association of America with a minimum of five years experience, but after discussion with the party which drew up the specificatio there seems to be no reason why the contractor would have to be a member of the Association to be able to install stained glass. Mr. Derrico stated that this was an unfair demand or requirement. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid received for the Stained Glass Restoration Project be turned down, and the Chief Clerk be authorized to readvertise for bids as per above. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: Commonwealth of Pa. - Child Support Program Fund - $5,976.90 U. S. Treasury - from FAA for reimbursement for Airport Master Plan - Acct. 6-b-2 - $10,293.30 F.N.B. - Certificate of Deposit - Parks & Recreation Fund Interest Earned - $1,490.55 F.N.B. - Repurchase Agreement - 1974 Bond Issue - Interest Earned - $438.92 Chief Clerk presented the following bills to bhe Board for their consideration and approval: Felice Assoc. - $718.20 Infocon Corp. - $723.00 George P. Weekes - $1,493.80 Richard A. Sprague - $200.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bills be approved for payment. Chief Clerk informed the Board of a request from the Redevelopment Authority for their first quarterly budget allocation of $2,375.00. Chief Clerk informed the Board of a Notice of Public Hearings relative to the Fifth Year Urban County Program. Regarding the Washington Industrial Development Corporation, the Chief Clerk presented a Resolution approving the sale of 2.194 acres of County owned land in Chartiers Township, and authorizing the filing of a petition for Court approval of said sale for reconveyance to Superior Valve Company for the purpose of expanding the existing industrial facilities of Superior Valve. Remarks: Mr. Morgan presented a News Release and map showing the future plans of Superior Valve and stated how pleased the Board was with this proposed expansion in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Engineering Agreement with Michael Baker, Jr. Inc., for engineering services on the proposed resurfacing of the terminal area taxiway and construction of three "T" hangar access taxiways at the Washington County Airport in connection with the $85,000 of federal funds being allocated by the Federal Aviation Administration to assist in the costs of the proposed improvements. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Engineering Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of two travel requests: William P. Sember, Planning Commission, NACo Legislative Conference, Washington D.C. March 11-14, 1979 Richard Glance, Planning Commission, to visit Wiss, Janney, Elstner & Associates, Inc., (consulting engineers), Northbrook, Illinois February 15, 1979, in regard to the Courthouse Dome project Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel requests: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Transfer Agreement for renewal with the Washington Hospital for patients at the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Transfer Agreement. Chief Clerk noted that the Planning Committee for the LSCA Grant Citizens Library received to study the feasibility of a County library system has been interviewing candidates for this position, and they are now in the process of hiring a consultant to conduct the study, and of setting up an Advisory Committee to inform the consultant regarding local needs and desires. Mr. Brady stated that the Citizens Library has requested that! -the Commissioners appoint someone to their Advisory Committee. Remarks: Mr. Morgan recommended that the Board appoint Don Ligman and Joe Giecek to serve on the Advisory Committee. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of Don Ligman and Joe Giecek as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding Juvenile Detention, the Chief Clerk stated that the Budget Director has developed the new per diem rate of $33.96 for the Juvenile Detention Home and will be used in all service contracts and reimbursement requests for 1979. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the new per diem rate of $33.96 for the Juvenile Detention Home as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented the following Resolution to the Board regarding Liquid Fuels: WHEREAS7 it is in the interest of economy and efficiency of administration that the encumbered monies contained in the Liquid Fuels Fund be separated from the operating funds of the Liquid Fuels Fund; and WHEREAS, the establishment of a Liquid Fuels Encumberance Fund will enhance the investment policies of the County in rela- tion to these funds; NOW THEREFORE BE IT RESOLVED, and it is hereby resolved, that an account to be known as the Liquid Fuels Encumberance Account is hereby established, effective January 1, 1979, with an initial deposit of $674,225.00, which amount represents all encumbered monies including those monies encumbered in the 1979 budget and all preceding budgets. Under Soil Conservation, the Chief Clerk presented an Application E 1 for Assistance - Rural Abandoned Mine Program involving a slate dump on property MINUTE B❑❑K 349 BOARD OFCOUNTYCOMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS divided by Interstate 79 next to the RCA plant, which the County intends to develop in the continuing industrial park. Mr. Morgan recommended that the Board enter into this with the Soil Conservation Service. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Application. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Resolution to the Board for their consideratior which would appropriate $1,000.00 to the Washington County Bicentennial Commission for administrative expenses. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution. Solicitor: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Derrico presented the following two (2) tax refunds to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tag Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: Sale: 1. Mr. Giecek replied that he assumed this was how the coal was weighed. Mr. Paluso suggested that the bid be awarded subject to the definition of net to He pointed out there could be alot of discrepancy in net ton, and to his knowled e strip coal is not washed.
