COMMISSIONERS Minute No. 115 Office of County Commissioners Washington, Pa., April 13, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Don Ligman and Joe Giecek, Administrative Assistants; Loren W. Carl and Carol Bails, Real Estate Agency; John W. Cadez, Engelhardt & Power; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Jay Mitchell, T1JPA; Rich Skyzinski, Daily Note= and Philip Morrisey, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 114, each member having received a copy. Motion carried unanimously. Chief Clerk informed the Board that the Redevelopment Authority has submitted a request for release of funds to the Department of Housing and Urban Development for Community Development Program Project No. 39 in Peters Township, and presented the necessary papers for the Board's execution. Chief Clerk noted that the Board had previously approved a proposal from Touche, Ross & Company to perform a financial compliance audit of Washington County's revenue sharing and anti -recession funds, and presented the necessary contracts to be executed by the Board. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing contract with Touche, Ross & Company. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented several Service Contracts for drug and alcohol abuse with Volunteers In Probation, Citizens Library, Y.W.C.A., and the Y.W.C.A. Women's Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Service Contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from the Washington County Conservation District requesting $12,000.00 from their 1978 budget, and also the $750.00 under Appropriation Resolution No. 104-2 dated January 19, 1978. Chairman noted that Mr. Loren W. Carl, President of the local Board of Realtors, was present today to present a Proclamation, whereby the Washington County Commissioners proclaim the week of April 16 - 22, 1978, as Private Property Week in Washington County. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Proclamation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Under the C.E.T.A. Program, the Chief Clerk presented three (3) Special Project Modifications: Community Action Rehabilitation Project - Restoration of two houses project extension to July 31, 1978 Increase in funds by $18,012.72 Borough of Speers - Promotion of laborer to carpenter Funds increased by $683.90 Mid -Mon Valley Council - Extension of project to July 7, 1978 of Governments' Rodent Funds increased by $7,964.44 Control Project Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing three (3) Special Project Modifications. Chief Clerk informed the Board of a travel request for Pat Sroka to attend the Regional Training Center Course "Fundamentals of CETA Financial Management" to be conducted on April 17 thru 19. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for construction of a recreational building in Mingo Creek Park. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a travel request from Jerome McCavitt Chief Adult Parole/Probation Officer to attend the Pennsylvania Association on Probation, Parole, and Correction Institute on April 30 thru May 3, 1978, at Tamiment, Pa. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; nor. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Amended Agreement between the Department of Environmental Resources and Washington County encumbering $125,000 to the Chartiers Creek Flood Protection Project. Mr. Brady stated that this permits the Department to reimburse the County for outstanding partial billings. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing u Amended Agreement. Regarding the Washington County Airport, the Chief Clerk requested permission to proceed with repairs and installing gutters and spouts on the airport T-hangars. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the foregoing necessary repairs at the Washington County Airport. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Cross Creek Flood Protection Project, the Chief Clerk requested approval for the payment of $64,875.00 as just compensation to the Buffalo Gas Company as the first step leading to final settlement. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing payment to Buffalo Gas Company. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to readvertise for bids for removal of the statues on the Courthouse.
