PALUSO, COMMISSIONERS Minute No. 117 Office of County Commissioners Washingtop, Pa., April 27, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Mrs. Miller, League of Women Voters; Walter R. Mack, U.S. Treasury Department; Philip E. Morrissey, WKEG; Jay Mitchell, WJPA; Bob Robertson, Observer -Reporter; Rich Skyzinski, Daily Notes; Barbara Raffaele, Daily Notes; Dave Lester, Telegraph. Vice -Chairman noted for the record that two Commissioners, the Chief Clerk and County Solicitor were in attendance. Absent being: Mr. Morgan. Via& -Chairman asked if there were any corrections, additions or omissions to Minute No. 116, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 116, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Old Business: Regarding the bids received for furnishing and delivering of three (3) 1978 Model Full Size 4-Door Sedans, Mr. Diamond informed the Board that the lowest bidder was Davies and Tregembo Ford, Inc. and reommmended the bid be awarded to this bidder. ReMarks : Mr. Paluso recommended that the bid be accepted with the proviso that the Chief Clerk will contact the bidder to make sure the specifications are suet as advertised. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for furnishing and delivering of three (3) 1978 Model Full Size 4-Door Sedans to DAVIES & TREGEMBO FORD, INC., 728 McKean Avenue, Charleroi, Pa., for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications, and subject to the foregoing proviso. Chief Clerk presented an Agreement between Washington County Child Welfare Services and Southwestern Pennsylvania Youth Alternatives, Inc., which provides for the purchase by Child Welfare Services of counseling of the "free service" period, in September, 1978. Mr. Paluso noted that this was 75% reimbursable. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Earl Bugaile of the Washington County Planning Commission was on hand at today's meeting and stated that he had been asked to head the County employees U.S. Savings program for 1978, and requested that the Board declare the month of May as U.S. Savings Bond Month in Washington County and the week of May 14, 1978, as "Payroll Savings Plan Week" for Washington County employees. Mr. Walter R. Mack, representing the U.S. Treasury Department, presented the Board with a replica of a $50 U.S. Savings Bond for display in the Courthouse during the campasgn. Moved by Mr. Paluso, seconded by Mr. Gilmore, proclaiming the month of May as "U.S. Savings Bond Month" in Washington County and the week of May 14, 1978, as "Payrroll Savings Plan Week" for Washington County employees. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the attend of Mr. Elmer Obitko to attend the foregoing Annual Conference. Chief Clerk informed the Board that James Henry, Casework Supervisor II, for Child Welfare Services, will be receiving a salary increase effective April 10, 1978, from $15,296 to $16,020 annually.based on his Performance Evaluation Report. Mr. Gilmore announced that the Society for the Preservation and Encour ment of Barber Shop Quartet Singing in America, Inc., is celebrating its 40th Anniversary, and he recommended that the Board proclaim the month of May as Barbershop Month in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, proclaiming the month of May as Barbershop Month in Washington County. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Regarding fees to be paid to persons who work the polls during Electi Day, the Chief Clerk read a copy of Act 124 of the 1976 Session concerning the fees paid to constables. Chief Clerk informed the Board of the following Request for a County Commissioners Minute to Cancel a Treasurer's Tax Sale of 1918. It is hereby requested that the County Commissioners adopt a minute authorizing the Tax Claim Bureau to cancel and void the Treasurer's Tax Sale of 1918. Said Tax Sale was for unpaid lien taxes for the years 1915 School and Road Tax, 1916 County, School, and Road Tax, and 1917 County, School, and Road Tax, plus sale costs. The above Tax Sale sold and assessed in the name of Lewis Ruffner, situate in West Bethlehem Township, Washington County and described as Lots 210-211 of the Gayman Plan. As per copy of the attached Title Search, Lewis Ruffner did not have record title to the above property, therefore the tax liens are based on improper and duplicate assessments. The rightful wwner for said years on`Lots 210-211 being the same lots conveyed by S. M. Byers, et ux to Tony Barsic by deed dated November 2, 1916 and recorded in Deed Book 454 Page 622. June 26, 1950 to date the owners are Michael H. Barshick and Mary G. Barshick, his wife, of Marianna, Pennsylvania. Recorded in Deed Book 773 Page 49. Taxes paid by the Barshicks' from 1916 thru 1978. Therefore, the Tax Sale should be void and cancelled. The Tax Claim Bureau, the Assessment Office and the Office of the Prothonotary are hereby directed to mark their records accordingly. Chief Clerk informed the Board that the 5th Annual Pennsylvania Conference -on Aging will be held at the William Penn Hotel in Pittsburgh on May 22 and 26, 1978, and requested that Mr. Anthony Luppino, Director of Adult Welfare Service, be authorized to attend. Chief Clerk also informed the Board that the Presidentially -appointed National Health Resources Advisory Committee (NHRAC) will meet May 25-26, 1978, in Houston, Texas, and requested thht Mr. Donald Ligman, Administrative Assistant, be authorized to attend. Chief Clerk informed the Board of a "Municipal Risk Management" seminar to be held in Monoreville, Pa., on May 4 and 5, 1978, and requested travel authorization for himself and Mr. George McMahon to attend. PALLISO, COMMISSIONERS In recognition of the continuing problem of energy in the +country, and since solar energy is one of the most valuable resources which should be developed further, Mr. Gilmore recommended that the Board proclaim Wednesday, May 3, 1978, as "Sun Day" in Washington County. He also noted that the public was invited to a program being held at California State College for a tour of solor energy houses, lectures and demonstrations on solar energy. Moved by Mr. Gilmore, seconded by Mr. Paluso, proclaiming Wednesday, May 3, 1978 as "Sun Day" in Washington County. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso- Yes; Mr. Morgan - Yes. Chairman presented the following Appropriation Resolution for the Board'a action: BE IT RESOLVED AND ENACTED, and it is hereby resolved and enacted, by the Board of Commissioners of the County of Washington, Pennsylvania, that there is hereby created an Archives Department in the County of Washington and that for the expenses of operating this department for the balance of fiscal year 1978 the following amount is hereby appropriated from revenues availhble for the fiscal year: 1. The amount of $10,000.00 from Budget Account 1499 to Budget Account number 123 to'be known as the Archives Department. It is also resolved that any resolution, or part of resolution, conflicting with this resolution be, and the same is hereby repealed insofar as the same affects this resolution. Regarding the upcoming election, Mr. Paluso requested that the Chief Clerk be authorized to secure the printing of a paapolet prepared by the League of Women Voters, which will give a brief synopsis of the duties of the election officials at the polls and the various laws pertaining to the general conduct of the election. Mr. Paluso stated that the pamphlet will be distributed to the public and made available to the Judges of Elections.
