COMMISSIONERS Minute No. 118 Office of County Commissioners Washington, Pa., May 4, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Roland Bourke, Redevelopment Authority; Don Ligman and Joe Giecek, Administrative Assistants; John W. Cadez, Engelhardt & Power; Barbara Raffaele, Daily Notes; Jay Mitchell, WJPA; Phil Morrissey, WKEG and John Stevens, Observer -Reporter. Chairman nbbdd for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 117, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 117, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mr. Roland Bourke, Executive Director of the Redevelopment Authority, presented a Resolution to the Board approving a Program Amendment to the Third Year Utban County Program, FY-77, Authorized under the Housing and Community Development Act of 1974. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote oaken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for removal of the statues on the Court- house, Mr. Diamond informed the Board that he had reviewed the bids and found Joseph Graciano to be the lowest bidder. Mr. Diamond further stated thtt he had prepared a Petition seeking permission for the removal from the courts and recommended that the bid be awarded to the Graciano Corporation for Specs A-1 in the amount of $5,700.00, subject to Court approval. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for removal of two (2) terra-cotta statues from the Courthouse, to JOSEPH GRACIANO CORPORATION, 7925 Hill Avenue, Pittsburgh, Pa., for the amount set forth in their bid; this being the lowest responsible bid'eeceived in accordance with specifica- tions. Said action subject to Court approval. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. C.L.T.-$4,708.33 2. McMahon & Kenneth - $14,204.00 3. Engelhardt & Power - $2,000.00 4A J. Fillingham - $1,424.52 5. Gandy Interval - $1,969.54 6. Infocon - $723.00 7. Graciano Bros. - $19,800.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Special Project proposal for Western Center in Canonsburg, Pa., for microfilm preservation of medical records. Said proposal will employ six (6) clerk -typists at a total cost of $27,511.43. Mr. Morgan noted thatt,thftshwas not a new proposal, but a change in a previous one. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Special Project proposal. Roll mall vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a public notice advising that the Western Pennsylvania Water Company has applied for approval to offer, render, furnish or supply water service to the public in a portion of Union Township, Washington County. Chief Clerk informed the Board of an invitation frmm the National Association of Counties to join with them and pass a resolution of support for their efforts to encourage President Jimmy-CaNkta'_to issue an executive order clarifying the role of counties in his Administration. Moved by Mr. Paluso, seconded by Mr. Gilmore, adopting a resolution of support as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from Child Welfare Services requesting authorization for Paula Simon and Jennifer Jones to travel to Clarion, Pa., for training in County Fiscal Personnel regarding Annual Plan and Expenditures on May 18 and 19, 1978. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a memorandum from the City of Washington regarding the renewal of the Joint Pest Bird Agreement for the period of June 1, 1978 through May 31, 1979, with the County's share being $345.00 of the total cost of $1,650.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing renewal of the Joint Pest Bird Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 10:30 A.M. - OPENING OF BIDS Controller Mascara opened and read the following bid received forthe Pr®viding and Delivering of a Pre -Fabricated Building for Mingo Creek Park. 1. Guy Bitting, Inc. for GansTime, Inc. 526 Kingston Road Harrisburg, PA 17112 Total amount of Bid: $13,395.00 A bid bond in the amount of $1,340.00 accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the contract for providing and delivering of a pre -fabricated building for Mingo Creek Park be awarded to GUY BITTING, INC. Physio-Control 11811 Willows Road Redmond, Washington 98052 Total amount of bid: $5,950.00 Included with the bid: ECG Modulator - $295.00 A chedk km the amount of $630.00 accompanied the bid. Motion carried unanimously. Controller Mascara opened and read the following bid received for the Furnishing and Delivering of Uniforms for the Washington County Sheriff's Dept. 1. Trapuzzano's 27 W. Chestnut Street Washington, PA 15301 Total amount of bid: $5,825.25 A certified check in the amount of $582.53 accompanied the bid. Movdd by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for furnishing and delivering of uniforms for the Washington County Sheriff's Dept. to TRAPUZZANO'S, 27, W. Chestnut St., Washington, Pa., for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specifications.
