PALUSO. COMMISSIONERS Minute No. 121 Office of County Commissioners Washington, Pa., May 25, 1978 The Board of County Commissioners met in regular session with,the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Jack Underwood, Industrial Development; Coroner Jackson; John Drake, Senior Citizens; Helen B. Miller, League of Women Voters; Jay Mitchell, WJPA; Patrick C. Derrico, Attorney; Jon Stevens, Observer - Reporter; Barbara Raffaele, Daily Notes; and Philip E. Morrissey, WKEG. Chairman noted for the recced that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute 120, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 120, be approved as read. Roll call vote take: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of Patrick C. Derrico as the Washington County Solicitor. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Ye*; Mr. Morgan - Yes. Motion carried unanimously. Chairman noted that Mr. Derrico has signed an Agreement with the County to pay all fees, attorney's fees, and commissions received from every source as county solicitor into the county treasury. Chief Clerk then gave the oath of office swearing in Mr. Derrico as County Solicitor. Old Business: Regarding the bid received for computer supplies, Mr. Derrico informed the Board that the bid had been reviewed by himself and Mr. Diamond, and recommended that the bid be awarded to Moore Business Forms, Inc. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for computer supplies to MOORE BUSINESS FORMS, INC., 500 Alamae Lakes Road, Washington, Pa., for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specifications. PALUSO, COMMISSIONERS 0 n Regarding the bid received for interior Courthouse renovation, Mr. Derrico stated that Mr. Diamond had reviewed the bid and found it in order and recommended the bid be awarded to A. J. Vater & Company, Inc. Remarks: Mr. Morgan noted that Mr. Richard Glance of the Planning Commission had review the bid and found it met with the specifications. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for interior Courthouse renovation to A.J. VATER & COMPANY, INC., 1509 Str Avenue, Pittsburgh, Pa., for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specifications. Amanati & Tucci - ck. #15783 dated 5-19-78 - return premimum due on the audits for Policy numbers 3909001584 & 3909001581 for the periods 3-1-76 to 3-1-77 and 3-1-75 to 3-1-76 - Acct. 17-a - $14,758.00 Chief Clerk presented the following bill to the Board for their consideration and approval: 1. Felice Associates - $838.80 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving payment of the foregoing bill. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Jack Underwood of the Washington County Industrial Development Agency presented a Resolution approving the sale of 2.0 acres of county -owned land in South Strabane Township, Washington County, Pennsylvania, and authoriz- ing the filing of a Petition for Court Approval of said sale. Mr. Underwood stated that after WIDC acquires title to this particular land, they will then reconvey the property to Battery Systems for the purpose of constructing a manufacturing repair facility. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Stipulation amending the original condemnation proceedings with Buffalo Gai and Coal Company. Chief Clerk informed the Board of a letter of resignation from Carolyn D. Stevens, Administrative Assistant, Liquid Fuels Department, effecti June 2, 1978. Chief Cleric informed the Board of a letter of resignation from Paula L.1 Simon, Clerk -Typist I, Child Welfare Services, eff6ative May 29, 1978. Chief Clerk informed the Board thht,lilwlmer Obitko, Director, Veteran's Affairs, has requested permission to attend the Pennsylvania State Association of County Directors of Veteran's Affairs Convention to be held during the week of June 19th through 23rd, 1978 at the Host Inn, Harrisburg, Pa. Chief Clerk informed the Board of a request for travel authorization for Janet Dickerson and Helen Butka of the Manpower Office to attend the Regional Training Center course "Analyzing CETA Management Information Systems" to be conducted on May 31 through June 2, 1978, in Philadelphia, Pa. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested travel authorization for Donald Lipman, Administrative Assistant to attend a Civil Preparedness Management Workshop to be held on June 13 - 14, 1978, at Carlisle, Pa. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to retain a Supervisor for the construction of the recreational building in Mingo Creek Park for a maximum fee of $1800.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to retain a Supervisor as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agreement between the County and Dr. Fred Large.for his services as Medical Director at the Washington County Health Center. Mr. Brady also presented an Agreement between the County and Diane L. E L 1 Edgreen for her services as a Physical Therapist at the Health Center. Chief Clerk presented a Grant Agreement between the Commonwealth of Pennsylvania, Governor's Council on Drug and Alcohol Abuse and Washington/ Greene County Commissioners for continued funding for the 1978/79 year. Mr. Brady also presented an Amendment II to Contract for services (Social Rehabilitation Service Contract) between the Governor's Council on Drug and Alcohol Abuse and the Washington/Greene County Commissioners, for Title XX S.R.S. Services for 1978/79 year. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Grant Agreement and Contract Amendment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Equal Employment Opportunity Progra*, the Chief Clerk noted that an appointment of an Equal Employment Opportunity Officer should be maide. by' the Board. Remarks: Mr. Paluso stated that Mrs. Margaret Pennline has previously been appointed as EEO Officer, but the Department of Housing and Urban Development didn`t think that a Personnel Director can be appointed as the EEO Officer, and they have recommended that someone else in a managerial capacity to the County Commissioners be appointed. Mr. Paluso then recommended that Mr. Brady be appointed for this position. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appoint- ment of Richard P. Brady, Chief Clerk as the Equal Employment Opportunity Officer for Washington County. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that the Courthouse will be closed Monday, May 29, 1978, in observance of Memorial Day. Chief Clerk informed the Board of a request for an extension of time for acceptance of bids for renovation of the Courthouse roof to June 8th, as recommended by the architect. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the deadline for ceptance of bids be extended from June 1 to June 8, 1978, as requested by the architect, and that proper public notices be made in the news media and notice given to the Controller's Office.
