COMMISSIONERS j E Minute No. 123 Office of County Commissioners Washington, Pa., June 8, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; William Sember and Earl Bugaile, Planning Commission; Joseph Giecek, Administrative Assistant; John Fantini, Manpower Planning; Ferdal Littleton, Sheriff's Office; Coroner Jackson; Bob Robertson, Observer -Reporter; John Cadez, Engelhardt & Power; Phillip Morrissey, WREG; Dave Lester, The Telegraph; Barbara Raffaele, Daily Notes. Chairman noted that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 121, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 121, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - ck. #86,035,721 dated 5-23-78 Manpower Planning Program - $275,000.00 2. F.N.B. - ck. #110256 dated 6-2-78 - Repurchase Agreement - 112 days @ 6 11/16% interest - Office Building Construction Acct. Principle $448,100.00 Interest 9,358.83 TOTAL $457,455 8.8 3 3. Commonwealth of Pa. - Ck. #46-284408 dated 5-32-78 Child Welfare Foster Home I Institutional Care Payment - Oct. 1977 thru Dec. 1977 - Acct. 6-b-5 $69,597.37 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Pennsylvania Economy League - $5,005.00 2. Cole-Layer-Trumble Co. - $4,708.33 3. Donald E. York - $75.00 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving payment of the foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Chief Clerk presented two (2) Agreements between Washington County and Laura Newman for her services as a Beautician and Louis Dagbetino &or his services as a Barber at the Washington County Health Center. Remarks: Mr. Morgan stated thtt these agreements represent a change in the contractual arrangements as recommended by the new Administrator. Mr. Gilmore noted that this will represent a reduction in costs for the County. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreements. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a travel request from Sharon Russell, Director of the Social Service Department, to attend a three-day training course on Social Service Supervision being sponsored by the Area Agency on Aging on June 14-15-16 at the Sheraton Inn, Monvoeville, Pa. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request.. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for food supplies at the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Under Employment and Training, the Chief Clerk presented an Approval Request for Title III (Hire II) Program relating to on-the-job training for veterans for approximately 18 months at a cost of $100,000. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Approval Request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Institutional Contract with Washington Institute of Technology for Miner I training at a cost of $192,204 for the training of 300 people between June through Sept. 30, 1978. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Institutional Contract. Roll call Grote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an On the Job Training Contract with Bobbie Moved by Mr. Paluso,'seconded by Mr. Gilmore, approving the foregoing OJT Contract. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board that the Washington County Industrial Development Agency has recommended that the Commissioners approve and recommend to the Courts, the sale of a 9.93 acre tract of County owned land adjacent to the Crile Industrial Park in South Strabane Township to Larry D. Delsignore for $2,600. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing sale of property subject to Court approval with the stipulation to be inserted in the deed regarding the use of this particular land. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman announced that a public hearing will be held on June 29, 197E at 11:00 a.m. concerning a proposed zoning ordinance for the area surrounding Cross Creek County Park. Said public hearing to be held in the Public Meeting Room of the Courthouse. Chairman noted a vacancy in the Public Defender's Office and that Raymond P. Ama#tangelo has been recommended to the position of Assistant Public Defender, effective June 9, 1978. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the apppint- ment of Attorney Raymond P. Amatange&o as Assistant Public Defender. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented two (2) Contracts between Mon Valley Health and Welfare Council and the Washington County Health Center effective January 1, 1978, through December 31, 1978. Contracts. Solicitor: Not&dnby Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Peluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Mr. Derrico stated that he had reviewed the bid received for the 1978 American made farm or industrial type wheel tractor for the Department of Parks 170 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALLISO. COMMISSMNERS and Recreation and he recommended that the bid be awarded to Canonsburg Supply & Equipment Co., Inc. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for One 1978 American made farm or industrial type wheel tractor for the Department of Parks and Recreation to CANONSBURG SUPPLY & EQUIPMENT CO., INC., R. D. 1, Box 247, Canonsburg, Pa., for the amount set forth in their bid; this being the lowest and only responsible bid rec6ived in accordance with specifica- tions. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Derrico presented nine ($) uentcaets with various contractors regarding Mingo Creek Park for cutting of hay, etc., and which provide for public liability property damage Ansurance. contracts. Moved by Mr. Palneg, seconded by Mr. Gilmore, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Derrico presented the following four (4) tax refunds to the Board for their consideration and approval: Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1. E 1 1 Motion carried unanimously. MINUTE BOOK 171 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS C J Chairman announced that a glide presentation produced by the Washington County Planning Commission would be shown at today's meeting and would be made available for public viewing. The presentation, entitled "Washington County: It's Here ... Now!", launches a new and positive theme for the County and will be followed by several other presentations and projects bearing the same theme including a County informational road map. All the projects will cover Washington County's agriculture, industry, education, recreation, coal mining and community services, and will be used for industrial and commercial development and will be available for organizations and school districts. Regarding the advertisement for bids for roof repairs on the Courthouse and Jail, Mr. Derrico noted that today had been set for opening of the bids and informed the Board that the architect has recommended bidding be continued until June 15, 1978, as there was further clarification needed on the specifida- tions. (It was noted that no bids had been received as of today's date.) Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Bidding deadline be extended to June 15, 1978 at 10:30 a.m., for ropf repairs to the Courthouse and Jail. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. OPENING OF BIDS FOR MOVING AND RELOCATING OF WILSON BRIDGE #28 bids: Barbara Davis of the Controller's Office opened and read the following 1. Scampone and Son Contracting 709 Collins Avenue Pittsburgh, PA 15206 Total amount of bid: $17,500.00 A bid bond in the amount of $1,700.00 accompanied the bid. 2. Job -Bab, Inc. P.O. Box 174 295 Meadow Avenue Washington, PA 15301 Total amount of bid: $16,485.00 A certified check in the amount of $1,650.00 accompanied the bid. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the foregoing bids be tabled for further review. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
