Office of County Commissioners
Washington, Pa., June 15, 1978
The Board of County Commissioners met in regular session with the
following members being present: Commissioner Gilmore and Paluso. Absent being
Commissioner Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico;
Roland Bourke, Redevelopment Authority; John Cadez, Engelhardt & Power; Mrs.
Helen Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Phillip
Morrissey, WKEG; Mike Felchho, WJPA; Dave Lester Telegraph.
Vice Chairman noted for the record that two Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Vice Chairman asked if there were any corrections, additions or
omissions to Minute No. 123, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 123,
be approved as read.

Special Order of Business:
Mr. Roland Bourke, Executive Director, Washington County Redevelopment
Authority, presented a Resolution approving a proposal for Rddevelopment of
Disposition Parcel No. 12B-1 in the Donora Southgate Urban Renewal Area, Penna.
R.-324, by the Borough of Donora and the form of the Redevelopment Contract
with said Developewr
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Old Business:
Regarding the bid received for moving and relocation of Wilson Bridge
No. 28, Mr. Derrico noted that after discussion with the Board, it was suggested
that the bid be tabled for one more week because of possible changes that were
not anticipated.
Remarks:
Mr. Paluso stated that the Board has decided to table the bid because there has
been some other factors come up since the writing of the specifications concern-
ing the location where the bridge is to be moved. He added that hhe specifica-
tions are being studied to see if this change could be incorporated or if the
item should be rebid.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid received
for moving of the Wilson Bridge be tabled for further review of the specifica-
tions.

Chief Clerk informed the Board of a letter from the Cooperative
Extension Service requesting an allotment of $7,000.00 from the 1978 budget.
Under the CETA Program, the Chief Clerk presented a Special Project
Modification Contract for the Borough of Roseoe, which would increase the funds

previously obligated by $5,940.

Chief Clerk presented a previously approved Contract for the Board's
signature -.between the County and the Governor's Office of Administration
under the CETA Program to authorize the funding for six positions at the
Department of Public Welfare's Western Center.
Regarding Southwestern Pennsylvania Youth Alternatives, Inc,, the
Chief Clerk noted that the County serves as a recipient of "pass -through" funds
from the Governor's Justice Commission and modifications in the annual budget
funded by this grant could not be submitted by the deadline. He added that
their funds are low at this point and the second "draw down" will not be forward-
ed for approximately six weeks, and they have requested that the County advance
them $7,,000 to enable them to carry on with their work. Mr. Brady also stated
that the funds will eventually come from the GJC, and that the County has
already pledged $8,704.00, and therefore, the $7,000 would be part of that
contribution.

request with the stipulation that the advanced funds will be repaid from the
first "draw down" of grant funds by the Southwestern Pennsylvania Youth
Alternatives, Inc.

Mr. Derrico reported to the Board that he had met with Mr. Slencak of
the Health Center and Attorney Symons to discuss the problem with the air
conditioner. Mr. Derrico suggested that Mr. Engelhardt of Eng&ihardt & Power
be contacted, who in turn suggested that we hire a constltant/engineering firm
to give us an appraisal of what the damage is and who is liable for the damages.
Mr. Derrico stated that he believed that Carl Long Associates of Pittsburgh
would be contacted to do the appraisal. He addbd that the County would do the
repairs and charge it to one of the four firms involved.
Remarks:
Mr. Paluso: In this suit to recover the costs of repairing the equipment,
would the consultants fee be part of that suit?
Mr. Derrico: Yes. I think Mr. Symons has already ckiculated on whatever costs
its going to cost us and determine who is at fault. He is going to throw that
into the suit too.

of an electrical contractor to appraise the necessary repairs to the air
conditimning unit at the Washington County Health Center.

Regarding the Washington County Parking Garage, Mr. Derrico informed
the Board of a letter received from Mr. James Fillingham, Architect, which
enclosed correspondence from McAnallen Brothers requesting an extension of 45
days to complete construction of the project. Mr. Derrico stated that the
Board had asked the contractor to start prematurely in order to meet the dead-
line for the public works grant. He also stated that he had reviewed the
circumstances and found this request to be reasonable, and that Mr. Fillingham
has recommended the granting of the extension.

extension to McAnallen Brothers to complete construction of the Washington
County Parking Garage as per above.

Regarding the Courthouse, Mr. Gilmore noted that Richard Glance of
the Planning Commission has been talking with people who make fiberglass statues
and there is a possibility that the County could replace the statues at a
reasonable price at least in comparison to stone statues. Mr. Gilmore suggested
that the Chief Clerk be given the authority to advertise for bids to make a mold
of the existing statues.

Clerk to further explore the possibility of replacing the existing statues and
advertise for bids if necessary.
