PALUSO, COMMISSIONERS n • Minute No. 128 Office of County Commissioners Washington, Pa., July 13, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Don Ligman and Joe Giecek, Administrative Assistants; Richard Glance and Bob Smouse, Planning Commission; Roland Bourke, Redevelopment Authority; Farrell Jackson, Coroner; Louise Stuart and Beverly Kubena, Citizens Library; John Cadez, Engelhardt & Power; Barbara Raffaele, Daily Notes; Bob Robertson, Observer -Reporter; Philip Morrissey, WKEG; Dave Lester, The Telegraph; Bill Richards, WJPA. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions, or omissions to Minute No. 127, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 127, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mrs. Louise Stuart and Mrs. Beverly Kubena of the Citizens Library were on hand today to present the Human Resources Directory to the Board which was prepared by the Library under a federal grant. Mrs. Stuart stated that the directory should prove to be a very useful tool for all the governmental services, social services and for the libraries in the area. Mrs. Kubena stated that as our community offers more and more services, it is hard to keep track of each service, and therefore, a directory of community resources was prepared for Washington, Greene and Fayette Counties. She noted that there are over 700 agencies offering services in the area, all of which are included in the directory, listing the type of services offered, eligibility requirements, fees charged and who to contact. Mrs. Kubena also gave a special thanks to Joe Giecek, who served on their Advisory Board on this project. Roland Bourke, Executive Director, Redevelopment Authority, presented three (3) Resolutions to the Board for their approval. Resolution approving Proposal for Redevelopment of Disposition Parcels Nos- 2B & 2C in the Monongahela Business District Urban Renewal Project, Penna. R-355, by George M. Devore and Grace H. Devore, 1368 4th Street, Monongahela, Pennsylvania, 15063, and the form of the Redevelopment Contract with said Developer. Resolution approving Proposal for Redevelopment of Disposition Parcels No. 12 B-2 & 12-C in the Donora Southgate Urban Renewal Project, Penna. R-324, by Donora Sportswear Company, Inc., a Pennsylvania Corporation, and the form of the Redevelopment Contract with said Developer. Resolution of the Board of County Commissioners of the County of Washington accepting the Provisions of a Grant Agreement authorized by the Department of Housing and Urban Development under the Community Development Block Grant Program pursuant to Title I of the Housing and Community Development Act of 1974, as amended. Chief Clerk informed the Board of a travel request for Sheriff James Fazzoni and Solicitor Anthony Seneca to attend the Annual Sheriff's Conference in Philadelphia on J&ty 17th through July 22nd, 1978. Chief Clerk informed the Board of a request for two (2) weeks military Leave from July loth through July 21st, 1978, for Earl Bugaile, Publication & Information Coordinator, Washington County Planning Commission, to fulfill his annual obligation to the Pennsylvania Army National Guard. Chief Clerk informed the Board of a travel request for Michelle Augier, who has been requested to serve on the Board of thePPennsylvania Housing Improve- ment and Codes Association, to attend the next meeting on July 21, 1978, in Allentown. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of the resignation of Attorney Roger J. Gaydos from the Board of Directors of Washington -Greene Drug and Alcohol Planning Commission. 0 Chief Clerk informed the Board of the resignation of Dennis Kitsko, D. for his services at the Juvenile Detention Home, as of July 15, 1978. Chairman stated that Dr. Gary Williams has been recommended by Dr. Kitsko and by Leon M. Pappa, Director of the Juvenile Detention Home, to fill the position left by Dr. Kitsko requiring physical examinations of juveniles admitted to the Home. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing appointment of Dr. Gary Williams. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Chief Clerk informed the Board of a namorandum from Budget Director Charles Gillespie advising that the per diem cost at the Juvenile Detention Home 198 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the per diem cost at the Juvenile Detention Home as of May 31, 1978, as $31.21 per day. Chief Clerk informed the Board of three (3) complimentary letters - from The Pennsylvania State University expressing appreciation for the services of William P. Sember of the Washington County Planning Commission; from the Canonsburg -Houston Rotary Cltb commending Kerry McAmbley of the Washington County Industrial Development --Agency; and from the Washington Business and Profdsssional Women's Club of Washington, Pa. complimenting William L. Carl of the Washington -Greene County Drug and Alcohol Planning Commission. Chief Clerk informed the Board of a letter from Donald L. Tuttle, Administrator of Meadowcroft Village, requesting permission to salvage material from the buildings of�ithe old Ray Thompson farm within the Cross Creek County Park Project. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing request by Meadowcroft Village, subjEect to the Solicitor's review. Chief Clerk presented a Modification for the YETP Program - Ringgold School District which will decrease the funds previously obligated by $11,447. Mr. Brady noted that they were unable to start the project until March 1, 1978 instead of January 1, 1978 as scheduled. Moved by Mr. Paluso, seconded by Mr. Gilmore, appro*tng the foregoing Modification. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agency Agreement between the Department of Transportation, Commonwealth of Pennsylvania, and the County of Washington regarding Federal funds for planning of the Washington County Airport. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agency Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Community Living Arrangements Contracts subject to the further approval of the Budget Director. Solicitor: Mr. Derrico presented a Resolution authorizing the condemnation of properties owned by William Bartram, Jr., and Marjorie B. Bartram, his wife, in Nottingham Township, for the purpose of establishing recreation places in Washington County for the Mingo Creek Park project. Mr. Derrico stated that Robert Ceisler, Solicitor for Mingo Creek, has requested approval for this condemnation. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Mr. Derrico presented the following tax refund to the Board for their consideration and approval. Motion carried unanimously. 10:30 A.M. - OPENING OF BIDS FOR PREPARATION & CONSTRUCTION OF MOLD FOR A STATUE RESTING ATOP THE WASHINGTON COUNTY COURTHOUSE, AND FOR PRINTING OF 50,000 COPIES OF A WASHINGTON COUNTY HIGHWAY AND INFORMATIONAL MAP Barbara David of the Controller's Office opened and read the following bids. Preparation & Construction of Mold for Statue on Courthouse S.
