Minute No. 159
Office of County Commissioners
Washington, Pa., February 22, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Derrico; John Drake of the
Senior Citizens; John Cadez of the Township Officials; Bob Robertson of the
Observer -Reporter; Barbara Raffaele of The Daily Notes; Pam Golden of The Valley
Independent; Dave Lester of The Brownsville Telegraph; Bob Sabot of WKEG Radio;
John McElwain of WJPA; and Charlotte Spero of WJPA.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and the County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 158, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 158 be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - Payment for Indochinese Refugees
Second quarter of 1978 - $2,515.80
2. F.N.B. - Repurchase Agreement - General Fund
Interest Earned - $6,801.20
3. U.S. Treasury - Manpower Planning Program - $109,393.60
4. Commonwealth of Pa. - first and second quarter advance
payment for Children & Youth Social Services Program
for 1979 - $340,421.60
Old Business:
Concerning the bids for the Furnishing of Paper Products for the
Washington County Adult Welfare Services Program, Mr. Derrico stated that there
have been a few questions raised concerning this matter; and he therefore
recommended that all bids be rejected.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that all bids received
for the Furnishing of Paper Products for the Washington County Adult Welfare
Services Program be rejected as per above; said action based on the recommenda-
tion of County Solicitor Derrico.

Concerning the bids for the proposals for the performance of audits of
selected Comprehensive Employment and Training Act (CETA) grants, Mr. Derrico
stated that more study needs to be given to this matter; and he therefore recom-
imended that the bids be held in abeyance until such study can be made.
Chief Clerk presented the following bills to the Board for their considera-
tion and approval:
1. Special Deputies:
a. Donald Lewis - $30.00
b. Dale Phillips - $30.00
c. Frank Levato - $60.00
d. Clyde D. Gregg - $90.00
e. Richard Brezenski - $30.00
Mr. Gilmore commented that the hiring of special deputies has become a consistent
pattern and that the law states that these appointments and payments can only be
made in an emergency situation. Mr. Gilmore and Mr. Paluso both noted that thes
special deputies are also jail guards. Mr. Gilmore suggested that the Chief Clez
check into the circumstances involving these special deputies. Mr. Brady did
state that these special deputies were appointed during the Henke murder trial.
Mr. Paluso stated that it was his understanding that a motion had been passed by
the Board that no special deputies would be hired and approved unless there was
an order from the Court. Mr. Morgan instructed Mr. Brady to send a memo to the
Sheriff stating that the Commissioners will not approve any more payments to
special deputies unless there is an order from the Court.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment to the
foregoing special deputies.

Chief Clerk presented to the Board for their consideration and appro-
val an Application to the Governor's Justice Commission for the Centerville
Clinic's Detoxification Program for a period of one year.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the applica-
tion to the Governor's Justice Commission as per above.

Motion carried unanimously.
Chief Clerk informed the Board of a letter dated February 16, 1979,
from the Borough of West Brownsville commending John Fantini, Beverly Shaffer
and Bonnie McCausland of the Employment and Training Office for their efforts
and cooperation.
Chief Clerk presented to the Board for their consideration and approva
a travel request for Cathy Fonagy and Charleen Bennett of the CETA Office to
attend the Regional Training Center Course "Fundamentals of CETA Financial
Management" (#414) to be presented on February 27-28, 1979, in Philadelphia,
Pennsylvania.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
travel request.

Mr. Derrico presented the following tax refund to the Board for their
consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment
Office be authorized to prepare the following tax refund due to either duplica-
tion or overpayment of real estate or personal property tax:
