PALUSO, COMMISSIONERS Minute No. 160 Office of County Commissioners Washington, Pa., March 1, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Joe Giecek, Administrative Assistant; Ron Edwards, Area Agency on Aging; John Prystash, Main LaFrentz & Company; John Cadez, Township Officials; John Drake, Senior Citizens; Ms. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Barbara Raffaele, Daily Notes; Bob Sobot, WKEG; Pamela Golden, Valley Independe t. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. 0 Chairman asked if there were any corrections, additions or omissions to Minute No. 159, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 159, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk presented the following bills to the Board for their consideration and approval. Remarks: 1. McMahon & Kenneth - $1,239.00 2. Special Deputy, Don Lewis - $30.00 3. Infocon Corp. - $723.00 4. A. J. Vater & Co., Inc. - $1,188.97 5. Burroughs Corporation - $15,890.60 Regarding the bill from Burroughs Corporation, Mr. Paluso expressed his dissatisfaction and felt that the bill should not be paid until all the equipment is in place and they are on schedule with delivery and use as the contract states. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills with the exception of the bill from Burroughs Corporation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request for travel authorization from Jack Welty, Data Processing, for a trip to Delaware County to observe their B-800 operations.on March 9, 1979. PALUSO, COMMISSIONERS Chief Clerk also informed the Board of a request for travel authoriza- tion from J. Bracken Burns, Acting Director, Adult Welfare Services, for six staff members to attend a Nutrition Training Program for Subcontractors sponsored by the Area Agency on Aging on March 1 and�March 8, 1979. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Proclamation which would proclaim the week of March 4 - 10, 1979 as Southwest Regional 4-H Awareness Week in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that the Department of Health has ablected the Courthouse as a site for public display of the Proposed State Health Plan which will be available for review by the public in the Commissioner's Office. Regarding the Courthouse and Jail Roof Renovations, the Chief Clerk presented three (3) Change Orders for work by Driller, Thomas, Gyekis: G-4 - $24,000.00 for replacement of gutter, base and cap flashing at central tower on jail. G-5 - $22,102.00 for removal and resetting of tiles on roof G-6 - $2,056.00 (credit) deletion of four conductors for central gutters Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Change Orders. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding a previously approved Agreement between Washington County, the Washington County Industrial Development Corporation and Superior Valve for transfer of property, the Chief Clerk requested authorization to execute said Agreement. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the execution of the foregoing Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. MINUTE BOOK BOARD OFF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE. EDWARD M. PALUSO, COMMISSIONERS Chief Clerk presented 17 PSE Contracts for fiscal year 1979 under thel BETA Program for a total of 17 employee positions at the following various associations: Children's School of Washington Borough of California West Alexander Borough Cokeburg Borough Brownson House Borough of North Charleroi Robinson Township Borough of Midway Washington -Greene County Tourist Promotion Agency Trinity High School Burgettstown Area School District Borough of Burgettstown South Franklin Township Community Medical Center of Northwest Wash. County, Inc. C.L.A.S.P. Charleroi Area School District Washington -Greene Community Action Chief Clerk also presented an On the Job Training Contract with Maintenance Welding, Inc. for the period of Feb. 26, 1979 to Dec. 28, 1979. Chief Clerk then presented a Special Project Contract with Cross Creek, Hopewell and Jefferson Townships for the Cross Creek Valley, Regional Community Improvement Project. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing CETA Contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Gilmore suggested that the Board authorize the Chief Clerk to draw up the specifications with the Budget Director for the General Revenue Sharing Audit. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to draw up the specifications in order to advertise for bids for the General Revenue Sharing Audit. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids for elections supplies for the 1979 Primary Election in May. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 10:30 A.M. - OPENING OF BIDS FOR STAINED GLASS RESTORATION PROJECT Barbara Davis of the Controller's Office opened and read the follow- 1 1 1 ing bids. MINUTE BOOK 365 BOARD OF COUNTY COMMISSIONERS WASH INGTON 'COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS 1. Hunt Stained Glass Studios, Inc. 1756 W. Carson Street Pittsburgh, PA 15219 Total amount of bid: $5,600.00 A certified check in the amount of $560.00 accompanied the bid. 2. Hauser Studios of Stained Glass 1171 Mankato Avenue Winona, Minn. 55987 Total amount of bid: $11,150.00 A certified check in the amount of $1,150.00 accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the fore4oing bids be tabled for further review. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr, Morgan - Yes.
