Office of the County Commissioners
Washington, Pa., March 8, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Morgan. Absent
being Commissioner Paluso. Also being present: Chief Clerk Brady; Solicitor
Derrico; Budget Director Gillespie; Ron Edwards, Area Agency on Aging;
Mrs. Miller, League of Women Voters; Jon Stevens, Observer -Reporter; Barbara
Raffaele, Daily Notes; Dave Lester, The Telegraph.
Chairman noted for the record that two Commissioners, the Chief Clerk
and County Solicitor were in attendance.
Chairman asked if there were any correction4f additions or omissions
to Minute No. 160, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 160,
be approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids received for the Stained Glass Restoration Project,
Mr. Derrico reported that Mr. Richard Glance of the Planning Commission has
requested that the bids be tabled for another week in order to inspect work
performed at other locations by the prospective contractor.
Regarding the bid received for the CETA Audit, Budget Director
Gillespie recommended the bid be awarded to Main Lafrentz & Co.
Moved by Mr. Gilmore, seconded by Mr. Morgan, awarding the contract
for Performance of Audits of Selected CETA Grants to MAIN LAFRENTZ & CO.,
Four Gateway Center, Pittsburgh, PA 15222, for the amount set forth in their
bid; this being the lowest and only responsible bid received in accordance
with specifications.

Motion carried unanimously.

Chief Clerk informed the Board of the receipt of the following checks

Chief Clerk presented the following bills to the Board for their
consideration and approval:

bills for payment.

Chief Clerk informed the Board of a request from the Washington
County Historical Society for a budget allocation of $1,000.00.
Chief Clerk informed the Board of the following travel requests:

Motion carried unanimously.
Under CETA, the Chief Clerk presented a YETP program modification
regarding Ringgold School District requesting that $200.00 under Administration,
be transferred from the travel category to a new category to cover the cost of
checks. Said modification does not change the funds previously obligated.
Chief Clerk also presented five (5) Special Project contracts:

Regarding President Carter's Private Sector Initiative Program
for expanded business participation in employment and training programs designed
to provide jobs for the unemployed poor, Mr. Morgan announced the creation of
a Private Industry Council to establish the details of the local PSIP program
proposals. Mr. Morgan stated that the following individuals have volunteered
to serve on the Council and have shown an interest in developing job programs
in the private sector for unemployed, unskilled persons, using PSIP funds.
