Office of County Commissioners
Washington, Pa., March 22, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Morgan. Absent
being: Commissioner Paluso. Also being present: Chief Clerk Brady; Solicitor
Derrico; Budget Director Gillespie; Joe Giecek, Administrative Assistant;
Rev. Schott, representing Child Welfare; John Drake, Senior Citizens; John
Cadez, Township Officials; Pam Golden, Valley Independent; Barbara Raffaele,
Daily Notes; Bob Robertson, Observer -Reporter and Bob Sabot, WKEG.
Chairman noted for the record that two Commissioners, the Chief Clerk
and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 163, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 163,
be approved as read.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:

Chief Clerk presented the following bills to the Board for their
consideration and approval:

2. A. J. Vater - $648.99

foregoing bills.

Regarding Child Welfare, the Chief Clerk presented a Day Care
Amendment to Contract No. 963018541 between the Department of Public Welfare
and the County which is a regular program renewal.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
Day Care Amendment.

Regarding the Health Center, the Chief Clerk presented an Agreement
between the County and Washington Hospital for dietary consultative services
provided by Martha Hansotte, an A.D.A. Registered Dietitian, for a term of one
year.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
Agreement.

Chief Clerk announced the resignation of William Eiler, Planner I
for the Washington County Employment and Training Agency, effective March 20,
1979.
Chief Clerk informed the Board of a travel request from Manpower for
Norma Meloy and Kent Montgomery to attend the Regional Training Center Course
"Fundamentals of CETA Financial Management" on April 3-4, 1979, in Philadelphia.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
travel request.

Motion carried unanimously.
Regarding the Fayette -Washington Ferry Service at Fredericktown,
the Chief Clerk presented an Ordinance of Agreement for adoption by the Board
subject to the conformance of our original Agreement as recommended by Solicitor
Derrico.
Moved by Mr. Gilmore, seconded by Mr. Morgan, adopting the foregoing
Ordinance of Agreement.

Chief Clerk informed the Board of the following budget allocation
requests:
Washington County Conservation District - $10,000.00
Wash. -Greene Tourist Promotion Agency - $ 7,847.25

Chief Clerk presented a Resolution to the Board declaring the week of
April 1 - 7, 1979 as "ll-Alive Week in Washington County" and that Washington
County will provide all appropriate cooperation to Station WIIC-TV in their
efforts to promote Washington County and its services to the public.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
Resolution.

Chief Clerk informed the Board that we have been requested by the
Director of the Washington County Child Development Program to submit a Letter
of Intent for local financial support for the continuation of the Program.
Said Letter states that the Commissioners will provide financial assistance
for the contract period 7-1-79 through 6-30-80 of $5,000.00.
Moved by Mr. Gilmore, seconded by Mr. Morgan, authorizing the Chief
Clerk to submit the foregoing Letter of Intent.

Chief Clerk informed the Board of a letter received from Canton
Township commending the Commissioners, the staff of Tax Assessment and Data
Processing for their cooperation relating to the Township's duplicate book
and tax cards.
Chief Clerk presented a General Purchase of Service Agreement between
Try -Again Homes, Inc., and the Children and Youth Services of Washington County.

Chief Clerk informed the Board of a letter received from Graham T.
Munkittrick, State Conservationist of the Soil Conservation Service, Dept. of
Agriculture, expressing their appreciation for the manpower and dollars used
in removing the orifice obstruction in the riser at Harmon Creek Site PA-484,
and he stated that in the future all projects will be installed with protectors
on all risers with orifices.
Regarding the storage area being used by the County in the Citizens
Library, the Chief Clerk stated that the County is in need of additional space
and asked for authorization to rent this extra space which is available in the
basement area of the Library, for $25.00 monthly rental.
Remarks:

Mr. Gilmore stated he had no objections to the rental of additional space, but
made the same comment as he had last year that this would only be a stop -gap
measure and would not solve the problem of the need for a permanent storage sysi

of additional space at the Citizens Library as per above.

Chief Clerk requested authorization to advertise for bids for repair
of the wall adjacent to the Jail parking lot along Beau Street.
Moved by Mr. Gilmore, seconded by Mr. Morgan, authorizing the Chief
Clerk to advertise for bids as per above.

Mr. Derrico presented the following two (2) tax refunds to the Board
for their consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplica-
tion or overpayment of real estate or personal property tax:

Mr. Derrico presented an Agreement between the County and Anne
Schellinger for employment on a temporary basis to assist the County Controller'!
Office during the transition period after her retirement for a salary of $35.00
per day as she may be needed from time to time.

inviting proposals for printing and delivering to the office of
the County Commissioners the necessary ballots for the conduct
of the Municipal Primary Election to be held on Tuesday, May 15,
1979. Having examined the attached specifications and under-
standing same, I (or we) propose to furnish said ballots in
accordance therewith, at the price set forth:
Approximately 125, 000 white official ballots
price per thousand for ballots furnished...............$134.75
Approximately 23,000 pink official specimen ballots
for election districts price

Donora, Pa., for the amounts set forth in their bids; these being the lowest
and only responsible bids received in accordance with specifications.
