PALUSO, COMMISSIONERS Minute No. 164 Office of County Commissioners Washington, Pa., March 29, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; John Cadez, Township Officials; John Fantini, Director, Manpower; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Bob Sabot, WKEG; Bob Robertson, Observer - Reporter and Barbara Raffaele, Daily Notes. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 163, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 163, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk presented the following bills to the -Board for their consideration and approval: Special Deputies 1. James Spingola - $30.00 bills. 2. Andrew Chopak - $30.00 3. William Missel - $30.00 4. Elijah Gauden - $30.00 5. Mental Health/Mental Retardation - $38,129.71 6. Redevelopment Authority - $29,375.00 7. Donald E. York - $750.00 8. McMahon & Kenneth - $99,197.00 9. Chief Clerk informed the Board that the Army Engineering District has requested authorization to conduct a study at Catfish Creek pertaining to the flooding problems there, which is part of a tributary of Chartiers Creek. Regarding Cross Creek Watershed Project, the Chief Clerk presented Amendment No. 2 to Project Agreement with the Soil Conservation Service to adjust fund requirements due to Contract Modifications Numbers 1 through 4 in the amount of $35,154.36. PALUSO, COMMISSIONERS Chief Clerk informed the Board of a travel request for Evelyn Comstock and Richard Stickel of Domestic Relations to attend a Domestic Relations Seminar to be held April 6 and 7 at the Hyatt House in Pittsburgh. Chief Clerk also stated that the Veteran's Administration is conduct- ing their first training course for 1979 in Pittsburgh for two days and requester authorization for the attendance of Mr. Obitko and a staff member. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel requests. Roll call vote taken: Mr. Gilmore- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a Notice of Drilling Application for the drilling of two gas wells by Zenith Exploration Company in Cecil Township. (Mr. Paluso suggested a copy of this Notice be sent to the Soil Conservation Service for their comment to the Department of Environmental Resources.) Under Drug and Alcohol, the Chief Clerk presented a Grant Agreement to provide funding for the 1979/80 fiscal years SCA drug/alcohol program for Washington and Greene Counties. Mr. Brady stated that the dollar amount in this contract, $299,000, represents 75% of last year's funding, and is not the final amount of the SCA's base allocation for 79-80, and that amendments to this initial grant agreement will arrive sometime between July and December 1979 with final 79/80 base allocation figures. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Grant Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Washington County Airport, the Chief Clerk informed the Board that we have received Verification of Insurance from Atlantic Aviation for liability coverage at the Airport. Solicitor: Mr. Derrico reported to the Board that he had received a reply from our insurance carrier, McMahon and Kenneth, regarding a complaint filed by Attorney Robert Clarke against the Washington County Sheriff's Office (Beneficial Consumer Discount Company vs. Earnest Campbell), in which Mr. Clarke alleges that the Sheriff's Office was negligent and interferred with his client's execution on certain personal property formerly situate in Washington County. Mr. Clarke stated that the Sheriff's Office chid not properly levy upon or tag the property and the same was allowed to be removed from the Sheriff's sale. Mr. Derrico stated that this matter should be handled by the Solicitor of the Sheriff's Office. 382 MINUTE BOOK BOARD OFTCOUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. COMMISSIONERS Also regarding the Sheriff's Office, the Chief Clerk informed the Board of a letter from the Washington Parking Authority stating their concern of the use of their public parking meters by the Sheriff's vehicles which are not feeding the meters. (Mr. Morgan suggested a meeting be arranged with the Sheriff's Office to see if this matter could be resolved.) Chief Clerk requested authorization to advertise for biers for the locking system at the Washington County Prison. Remarks: Mr. Paluso pointed out that this could not be a 10-day bid arrangement, but 30 to 40 days because if there are substitutions they must be set up in mock display for approval. Mr. Paluso suggested that the prospective contractors be given 40 days to submit the bids so the specifications can be complied with. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Morgan stated that the Savings and Loan institutions of Washington County have asked the Board to issue a proclamation that the month of April, 1979, be proclaimed as "Buy a Home Month in Washington County", to urge our citizens to join with the members of the Greater Washington Board of Realtors, the Washington County Home Builders, and the leading financial institutions throughout the County, in their efforts to promote home ownership for a better community for all the people. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Proclamation. contracts: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Under the CETA Program, the Chief Clerk presented the following OJT Contract with KAO Campground at a cost of $4,160.00 for two participants. YETP Contract with the Greater Washington Area Parks and Recreation Commission - program modification to increase monies by $25,996.78 and six participants Special Project Contracts (10) Mt. Pleasant Township Wash. -Greene Community Action Corp. Carroll Township Mon Valley Health & Welfare Coundil, Inc. Roll call vote taken: Mr. Gilmore- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Concerning the Washington County Airport, Mr. Paluso stated that on November 13, 1978, the FAA conducted their annual inspection and found several discrepancies which should be corrected as soon as possible. One discrepancy involves the sealing of cracks in the runway and sealing the entire runway itself which could not be done until now because of weather conditions. 11 The other discrepancy concerns the buffer zone along the edges of the runway where the grass and dirt are not allowed to protrude above the runway level. Mr. Paluso stated that we have solicited proposals from several firms and the best pricing has been received from the Cedar Creek Company of Belle Vernon at a cost of $31.16 per hour for sealing the runway which will include.the labor and equipment at an estimated total cost of $1,200.00; and for the edges of the runway a separate proposal has been estimated at $23.98 per hour for labor and equipment for a total estimate of $400.00. Mr. Paluso recommended that the Board award this contract today while the weather is good and to meet the FAA requirements as soon as possible. He noted that we have a FAA recommendation in for a $85,000 grant for further work at the Airport, and these corrections should be accomplished prior to the approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for sealing of the runway and rolling berms along the runways to CEDAR CREEK COMPANY, R. D. 4, Box 120, Belle Vernon, Pa., for the amount set forth in their bid; this being the more responsible bid received in accordance with specifications.
