PALUSO, COMMt$SIONERS u L Minute No. 166 Office of County Commissioners Washington, Pa,, April 12, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Raymond Williams, representing Bentworth Senior Citizens; John Drake, Senior Citizens of Washington; John Cadez, Township Officials; Mrs. Miller, League of Women Voters Bob Robertson, Observer -Reporter; Barb Raffaele, Daily Notes; Bob Sabot, WKEG. Chairman noted for the record tYsh the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 164, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 165, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluse - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bid received for repair of the retaining wall adjacent to the Jail parking lot along Beau Street, Mr. Paluso stated that he felt the bid was too high and suggested that the Board reject the bid and readvertise. Moved by Mr. Paluso, seconded by Mr. Gilmore, rejecting the foregoing bid and authorizing the readvertisement of same. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - Child Welfare Foster Home & Institutional Care - Acct. 6-b-10 - $72,108.46 2. P.N.B. - Interest earned on C.D. #1929 - Non -Profit Housing of Wash. Co. Inc., - Char House Project 1974 Bond Issue Account - $2,782.51 3. Commonwealth of Pa. - for Child Welfare Title XX Social Services - Contract No. 3063 - Acct. 6-b-10 $52,755.55 4. Commonwealth of Pa. - for Pa. Emergency Management Agency - Acct. 6-b-18 - $2,036.01 5. F.N.B. - Repurchase Agreement - Prison Renovation Acct. COMMISSIONERS Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Felice Associates - $831.60 2. Wash. County Humane Society - $1,500.00 3. Michael Baker, Jr. - $1,280.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing bills for payment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Resolution authorizing the County Commiss to execute Agreements granting the Redevelopment Authority easements over county owned land to construct a sewer collection system in the Arden Downs Industrial Park. Said Agreements being with - Pennsylvania Railway Museum Association, Inca, Washington County Agricultural Fair, Inc., and the Redevelopment Authority of Washington County. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Easement Agreements. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of the resignation of Nbe Nasim, Maintenance Supervisor of the Bridge Department. Chief Clerk informed the Board of a request for travel authorization from Jerome McCavitt, Chief Adult Parole and Probation Officer, to attend the Pennsylvania Association on Probation, Parole and Correction Institute, to be held from May 6 thru May 9, 1979 at Somerset, Pa. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that President Carter has just signed a proclamation declaring the week of May 28th through June 3rd as Vietnam Veterans Week to recognize the contributions and sacrifices of those Americans who served in the Armed Forces in Southeast Asia. Mr. Brady stated that we have been asked to go on record as supporting this Proclamation in Washington County. Chief Clerk also announced that Governor Thornburg will proclaim the week of April 16th through April 20th as Local Government Week and designating April 15th as Local Government Day, and they have asked that the Board of L E J Commissioners join the support of this Proclamation. Motion carried unanimously. Solicitor Derrico presented a Lease Agreement with the Washington Sportsmen's Association for a portion of land adjacent to the Arden Downs Fair Grounds on the North with approval to make any major improvements they wish to make at their own expense. He pointed out that if the County terminates the lease, we will reimburse the Association for the expenditures made on major improvements to the property on a pro-rata basis. Said Lease will be for a term of ten (10) years at a rental fee of $1.00 per year. Moved by Mr. Pala®o, seconded by Mr. Gilmore, approving the foregoing Lease with the Washington Sportsmen's Association, Inc. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan. - Yes. Motion carried unanimously. Chief Clerk presented an Agreement for Services between the Washington County Commissioners as sponsors, and the Soil Conservation Service for engine ing services for construction of basic recreation facilities associated with multipurpose structure No. PA-661 near Cross Creek. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement for Services. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Courthouse renovation, the Chief Clerk informed the Board of a request from PPG Industries, Inc. of Pittsburgh, for authorization to use a photo of the Courthouse interior in their Architectural Record and other similar publications. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the use of the foregoing Courthouse photo by PPG Industries, Inc. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that the Courthouse will be closed Friday, April 13, 1979, in observance of Good Friday. Solicitor: Mr. Derrico presented a Lease between the County and Millcraft Center for office space for 21st Century Appraisals for a two year term ending December 31, 1980 for a total rental of $1,181.00 per month with the County only being responsible for one half of the rent and 21st Century responsible for the .sw 392 MINUTE BOOK BOARD OF -COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOL'M L. Mr. Derrico stated that he had added an addendum to the Lease which states that the County will rent the space on a month to month basis after the two year period. Remarks: Mr. Gilmore noted that perhaps the Lease should be for a one year term, in the event the new County Office Building is completed and space would be available in the Court Arcade building. Mr. Derrico stated that he would add another addendum to the Lease giving the County the right to terminate the Lease if the new building is completed before December 31, 1980. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Lease with Millcraft Center. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman announced that Mr. Robert Slencak, Administrator of the Washington County Health Center has informed him that the Health Center has now received its permanent license from the Department of Health. Regarding the Three Mile Island nuclear accident, Commissioner Paluso announced that the Emergency Management Service has requested that anyone within a 5 mile radius of Three Mile Island during the accident make an appointment for a body scan at the specially equipped mobile laboratory located adjacent to the Municipal Building, Catherine/Emmaus Streets in Middletown, Pa.
