PALUSO, COMMISSIONERS Minute No. 167 Office of County Commissioners Washington, PA, April 19, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Acting Chief Clerk Christine Dallatore and Solicitor Derrico; John Drake, Senior Citizens; John Cadez, Township Officials; Mrs. Miller, League of Women Voters; Jon Stevens, Observer -Reporter; Bob Sabot, WKEG and Barbara Raffaele, Daily Notes. Chairman noted for the record that the three Commissioners, the Acting Chief Clerk and Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 166, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 166, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: checks: Acting Chief Clerk informed the Board of the receipt of the following 1. U. S. Treasury - Manpower Planning Program - $128,000.00 2. U. S. Treasury - Manpower Planning Program - $180,300.00 Acting Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Michael Baker, Jr., Inc. - $4,150.00 2. Burroughs Corp. - $4,166.01 3. Burroughs Corp. - $2,316.64 4. Washington County Agricultural & Home Economics Extension Service - $7,000.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing bills for payment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a request from the Sheriff's Office for a check in the amount of $500.00 for transporting pcisoner Bernard Shepherd from the Federal Prison in Montgomery, Alabama, to the Washington County Prison on April 30, 1979. Acting Chief Clerk informed the Board of a request from the South- western Pennsylvania Chiefs' and Assistant Chiefs' Association for a $290.00 donation toward the Firemens' Training Institute, which is held annually at the California State College. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing donation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Washington Industrial Development Corporation, the Acting Chief Clerk presented a Resolution approving the sale of 5.06 acres of County -owned land in South Strabane Township for the sum of $51,500 for reconveyance to an industrial concern for the purpose of constructing a manufacturing facility. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Chartiers Creek Flood Control Project, the Acting Chief Clerk presented a Receipt and Release for the amount of $4,500.00 received by the trustees of the Pioneer Lodge-S.N.P.J., et al., for the final land condemnation settlement in Chartiers Creek. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Receipt and Release. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Washington County Health Center, the Acting Chief Clerk presented a renewal of the Transfer Agreement with Canonsburg Hespital. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Transfer Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. COMMISSIONERS Also regarding the Health Center, the Acting Chief Clerk presented two other renewals for Maintenance Agreements with Honeywell, Inc., and Otis Elevator. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Maintenance Agreements. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of the following request for travel authorization: Marion L. Rodriquez - to attend the National League of Dennis Murphy Nursing in Atlanta Georgia Health Center April 30 - May 4 John Fantini - to attend the Secretary of Labor's Beverly Shaffer Seminar - April 19, 1979 Manpower Philadelphia Remarks ,% Mr. Paluso objected to the fact that both the Director and Deputy Director would be absent from the Manpower Office, and he felt that one of the administrative personnel should be there at all times. He recommended that only one person be authorized to attend the seminar. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel requests - two persons from the Health Center and one from the Manpower Office as recommended. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Ye$; Mr. Morgan - Yes. Motion carried unanimously. Regarding the CETA Program, the Acting Chief Clerk presented a Letter of Agreement between the Washington County Commissioner's Agent and the Washington County Employment and Training Agency for the Courthouse Special Project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Letter of Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presented an Agreement between the County and Patrizio Art Mosaic Company for a terrazzo grinder man and machine to recondition portions of the marble floors within the Courthouse. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. PALUSO, COMMISSIONERS 10:30 A.M. - OPENING OF BIDS FOR STAINED GLASS RESTORATION PROJECT August Stache, Deputy Controller, informed the Board that no bids had been received for this project. Mr. Paluso recommended that Richard Glance of the Planning Commission be authorized to negotiate with a contractor to do the job. Meeting adjourned.
