PALUSO, COMMISSIONERS Minute No. 170 Office of County Commissioners Washington, PA, May 10, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; J. Bracken Burns, Emergency Medical Services; Mrs. Millen, League of Women Voters; Bob Robertson, Observer -Reporter; Barbara Raffaele, Daily Notes; Bob Sabot, WKEG. Chairman noted for the record that two Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 169, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute 169, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mr. Robert Umstead of the Redevelopment Authority presented a Resolution to the Board which would approve an Amendment to the Redevelopment Proposal for the P & W Patch Redevelopment Project (R-748), Providing for the Acquisition of One Additional Property. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. F.N.B. - Repurchase Agreement - Federal Revenue Sharing Fund Interest Earned - $10,043.66 2. Commonwealth of Pa. - Reimbursement for partial billing No. 21 Chartiers Creek Flood Control Project - Acct. 6-b-28 $5,530.08 3. Commonwealth of Pa. - D. R. Special Acct. - $2,515.00 4. Commonwealth of Pa. - Incentives for Feb. 1979 - Child Support Program Fund - $5,099.18 Chief Clerk presented the following bill to the Board for their consideration and approval: 1. Soil Conservation Service - $5,920.87 Moved by Mr. Paluso, seconded by Mr. Morgan, approving payment of the foregoing bill. Roll,call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. COMMISSIONERS Chief Clerk informed the Board of a request for travel authorization for Ann Rruczek and Frances Hipps of the Juvenile Probation Department to attend a training institute "Understanding and Utilizing State Mandated Agencies to be held May 24-25, 1979, in Harrisburg. Chief Clerk also informed the Board of requested travel authorization for Don Ligman, Administrative Assistant to the Fourth National Conference "Interagency Energy/Environment R & D Program" spone®red by EPA `s Office of Energy, Minierals & Industry, on June 7-8, 1979, in Washington, D.C. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing travel requests. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for Rehabilitation and Overlaying of Existing Hangar and Access Taxiways (FAA Project No. 5-42-0101-01) at the Washington County Airport. Moved by Mr. Paluso, seconded by Mr. Morgan, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. (Mr. Gilmore entered the meeting.) Under the Department of Community Affairs, the Chief Clerk presented a Grant Contract for the Washington County Emergency Employment Park Development Program which applies to communities of under a population of 5,000. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Grant Contract and Program. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes,,,( Mr. Morgan - Yes. Motion carried unanimously. Under the CETA Program, the Chairman announced that the following persons are additional nominees to the Private Industry Council. Under the CETA Program, the Chief Clerk presented the following two (2) On the Job Training Contracts and one (1) OJT Contract Modifications Elish Company Cokeburg, Pa. E. Raggi Company Burgettstown, Pa. Polycon, Inc. (Modification) (Increases total contract costs from $10,920 to $18,900) Moved by Mr. Paluso, seconded by Mr. Gilmore, approving -the foregoing OJT Contracts and Modification. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented the following Youth Employment & Training Program Contract and two (2) Modifications: California Area School District Contract amount - $75,463.52 (serving 40 students) Trinity High School District (Modification) Contract termination and reallocation of contract amount of $45,449.00 YWCA (Modification) .Increase of funds by $7,020.18 for adjustments in hours and fringe benefits Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing YETP Contract and Modifications. Chief Clerk presented the following Special Projects: Hanover Township Tri Project - $13,392.16 Washington County Department of Parks & Recreation Physical Fitness Trail and Playground - $18,260.66 Roscoe Borough Beautification Improvement - $22,194.22 Board of Assistance File Transcription - $53,392.26 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Special Projects. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Chief Clerk requested authorization to advertise for bids for a hydralic power tool for the Burgettstown Volunteer Fire Department. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Jail renovation, Mr. Paluso presented an Addendum to the original specifications for the locking system. Addition to the Original Specifications The following change and/or addition to the specifications is herein provided to bidders. Refer to Park 4 "Device Manufacturer" and Part 10 "New Locking Device - Type 213" paragraph (d). Since one contractor has demonstrated to the County a substitute locking device other than the one specified in Part 10 and specifically paragraph (e)(which said demonstr&tion utilized "rack and pinion") then it has been determined that the "screw drive" or rack and pinion drive" may be acceptable provided said contractor has demonstrated the said substituted locking device to the County seven days prior to the bid date. /s/ Washington County Commissioners Mr. Paluso requested that the Chief Clerk notify everyone who has picked up the specifications and to attach the Addendum to the specifications and advertise this in the paper and the Dodge Report.
