Minute No. 171
Office of County Commissioners
Washington, Pa., May 17, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Derrico; John Drake, Senior
Citizens; Mrs. Miller, League of Women Voters; Bob Robertson and Jon Stevens
Observer -Reporter; Barbara Raffaele, Daily Notes; Pam Golden, Valley Independent
and Bob Sabot, WKEG.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and the County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 170, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 170,
be approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - Manpower Planning Program - $299,500.00
2. Commonwealth of Pa. - Incentives for March, 1979,
Child Support Program Fund - $7,550.69
Chief Clerk presented the following bills to the Board for their
consideration and approval:
1. Michael Baker, Jr., Inc. - $2,375.00
2. RBA Professional Data - $4,625.00
3. Farview State Hospital - $15,035.00
4. W. G. Tomko - $7,961.30
Remarks:
Regarding the bill from Farview State Hospital for the 90-day committment of
Russell Melvin Shoats, Mr. Paluso objected to the payment of this bill because
he felt the committment of Mr. Shoats was unnecessary.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of
the foregoing bills with the exception of Farview State Hospital.

Motion carried unanimously.

the bill from Farview State Hospital.

Chief Clerk informed the Board of the following travel requests:
Health Center
four (4) employees
Robert Slencak
Administrator
Health Center
- to attend seminar in LeMoyne, Pa.
June 9 - 14
- to attend conference in
Slippery Rock, Pa.
Chief Clerk also informed the Board of the resignation of Barbara
Fox Irving of the Tax Assessment Office, effective May 18, 1979.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
travel requests.

Motion carried unanimously.
Regarding Soil Conservation Service, the Chief Clerk presented an
Amendment to Agreement No. ME 78-500 Small Watershed - Harmon Creek.
Amendment.
WHEREAS, The State Conservation Commission, Pennsylvania
Department of Environmental Resources, and the Washington County
Commissioners, herein called Sponsor, entered into a Small
Watershed Agreement ME 78-500 to provide dunds to Sponsor in
the amount of 25% of land rights, and administrative costs
within the Harmon Creek Watershed, not to exceed $7,000 for
fiscal year 78-79, and
WHEREAS, certain legal difficulties have developed
making impossible the completion of transactions during fiscal
1978-79,
NOW, THEREFORE, it is agreed by the parties hereto that
the sum available for reimbursement be reduced from $7,000 to 0.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing

Chief Clerk informed the Board of a request from United Way of Central
Washington County for an allocation from the County for the Health-O-Rama
program.
Chief Clerk announced the resignation of Jacob Kassab from the
Washington County Planning Commission.
