COMMISSIONERS Minute No. 172 Office of County Commissioners Washington, Pa., May 24, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Paluso. Absent being Commissioner Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; J. Bracken Burns, Emergency Medical Service; Richard Glance, Planning Commission; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Barbara Raffaele, Daily Notes; Pam Golden, Valley Independent; Bob Sabot, WKEG; and Jon Stevens, Observer -Reporter. Vice Chairman noted for the record that two Commissioners,the Chief Clerk and County Solicitor were in attendance. Vice Chairman asked if there were any corrections, additions or omiss to Minute No. 171, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 171, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Special Order of Business: J. Bracken Burns, Director of Emergency Medical Services, presented two (2) Applications for Highway Safety Project Grants - one totaling $10,508.0 for medical rescue equipment with one half being contributed by the individual ambulance service involved and the other half being federal highway safety fund The other application provides for communications equipment totaling $15,425.00 with matching funds as mentioned above. Mr. Burns stated that all of the 19 ambulance services in the County were contacted and 15 have applied. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing two (2) Applications for Highway Safety Project Grants. Roll call vote taken:' Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk presented a Resolution from the Washington County Redevelopment Authority regarding the 1979 Community Development Program - Environmental Review Board, which states in effect that the Board of Commissioners agrees with the finding in the Environmental Review Record indicating that the 1979 Community Development Program will not have a significant effect on the environment. Regarding the bids received for Repair of the Retaining Wall adjacent to the Jail parking lot, Mr. Derrico stated that Richard Glance bi the Planning Commission has reviewed the bids and recommended the bid be awarded to Bess6mer Construction, Inc. as they were the low bidder.at $20,100.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for Repair of the Retaining Wall adjacent to the Jail Parking Lot to BESSEMER CONSTRUCTION, INC., 340 - 42nd St., Pittsburgh, for the amount specified in their bid, this being the lowest bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks; 1. F.N.B. - Repurchase Agreement - Liquid Fuels Encumberance Account - Interest Earned - $7,163.46 2. Commonwealth of Pa. - Children & Youth Social Services Title XX Funds - Contract No. 3063 - Acct. 6-b-5 $68,342.80 3. Commonwealth +6f Pa. - Highway Safety Project EM-77-63-5 Acct. 6-b-27 - $294.00 4. Slate Construction Co., Inc. - sale of coal in Cross Creek Park - Acct. 5-d - $2,898.64 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Special Deputies: a. Donald Lewis - $30.00 b. Frank Levato - $30.00 c. Richard Brezinski - $30.00 d. Clyde Gregg - $30.00 2. Cedar Creek Co. - $695.42 3. Fayette Co. - $80,627.19 4. Andrew Medbed - $96.00 Remarks: It was noted that two of the Special Deputies were obtained through a Court Order. Mr. Paluso requested that a Court Order also be obtained for the other two deputies. bills. Notion carried unanimously. 14 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Chief Clerk informed the Board of a request from Louise Abel, Administrator, Children & Youth Social Service Agency, asking that the Board approve an increase in mileage from 12 cents to 15 cents for foster parents transporting children in foster care to the office for parental visits, to clinics, doctors appointments, etc. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the mileage rate shall correspond to whatever is paid generally throughout the County. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Vice Chairman announced that the Washington County Dairy Promotion agency is having their annual Dairy Princess Pageant and strawberry festival at the Arden Fair grounds, and that they will participate in the Bassettbwn Festival on June 15, 16 & 17th with Washington County & State Dairy Princess Lisa Miller being present at all of these activities. Mr. Paluso then presented a Proclamation for approval proclaiming the month of June as Dairy Month. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Proclamation. Chief Clerk informed the Board of the following requests for travel authorization: William Sember - to attend the National Assn. Planning Commission of Counties' Annual Conference in Jackson County, Missouri July 15 - 18 Brenda Applegate - to attend conference at the Regina Encapera Therapeutic Recreation Institute Health Center in York, Pa. June 10 - 13 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Motion carried unanimously. Chief Clerk informed the Board of a request for Washington County's share to the Washington -Greene County Drug and Alcohol Program for the quarter of January 1, 1999 thru March 31, 1979 in the amount of $9,279.20. Chief Clerk presented a Lease between the County and Bernard Kimple for the rental of house MOR-5 in Mingo Creek Park for one month. Lease. MINUTE 1300K 415 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Regarding the Emergency Management Agency, the Chief Clerk presented a Lease Agreement Oetween the County and Howard F. Fisher and Elva I. Fisher, his wife, granting access through their property to the Mt. Wheeler communicatiox building. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Lease Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk presented an Agreement between the County and S. White's Sons of 68 W. Maiden St., Washington, in which the County agrees to loan - at no expense to the Contractor - the complete set of fiberglass molds of the courthouse statues with no expense to the County. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Mon Valley United Health Services, Inc. Neighborhood House Assn., Inc. Moved by Mr. Gilmorg, seconded by Mr. Paluso, approving the foregoing PSE contracts. Chief Clerk presented Change Order No. 1 to the contract between the County and 21st Century Appraisals, Inc. for additional work in connection with the revaluation regarding property record cards, farm & vacant land soils analysis, sales property cards, and all miscellaneous keypunching for a total increase of $46,000.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Change Order. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. COMMISSIONERS I 1 1 Bureau: Mr. Derrico then presented the following request from the Tax Claim Request for a County Commissioeess Minute to Cancel a Treasurer's Tax Sale (Tax Sale of 1922) It is hereby requested that the County Commissioners adopt a minute authorizing the Tax Claim Bureau to cancel and void the Treasurer's Tax Sale of 1922. Said Tax Sale was for unpaid lien taxes for the year 1919 County, School, and Road Taxes plus costs. The above Tax Sale sold and was assessed in the name of G. H. Kiug, situate in Washington 7th Ward, Washington County and described as Lot #6 Blk. 12, Bruce St.. As per copy of the attached Title Search, G. H. Krug did not have record title to the above property, therefore the tax liens are based on an improper assessment. The said Lot #6 Blk. 12 Bruce St., being the same lot conveyed by Harriet S. Krug and Geo. G. H. Krug, her husband, to Harry F. Schroth by deed dated August 22, 1917 and recorded in Deed Book 450 Page 363. The rightful owner for said year on Lot #6 B1, 12 Bruce St. being the same lot conveyed by Harry F. Schroth and Nannie J. Schroth, his wife, to John H. Jackson by deed dated August 28, 1917 and recorded in Deed Book 444 Page 669. Therefore, the Tax Sale should be void and cancelled. The Tax Claim Bureau, the Assessment Office and the Office of the Prothonotary are hereby directed to mark their records accordingly. Motion carried unanimously. Meeting recessed. 10:30 A.M. - OPENING OF BIDS FOR THE RENOVATION OF THE WASHINGTON COUNTY JAIL Controller Mascara opened and read the following bids: 1. Harry C. Partridge, Jr. & Sons, Inc. 126 West Nyack Road West Nyack, New York 10994 Total amount of bid: $158,700.00 Ahbid bond in the amount of 10% of the total bid accompanied the bid. 2. Roanoke Iron & Bridge Works, Inc. 1319 Williamson Road, S.E. Roanoke, Virginia 24032 Total amount of bid: $158,600.00 A bid bond in the amount of 10% of tht total bid accompanied the bid.
