Washington, Pa., May 31, 1979
The Board of County Commissioners met in regular session with the foll
ing members being present: Commissioners Gilmore and Morgan. (Commissioner
Paluso later entered the meeting.) Also being present: Chief Clerk Brady;
Solicitor Derrico; Jim Frye of WJPA; Pamela Golden of The Valley Independent;
Barbara Raffaele of The Daily Notes; Bob Sabot of WKEG; and John Drake of the
Senior Citizens.
Chairman asked if there.were,any corrections, additions or omissions to
Minute No. 172, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 172 be
approved as read.
Roll call vote taken:

Old Business:
Concerning the bids for the Renovation of the Washington County Jail,
Mr. Derrico recommended that the Board award the contract to Roanoke Iron &
Bridge Works, Inc., as they were the low bidder at $158,600.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for
the Renovation of the Washington County Jail to ROANOKE IRON & BRIDGE WORKS, INC.1,
Post Office Box 13206, Roanoke, VA 24032, for the amount specified in their bid,
this being the lowest bid received in accordance with specifications.

Chief Clerk informed the Board of a request from Robert Slencak, Admini
strator of the Washington County Health Center, to advertise for bids for gro-
ceries and staples.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clez
to advertise for bids for groceries and staples for the Washington County Health
Center.

Chief Clerk informed the Board of a letter dated May 22, 1979, from
McNees, Wallace & Nurick, Attorneys at Law, Harrisburg, Pennsylvania, notifying
the Board that Taylorstown Natural Gas Company is presently being operated by a
receiver in bankruptcy and that Claysville Natural Gas Company has filed an appli-
cation with the Pennsylvania Public Utility Commission requesting approval of it
acquisition of the Taylorstown assets and authority to offer gas service in Tay-
lorstown, Claysville and environs.
Regarding the CETA program, Chief Clerk requested authorization to ad-
vertise for bids for training proposals. Mr. Brady explained that 10% of IID and
VI (PSE) funds must be spent in training the participants for seeking and holdi
a job after CETA services. He further explained that $600,000.00 must be spent
before September 30, 1979.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Cle
to advertise for bids for training proposals as per above.

Chief Clerk presented to the Board Change Order No. 1 to the contract
with Main Lafrentz & Company regarding audit services of the Washington County
CETA sub -contractors. Said Change Order will include analyzing and developing
the WCETA Financial Management Procedures in accordance with the May 11, 1979
letter from Main Lafrentz & Company; said additional services not to exceed the
sum of $14,000.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Change Order
No. 1 as per above.

Chief Clerk requested authorization to advertise for bids for the leas
of vans for the summer under the WCETA program.

Chief Clerk informed the Board of a request for travel authorization
for Helen Butka, Geri Barbosky and Janet Dickerson of the CETA Office to attend
the Regional Training Course #444 to be held at the Sheraton -Conestoga Village
in Lancaster, Pennsylvania, on June 7 and 8, 1979.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the travel
authorization as per above.

Chief Clerk informed the Board of a letter dated May 23, 1979, from
William L. Carl, Executive Director of the Washington -Greene Drug and Alcohol
Planning Commission, recommending the appointment of Mr. Robert Marks of Burgetts-
town, Pennsylvania, to the Drug and Alcohol Commission, filling the vacancy in
the"Client" category due to the expiration of the term of Mr. Don Angelone.,
Said term to run from April 1979 to April 1982 (3 yr.-term).
Moved by Mr. Gilmore, seconded by Mr. Paluso, appointing Mr. Robert
Marks of Burgettstown to the Drug and Alcohol Commission as per above.

Chief Clerk informed the Board of a request for travel authorization
for Emilie Carson, Richard P. Stickel and Gilbert P. Muir of the Domestic Rela-
tions Office to attend the Pennsylvania College of the Judiciary Training Progra
to be held at State College, Pennsylvania, on June 4 - 6, 1979; said funds to be
expended from the Child Support Program Fund.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above
request for travel.

Chief Clerk informed the Board of a memorandum dated May 17, 1979,
from William P. Sember, Executive Director of the Washington County Planning
Commission, which stated that the Imperial Land Company is proposing to dispose
of clean fill into areas
in Robinson Township that are
now in the process or have
been stripped mine. The
Robinson Township Supervisors
have no objection and
approve of the landfill.
Mr. Sember stated that under
the Pennsylvania Solid
Waste Management System
Act, the Board of County Commissioners must approve any
proposal for the dumping or depositing of any solid wastes into any mine in the
County.

Mr. Paluso stated that the Commissioners have proclaimed the week of
May 28 - June 2, 1979, as "Vietnam Veterans Week" and are supporting the natior
wide effort to try to help the employment situation for Vietnam Veterans and als
supporting the concept and goals of Senator Heinz and the rest of Congress.
