PALUSO, COMMISSIONERS Minute No. 174 Office of County Commissioners Washington, Pa., June 7, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Morgan. Absent being Commissioner Gilmore. Also being present: Chief Clerk Brady; Solicitor Derrico; John Drake, Senior Citizens; Ron Edwards, Area Agency on Aging; Bob Sabot, WKEG; Jim Frye, WJPA and Bob Robertson, Observer -Reporter. Chairman noted for the record that two Commissiioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 173, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 173, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for the paving and construction at the County Airport, Mr. Derrico recommended that the bid be awarded to the apparent low bidder subject to the review and recommendations by the consulting engineer and FAA concurrence. Remarks: Mr. Morgan suggested that the bid be tabled for at least one week. Mr. Derrico noted that the time table set up for the FAA grant might not allow this much time. Mr. Paluso suggested that we also request a financial statement from the contractc Moved by Mr. Paluso, seconded by Mr. Morgan, awarding the contract for Rehabilitation and Overlaying of Existing Hangar and Access Taxiways (FAA Project No. 5-42-0101-01) at the Washington County Airport to the apparent low bidder, FRICH CONSTRUCTION, R. D. 2, Box 135, Belle Vernon, Pa., subject to final review and recommendation of the Consmltant Engineer and FAA concurrence. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks, 1. Commonwealth of Pa. - Day Care Contract #9630 Acct. 6-b-14 - $21,091.75 Chief Clerk presented the following bill to the Board for their C consideration and approval: 1. Chief Clerk requested authorization to advertise for bids for a 1979 Pickup Truck for the Bridge Department. Moved by Mr. Paluso, seconded by Mr. Morgan, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a Public Notice from the Department of the Army, Corps of Engineers, stating that the American Cast Iron and Pipe Company of Donora has applied for a Permit to perform maintenance dredging to remove approximately 1,500 cubic yards of river sediment along the left bank of the Monongahela River in Donora, Under Drug and Alcohol, the Chief Clerk requested authorization to advertise for bids for food and supplies for the Detox Program. Moved by Mr. Paluso, seconded by Mr. Morgan, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board that the Washington County Fair Board of Directors is requesting the annual contribution for the 1979 Washington County Fair. Chief Clerk informed the Board of a request for travel authorization for Jackie Villella and Judith Broggi to attend the Regional Training Center Course "Designing and Implementing and Effective Independent Monitoring Unit" to be presented June 13 through June 15, 1979, in Philadelphia, for CETA. Chief Clerk also presented the following Agreements and Contracts under the CETA program: Non -financial Agreement between the County Commissioners and the Bureau of Employment Security for the Targeted Job Tax Credit Program Contract Modifications between County Commissioners and 7001 Ltd - chan4iggtthe Washington program from $50,975 to $61,946 and the Charleroi program from $50,975 to $62,595. OJT Contract with the California Public Library for a Library Assistant YETP Modifications - The American Cancer Society changing hours from 35 a week to 32 1/2 a week and increase in wage rate from $4.428 to $4.756 - Ringgold Sch®ol District decreasing total cost by an amount of $29,087.87. 26 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. Chairman recommended the reappointment of Joseph Frye of Monongahela, Pa., to the Washington County Redevelopment Authority Board for a term of five years expiring on July 30, 1984. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the reappointment of Joseph Frye as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk noted that last year the Planning Commission operated a County display at the Washington County Fair, and they have requested permission to again sponsor the display at the 1979 County Fair. Chief Clerk presented a contract with the Fair Board for this space at the Fair. Contract.
