COMMISSIONERS Minute No. 175 Office of County Commissioners Washington, Pa., June 14, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; John Prystal of Main LaFrentz & Co.; Ray Ehrman, Touche Ross & Co.; Mrs. Miller, League of Women Voters; Bob Sabot, WKEG; Jim Frye, WJPA; Bob Robertson, Observer -Reporter. Chairman noted that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 174, each member having received a copy. as read. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Minute No. 174 Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. McMahon.:A-Kenneth - `Adct. I7-a - $596.00 2. F.N.B. - Repurchase Agreement - 22 days @ 9 3/4% 1974 Bond Issue - Interest Earned - $506.44 3. F.N.B. - Repurchase Agreement - 22 days @ 9 3/4% Federal Revenue Sharing Fund - Interest Earned - $566.06 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. R. L. Ceisler - $5,618.91 2. Felice Associates - $1,505.00 3. Soil Conservation Service - $41,646..15 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills. Chief Clerk informed the Board of a request for a budget allotment lof $7,000 from the Cooperative Extension Service. Regarding the Redevelopment Authority, the Chief Clerk presented a notice announcing a public hearing to be held in the Council Chambers of the Municipal Building in Charleroi on Thursday, June 14th, at 7:00 p.m. regarding Fallowfield Avenue Redevelopment Proposal #2. u Chief Clerk informed the Board of a notification from the City of MINUTE BOOK 431 BOARD OF COUNTY COMMISSIONERS WASH INGTON 'COUNTY, PENNSYLVANIA MALCOLM L. PALUSO, COMMISSIONERS i] 0 Washington of the renewal of the Joint Pest Bird Agreement with Commonwealth Exterminating for the term of June 1, 1979 through May 31, 1980 for a total of $1,650.00 with Washington County's share being $345.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the renewal of the Joint Pest Bird Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Washington -Greene County Tourist Promotion Agency for the use of Mingo Creek County Park for the Covered Bridge Festival to be held Saturday, September 15th, from 10AM - 6PM and Sunday, September 16th, from Noon - 6PM. request. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Paluso announced that WKEG Radio has invited the Commissioners to participate in a softball tournament between Washington's media and City Council at Washington Park to play over the dates of June 30th and July 1st to provide added exposure for the United Way of Central Washington County. Chief Clerk informed the Board of a Public Notice from the Department of the Army, Corps of Engineers that United States Steel Corporation has applied for a permit to perform maintenance dredging for a period of ten years to remove accumulated river sediment from Maple Creek Harbor in New Eagle. Regarding the bid awarded last week for the Rehabilitation and Over- laying of hangar and apron taxiways at the County Airport, the Chief Clerk stated that Michael Baker, Jr., Inc. the consulting engineer, has found the bid from Frich Construction to be accurate and in compliance with specifications, and they have recommended that the Board make tentative award of this contract to Frich Construction contingent upon FAA and PennDOT concurrence. In addition, they recommended the award of Alternate #1, Seal Coat, for $5,425.00. Mr. Brady noted that this would be paid for entirely by County funds. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the recommenda- tiorsmade by Michael Baker, Jr., Inc. as per above. Under the CETA Program, the Chief Clerk requested authorization to advertise for bids to lease vans for the summer programs. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding Emergency Medical Services, the Chief Clerk requested authorization to advertise for bids for a hydralic power tool. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a Court Order regarding the recent Election and opening of various boxes in certain townshipsfor a recount on Monday, June 25th and Tuesday, June 26th. (No. 16 May Term, 1979 A.D.) Chief Clerk announced that on June 21st, the Senior Citizens Center in Washington will have an Open House at 5 - 8 P.M. Mr. Gilmore reported that after considerable study by the Data Processing Department and the Controller's Office, it was their recommendation that the County purchase a program called the Total Accounting for Government (TAG) from Main Lafrentz & Company of Pittsburgh, which will add support to the existing data processing system now used by the County. Mr. Gilmore stated that the initial cost of the system would be $12,500.00. He added that the Commissioners have spoken with officials of several other counties where the system is operating effectively, and he also recommended that the County purchase the TAG system for our use. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the purchase of the TAG data processing system from Main Lafrentz & Company as per above. COMMISSIONERS 10:30 A.M. - OPENING OF BIDS FOR REVENUE SHARING AUDIT - ONE (1) 1979 PICKUP TRUCK FOR BRIDGE DEPT. - GROCERCIES AND STAPLES FOR HEALTH CENTER August Stache, Deputy Controller, opened and read the following bids received for the Revenue Sharing Audit. 1. Box 159 Bridgeville, Pa. 15017 Total amount of bid: $31,912.74 Letter accompanied the bid stating a bid bond or certified check would be sent at a later date. 2. Paper Products Company, Inc. 36 Terminal Way Pittsburgh, Pa. 15219 Total amount of bid: $2,975.71 A Certified Check in the amount of $297.57 was received in the mail after the bids were opened. 3. Sky Brothers, Inc. P.O. Box 632 Altoona, Pa. 16603 Total amount of bid: $3,783.00 A bid bond in the amount of 10% of the total bid accompanied the bid.
