Minute No. 178
Office of County Commissioners
Washington, Pa., July 12, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Paluso. Absent
being Commissioner Morgan. Also being present: Chief Clerk Brady; Solicitor
Derrico; Coroner Jackson; Ray Pecuch, Driver Education Specialist; Bob Lype,
Lukas America, Inc.; Bob Sabot, WKEG; Becky Andrews, Daily Herald; Jon Stevens
Observer -Reporter.
Vice -Chairman Paluso noted for the record that two Commissioners,the
Chief Clerk and County Solicitor were in attendance.
Vice -Chairman asked if there were any corrections, additions or
omissions to Minute No. 177, each member having received a copy.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids received for the Hydraulic Extrication Tool for
Emergency Medical Services, Solicitor Derrico stated that the bids had been
reviewed by Bracken Burns, Director of EMS, and that he had recommended the
bid be awarded to Arthur C. Page Associates, Inc. for their bid in the amount
of $7,100.00.
Remarks:
Mr. Bob Lupe of Lukas America, Inc. objected to the awarding of the bid to
Page Associates as he felt they had not met the specifications as advertised.
He asked that the Board investigate the tool offered by this company.
Regarding the bids received for the transientual services and training
for CETA Public Service Employees, Solicitor Derrico reported that Mr. Fantini,
Director of Manpower, had not had the opportunity to review the bids and make
his recommendation. Mr. Derrico suggested that the bids be tabled for another
week.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids received
for the Hydraulic Extrication Tool and Transientual Services be tabled for
further review.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. F.N.B. - Certificate of Deposit - 181 days at 10%
Interest Earned $24,298.63 - Federal Revenue Sharing Acct.
2. U. S. Treasury - Manpower Planing Program - $204,200.00

1974 Bond Issue - Interest Earned - $281.07
Chief Clerk presented the following bill to the Board for their
consideration and approval:
1. Miller Thomas Gyekis - $1,841.00
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the
foregoing bill.

Mr. Gilmore - Yes; Mr. Paluso - Yes.
Motion carried unanimously.
Regarding the CETA Program, the Chief Clerk presented a Modification
to a Youth Contract between the Greater Washington Area Parks and Recreation
Commission, Inc. and Washington County Employment and Training Agency, to
facilitate the addition of nine new participants which will increase the funding
in the amount of $28,256.27.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Modificatior
as per above.

Motion carried unanimously.
From the Southwestern Pennsylvania Easter Seal Society, the Chief Clerk
presented an Application to the Pennsylvania Department of Public Welfare for
the purchase of Day Care Services for Physically Handicapped Persons.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Application.

Motion carried unanimously.
From the United Cerebral Palsy of Southwestern Pennsylvania, Inc., the
Chief Clerk presented an Application to the Pennsylvania Department of Public
Welfare for purchase of Day Care Services for the Physically Handicapped.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Application.

Regarding the Washington County Airport, the Chief Clerk presented a
Grant Agreement between the County and the Department of Transportation, Federal
Aviation Administration, for paving and upgrading of the taxiways and access

Grant Agreement.

Also regarding the County Airport, the Chief Clerk presented a bill
from Michael Baker, Jr., in the amount of $2,744.82 for subsurface investigatior
in the rehabilitative program at the Airport. Mr. Paluso noted that this
work was done in order to receive the grant.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the
foregoing bill.

From the Washington County Conservation District, the Chief Clerk
informed the Board of a request of $10,000 from their 1979 budget allotment.

Mr. Derrico presented the following five (5) tax refunds to the Board
for their consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment

Mr. Gilmore stated that there has been a request by some of the
auditors from the U. S. Department of Housing and Urban Development that the
responsibility for the Affirmative Action Program be in the Personnel Office
as opposed to an outside office, and therefore, the following Resolution has
been prepared changing the position of Equal Employment Opportunity Director
back to Ms. Margaret Pennline, the current Director of Personnel, instead of
Mr. Richard P. Brady, Chief Clerk. Mr. Gilmore noted that Ms. Pennline had
been appointed at first and was rejected by HUD, whereby the Board appointed
Mr. Brady.
RESOLUTION OF THE COUNTY COMMISSIONERS OF THE
COUNTY OF WASHINGTON DESIGNATING THE PERSONNEL
DIRECTOR AS THE DIRECTOR OF EQUAL EMPLOYMENT
OPPORTUNITY
WHEREAS, the County of Washington is receiving Federal
funds pursuant to the Housing and Community Development Act of
1974 for undertaking community development activities; and
WHEREAS, as one of the conditions for receipt of Federal
financial assistance, the County is required to implement an
Affirmative Action Program with -regard to its equal employment
policies and practices; and
WHEREAS, the County has prepared an Affirmative Action
Program of Equal Employment Opportunity dated April 20, 1978, in
compliance with Titles VI and VII of the Civil Rights Act of 1974,
Executive Order 11246, as amended by Executive Order 11375, and
the Age Discrimination Act of 1967.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF
THE COUNTY OF WASHINGTON:
1. That the Personnel Director for the County of
Washington is hereby designated as the Director
of Equal Employment Opportunity.
