Minute No. 179
Office of County Commissioners
Washington, Pa., July 19, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso and Morgan. Absent
being Commissioner Gilmore. Also being present: Acting Chief Clerk Tina
Dallatore; Solicitor Derrico; J. Bracken Burns, Emergency Medical Services;
John Fantini, Manpower Office; John Drake, Senior Citizens; Arthur Page,
Hurst Tools; Jon Stevens, Observer -Reporter; Bob Sabot, WKEG.
Chairman noted for the record that two Commissioners, the Acting Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 178, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 178, be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids tabled at last week's meeting for the Hydraulic
Extrication Tool for Emergency Medical Services, Solicitor Derrico stated that
Bracken Burns of EMS had reviewed the bids again as to the objections raised
by the other contractor, and that Mr. Burns has made the same recommendations
to award the bid to Arthur C. Page, Inc. for their bid in the amount of $7,100.
Moved by Mr. Plauso, seconded by Mr. Morgan, awarding the contract
for Furnishing and Delivery of a Hydraulic Extrication Tool for Emergency
Medical Services to ARTHUR C.PAGE ASSOCIATES, INC., 204 4th Street, Dravosburg,
Pa., for the amount set forth in their bid; this being the lowest responsible
bid received in accordance with specifications.

Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Regarding the bids received for the Transientual Services and Training
of CETA Public Service Employees, Mr. Derrico stated that Mr. Fantini, Director
of Manpower, had reviewed the bids and recommended that the bids be awarded to
each of the contractors as the total amount in their bids is still within the
limit he had allotted for the programs.
Moved by Mr. Paluso, seconded by Mr. Morgan, awarding the contract for
Provision of Transientual Services and Training of CETA Public Service Employees

Acting Chief Clerk presented the following bills to the Board for
their consideration and approval.
1. Infocon - $723.00
2. USDA Soil Conservation Service - $40,919.79
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing
bills for payment.

Acting Chief Clerk informed the Board of a request from the following
five (5) libraries for their 1979 budget allocations in the amount of $1,000.
Byers Memorial Library, Inc.
Peters Township Library
Bentleyville Public Library
Chartiers-Houston Community Library
Burgettstown Community Library
Acting Chief Clerk presented a Proclamation proclaiming July 23, 1979,
as Project Helping Hand Day, commending and paying tribute to Southwestern
Pennsylvania Building and Construction Council for their efforts in the aid
of research and education with the Western Psychiatric Institute and Clinic,
University of Pittsburgh.
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing
Proclamation.

Acting Chief Clerk informed the Board of a request for travel
authorization for Chris Manfredi of the Manpower Office, to attend a Regional
Training Course entitled "Youth Program Development Training" to be held in
?hiladelphia on July 24 and 25, 1979.
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing
travel request.

Acting Chief Clerk informed the Board of a notice from the Pennsylvania
Historical and Museum Commission that as of June 22, 1979, the Covered Bridges
of Washington and Greene Counties,,have been placed on the National Register of
Historic Places.
Chairman noted that there were three (3) vacancies on the Washington
County Planning Commission and recommended the following persons be appointed:

Mt. Pleasant Township
- Term expires Jan. 1980
- Term expires Jan. 1981
Mr. A. B. Kenney
South Strabane Township - Term expires Jan. 1982

Chairman recommended the appointment of Edward Fear to serve on the
Washington County Housing Authority for a term expiring January of 1983.
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the appointment
of Edward Fear as per above.

Motion carried unanimously.
Chairman recommended the appointment of Anthony Colaizzo of Canonsburg
to serve on the Washington County Redevelopment Authority for a term expiring
July 30, 1982.
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing
appointment of Anthony Colaizzo.

Motion carried unanimously.
New Business:
Mr. Paluso suggested that the Board direct all County Offices and
rented office spaces to set their thermostats no lower than 78 degrees in
compliance with President Carter's announcement, and that there will be a
$10,000 fine for non-compliance, which each office will be personally responsi-
ble for including Magistrate offices. Mr. Paluso recommended that the Chief
Clerk be directed to send a mandatory letter stating that each office is
required by law to comply with the President's order.
Solicitor:
Regarding the condemnation of the Cartwright property near the
fairgrounds, Mr. Derrico stated that he has been in touch with Attorney
Mendelson, who represents the condemnees, and he has agreed that if the County
will pay the just compensation, they will deliver the County with possession
of the property at the earliest possible date.
Moved by Mr. Paluso, seconded by Mr. Morgan, authorizing the payment
of just compensation on the condemnation proceedings of the Cartwright property
as per above.

Barbara Davis of the Controller's Office opened and read the following
bids:
a. Handicapped Ramps
Ms. Davis informed the Board that no bids were received for constructs
of the Handicapped Ramps.
Moved by Mr. Paluso, seconded by Mr. Morgan, authorizing the Chief
Clerk to readvertise for bids for construction of the Handicapped Ramps.

Washington -Greene MH/MR Program, to PANKOPF SALES, INC., 470 Washington Road,
Washington, Pa., for the amount in their bid; this being the lowest responsible
bid received in accordance with specifications. Said approval subject to the
perusal by the Solicitor of the bid meeting with specifications.
