PALUSO, COMMISSIONERS 1 1 1 Minute No. 180 Office of County Commissioners Washington, Pa., July 26, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Morgan. Absent being Commissioner Gilmore. Also being present: Chief Clerk Brady; Solicitor Derrico; Earl Bugaile, Planning Commission; Walter Mack, U.S. Dept. of Treasury; Steve Wiencek and Robert Umstead, Redevelopment Authority; Michael Stefan, Housing Authority; John Drake, Senior Citizens; J. McDonald, League of Women Voters; Bob Sabot, WKEG and Jim Jefferson, WJPA. Chairman noted for the record that two Commissioners, the Chief Clerk and Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 179, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 179, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bid received for the Repair of the Exterior Wall of the County Garage, Solicitor Derrico stated that Richard Glance of the Planning Commission.�has recommended that the bid be rejected as he felt it was too high and suggested that the item be readvertised. Moved by Mr. Paluso, seconded by Mr. Morgan, that the bid from McAnallen Corporation be rejected, and authorize the Chief Clerk to readvertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the bid from the Washington -Greene Community Action Corp. for transientual services and training to CETA Public Service employees, Mr. Derrico recommended the bid be held in abeyance for another week. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. F.N.B. - Repurchase Agreement - 42 days @ 9 5/8% Interest Health Center Acct. - Interest Earned - $1,130.03 2. F.N.B. - Repurchase Agreement - 35 days @ 9 5/8% Interest Health Center Acct. - Interest Earned - $3,567.43 3. F.N.B. - Repurchase Agreement 4 8 days @ 9 5/8% Interest Health Center Acct. - Interest Earned - $481.52 4. Commonwealth of PA - Advance Payment from Dept. of Community Affairs for Wash. County Emergency Employment Park Development Project 3-4-62-00-E - $30,000.00 7 GP MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALLISO, COMMISSIONERS Chief Clerk presented the following bill to the Board for their consideration and approval: 1. McMahon and Kenneth - $177,601.00 Moved by Mr. Paluso, seconded by Mr. Morgan, approving payment of the foregoing bill. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Robert Umstead of the Redevelopment Authoifty presented a Resoluti approving a proposed program amendment to the Fifth Year Urban County Program, authorized under the Housing and Community Development Act of 1974, as amended. Mr. Umstead explained that this amendment involves four changes in program activities for - the Donora Neighborhood Improvement Area, the Canonsburg Neighborhood Strategy Area, the assembly of sites for residential development in Charleroi (Char House), and for Blight Prevention and Elimination in the Charleroi area. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the County's participation in payroll savings, Mr. Earl Bugaile of the Planning Commission reported that during the month of May, which was Payroll Savings Month in Washington County, there was an increase of 5% in new savers and a 90% increase of the people already enrolled in the program who agreed to increase their current contributions. Mr. Walter Mack of the U. S. Department of Treasury was also on hand and presented the Commissioners with an Award of Patriotic Service for their efforts and participation in the Savings Bond Program. A drawing was then held and a $25 savings bond was awarded to each of three county employees who participated in the recent payroll savings plan drive. Winner of the bond donated by Dravo Corporation as a canvasser was Sophie Caruso of the Election Office. Winner of the bonds donated by the Commissioners was Michelle Hritz of the Health Center as the new saver and Josephine Campagna of the Health Center as a continuing saver. Mr. Michael Stefan of the Washington County Housing Authority informed the Board that they have been notified by the Department of Housing and Urban Development that they have housing units available for a new program called the Modern Rehabilitation Section 8 which entitles the County to 70 units, which the application is made for. GILMORE, EDWARD M. PALUSO, COMMISSIONERS in which they could go to a financial institution where it was guaranteed they would receive 120% above the fair market rent for 15 years. Mr. Stefan stated that HUD would guarantee them this rent and they could put money into their unit and the only stipulation is if it is less than 12 units that they are applying for, they might as well lease'$3,000 of repairs. He then stated that after the the County gets approval from HUD, we will then advertise the units and/Redevelopment Authority will do the rehab portion, and they will then turn them back over to the Housing Authority and they will rent them back out under our existing program Mr. Stefan added that they will rank all the applications and pick the 70 units out, which will be privately owned. He then requested that the Board approve the application to HUD for the 70 housing units. Moved by Mr. Peluso, seconded by Mr. Morgan, approving the application to HUD as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agreement between the Washington -Greene County Mental Health and Mental Retardation Program and the Vocational Rehabilitation Center/Mon Valley Branch for provider services for a term from July 1, 1979 thru June 30, 1980. Mr. Brady added that this is 100% state funded. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Children and Youth Social Service Agency for the expenditure of additional monies involved in the care of a foster child who is terminally ill. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the additional expenditure of monies as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board that the Children and Youth Agency of Washington and Green County, and Community Action are co -sponsoring an Informational Seminar on Parents Anonymous to be held Wednesday, August 8, 1979, from 1:00 p.m. to 4:00 p.m. at Citizens Library, and that they have requested that the rental fee for the meeting room at the Library be paid by the County. Solicitor: Mr. Derrico referred to the upcoming election and suggested that the Board authorize the Chief Clerk to advertise for bids for election supplies. Moved by Mr. Paluso, seconded by Mr. Morgan, authorizing the Chief Clerk to advertise for bids for election. supplies for the General Election held in November. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Morgan, that the deeds executed for the following described properties to the following persons listed below for the sum or prices set opposite the same under and by virtue of the action of this Board taken June 7, 1979 as recorded in Minute No. 174 and the Decree of the Court of Common Pleas dated July 16, 1979 and that the said deeds to be delivered to the purchasers named herein upon payment of the consideration recorded herein together with the costs of proceedings and that the Board of Commissioners be and are hereby authorized to execute the said deeds as and for the County of Washington and Malcolm L. Porter, Solicitor for the Planning Commission, would probably be expanded between -that period of time -and the end of the year to handle any legal business emanating from the Commissioners Office.
