Minute No. 182
Office of County Commissioners
Washington, Pa., August 16, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Barbara Davis, Controller's Office;
Richard Galway and Robert Umstead, Redevelopment Authority; Keery McAmbley,
Industrial Development; Attorney Patrick Derrico; Detta Shader, Children & Youth
Social Service, Citizens Advisory Council; Attorney William C. Porter; John
Cadez, Township Officials; Jim Jefferson, WJPA; Bob Sabot, WKEG; Jon Stevens;
Observer -Reporter.
Chairman noted for the record that the three Commissioners and the
Chief Clerk were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 181, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 181,
be approved as read.

Special Order of Business:
Chief Clerk gave the Oath of Office to Attorney William C. Porter,
who will serve as the new County Solicitor.
Old Business:
Regarding the bid received for construction of the handicapped ramps,
Attorney Patrick Derrico informed the Board that Mr. Richard Glance of the
Planning Commission has recommended the bid be awarded to C. Kosey in the amount
of $11,000.
Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract
for Construction of Handicapped Ramps to C. KOSEY CONTRACTOR, 1165 North Main St.
Washington, PA, for the amount set forth in their bid ($11,000); this being the
lowest and only responsible bid received in accordance with specifications.

Motion carried unanimously.
Chief Clerk noted that the meeting of last week had been cancelled,
and therefore, the bids would be opened today for repair of the existing exterior
wall of the County Garage, which was re -advertised.

Mr. Robert Umstead of the Redevelopment Authority presented a
Resolution to the Board endorsing the Areawide Housing Opportunity Plan
and pledges the Board's cooperation in administering all relevant programs
affecting housing and community development with the Southwestern Pennsylvania
Regional Planning Commission, and supports the submission of an application,
at the appropriate time, to receive additional or bonus funding from the
Department of Housing and Urban Development.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Resolution.

Mr. Keery McAmbley of the Industrial Development Agency presented a
Resolution authorizing the Redevelopment Authority of the County of Washington
acting as the Washington County Industrial Development Agency to administer
an Industrial Park Project in North Strabane and transferring necessary funds
to said Agency in the amount of $279,000 as Washington County's share of the
estimated funds to -pay for the construction of an access road and bridge and
certain site improvement at said Industrial Park.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Mr. McAmbley also presented a Resolution authorizing Washington County
Commissioners to execute Agreements to convey two tracts of land in Chartiers
Township to the Washington Industrial Development Corporation for reconveyance
to Verna Charnik and James Sobrasky to provide a buffer zone between their
existing properties and land to be developed as an industrial park; and further
authorizing the filing of a petition with the Washington County Common Pleas
Court for approval of subject sales and sale price; and further authorizing the
execution of an Agreement of Release and Indemnification in favor of the
Washington Industrial Development Corporation on the above transactions.

Resolution.

Regarding the Total Accounting for Government (TAG) Program, the
Chief Clerk presented a Program Products License Agreement with Main Lafrentz &
Company covering the TAG budgetary and accounting system being installed in
Washington County.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement.

Chief Clerk informed the Board of a letter from the Southwestern
Pennsylvania Regional Planning Commission requesting the County to remit the
sum of $11,489.00 to the Commission to cover the County's final installment of
its proportionate share of the Commission's budget during the calendar year 1979.
Under the CETA Program, the Chief Clerk presented the five (5) followin

Mr. Paluso noted that at the Prison Board meeting of August 15, 1979,
the Board recommended approval of a contract with Dr. Erin McKinley to provide
medical service at the County Jail for an annual salary of $12,000 for a-_
minimum of three (3) sick call visits per week.
Moved by Mr. Paluso, seconded by'Mr. Gilmore, approving the foregoing
contract with Dr. Erin McKinley.

Chief Clerk presented the following two Appropriation Resolutions
to the Board for their consideration and approval:
WHEREAS, Washington County has received from the
Pennsylvania Department of Community Affairs a grant of
$60,000.00 towards a project cost of $120,000.00 to be
known as Washington County Emergency Park Development
Program; and
WHEREAS, Article II of the grant requires that
the funds be deposited in a separate and special project
expenditures account, the same being designated as Project
No. 3-4-62-00-E;
THEREFORE, BE IT RESOLVED, and it is hereby resolved,
that the Washington County Treasurer and the Controller open
a special account to be known as Washington County Emergency
Employment Park Development Program and all instruments bear
the designation No. 3-4-62-00-E. No expenditures shall be
made from this fund unless in compliance with Contract
Number PB-87-39-14-8, approved June 6, 1979.
ADOPTED this 16th day of August, 1979.

Mr. Brady noted that both Resolutions have the recommendation of the
Budget Director.
WHEREAS, the retaining wall on the Beau Street or north
side of the Courthouse had deteriorated to such an extent that
it constituted a serious hazard to pedestrians using the side-
walk in that area; and
WHEREAS7 it was necessary in the public interest to
repair this wall in two places; and
WHEREAS, at the time of preparation of the 1979 budget
the seriousness of the deterioration was not known and no appro-
priation for these repairs was made;
THEREFORE, BE IT RESOLVED, and it is hereby resolved,
to transfer from the Federal Revenue Sharing Fund the amount of
$26,530.00 to the 1974 Bond Issue Account to pay the two
contracts for the repairs to the retaining wall.
ADOPTED this 16th day of August, 1979.

Service Agreement between the County and the Catholic Social Service of
Washington County, which has been reviewed and approved by the Budget Director.

Mr. Porter informed the Board of a letter from Attorney Jack France
regarding the Borough of Charleroi recently acquiring by gift the property
at the corner of Third Street and Crest Avenue where the LaMutelle Societe de
Secours, more popularly known as the French Club was located. The reason for
the Borough accepting the property is so that the dangerous structure on it
can be removed. Mr. Porter stated that they have asked the County to exonerate
certain delinquent lien taxes for -the years.1977 and 1978.,-and he recommended
the Board approve. He added Mr. France would be responsible for seeing that a
similar exoneration be obtained from the Borough and school district.

exeronation of delinquent lien taxes for the years 1977 &:1978 as recommended
by the County Solicitor.
