PALUSO, COMMISSIONERS 1 1 Minute No. 185 Office of County Commissioners Washington, Pa., September 6, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Porter; Ron Edwards, Area Agency on Aging; Mrs. Miller, League of Women Voters; John Drake, Senior Citizens Carlana Rhoten, Planning Commission; Bob Robertson, Observer -Reporter; Bob Sabot, WKEG; Becky Andrews, Daily Herald and Jim Jefferson, WJPA. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 184, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 184, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - Manpower Planning Program - $585,400.00 2. P. N. B. - 1979 Series A. Sinking Fund Commission $5,451.78 3. F. N. B. - Repurchase Agreement - Wash. County Appraisal Fund - Interest Earned - $255.19 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Toth Real Estate - $250.00 2. Felice Associates - $1,464.00 3. Soil Conservation Service - $53,145.26 4. Miller Thomas Gyekis - $35,864.50 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a renewal of the service Agreement between the County and Southwestern Pennsylvania Youth Alternatives, Inc. commencing January 1, 1980 and ending December 31, 1980. Agreement. Chief Clerk announced that the Department of State of the Commonwealth of Pennsylvania has been selected by the Federal Election Commission to co- sponsor the Northeast Regional Workshop Conference on Elections Administration. in December, and he requested authorization to attend with the Director of Elections, Jack Wagner. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding revenue sharing, the Chief Clerk noted that the County had some record of non-compliance with the Office of Revenue Sharing, and the Commissioners, through Mr. Gillespie, Budget Director, have submitted answers to the items listed; and that we are now in receipt of a letter from the Office of Revenue Sharing which states that the response submitted by Mr. Gillespie is acceptable and we are no longer considered in non-compliance with respect to the problems as indicated. Under the CETA Program, the Chief Clerk presented a modification of a YETP Contract with YWCA which has no effect on the funds previously obligated. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Contract Modification. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for Tax Duplicate Page Forms needed for production of the Tax Rolls next January by the Tax Assessment Office. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman noted the one vacancy on the Washington County Authority and recommended that Mr. Melvin DeBolt of North Franklin Township be appointed to replace Congressman Morgan. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appointment n u 1 of Melvin DeBolt to the Washington County Authority as per above. Chief Clerk informed the Board of a memorandum from Judge Thomas Terputac announcing that October 2, 1979, will be Juvenile Court Day in connection with the International Year of the Child, and a program will be held at the Ramada Inn, Washington, Pa., beginning at 9:30 a.m. Mr. Brady added that Judge Terputac requested approval for payment of the expenses in connection with the program. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing expenditure. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding Drug and Alcohol, the Chief Clerk presented C©ntracts for Services with the following parties: Gateway Rehabilitation Center Wash. -Greene Prevention Corporation Washington Co. Council on Alcoholism & Drug Abuse, Inc. White Deer Run Serenity Farms, Inc. St. John's Hospital Alcohol & Drug Rehab. Center Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Contracts for Services. Solicitor: approval: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Porter presented two (2) Tax Claim Resolutions for the Board's Moved by Mr. Paluso, seconded by Mr. Gilmore, that RESOLUTION NO. 67 for property situated in Donora Annex formerly Carroll Township, Washington County, Pennsylvania, sold on January 22, 1940 and April 24, 1940, Treasurer's Sale, being described as 6 Lots, 25, 26, 27, 28, 29, and 30, Gilmore Addition situated in Donora Annex formerly Carroll Township, Washington County, Pennsylvania, and formerly assessed in the name of Elizabeth Crossen Estate, be approved, and that the sum of $300.00 be accepted from STEVE & GERTRUDE DANILCHAK, Washington County Tax Claim Bureau receiving the consent of taxing district involved: Ringgold School District and Donora Annex Borough Council. Stewart c/o Thomas H. May Esq. Guardian A. Litem. So. W. Pa. Legal Aid So., be approved, and that the sum of $2,000.00 be accepted from the FIRST BAPTIST CHURCH OF CANONSBURG, Washington County Tax Claim Bureau receiving the consent of taxing district involved: Canon -McMillan School District and Canonsburg Borough. Meeting recessed. 10:30 A.M. - OPENING OF BIDS FOR ELECTION SUPPLIES FOR THE MUNICIPAL ELECTION TO BE HELD NOVEMBER 6, 1979 Barbara Davis of the Controller's Office opened and read the following bids: Printing and Delivery of Election, Supplies William G. Johnston Company P.O. Box 6759 Pittsburgh, PA 15212 Total amount of bid: $3,825.00 A bid bond in the amount of $390.00 accompanied the bid. Printing and Delivering of the Ballots Badzik Printing Service, Inc. 401 Thompson Avenue Donora, PA 15033 In accordance with the advertisement of the County Commissioners, inviting proposals for the printing and delivering t6 the office of the County Board of Elections the necessary ballots for the conduct of the Municipal Election to be held on Tuesday, November 6, 1979, having examined the attached specifications and under- standing the same, I (or we) propose to furnish said ballots in accordance therewith at the prices set forth: Approximately 125,000 white official ballots price per thousand for ballots furnished ...................$139.50 Approximately 23,000 pink official ballots for Election Districts. Price per thousand for ballots furnished ......................................$ 92.70 .Ten single sets for specimen ballots as set forth in attached specifications, price per ten sets...................................................$752.20 Approximately 2,000 pink official specimen ballots for political parties, etc., (as set forth in attached specifications) price per thousand for ballots furnished ..........................................$ 99.40 For printing, binding and delivering any re -run of a ballot of any Election District because of error on the part of any County Employee, minimum charge per district for re -run of 100 ballots or less .............$ 49.80 A bid bond in the amount of $2,000.00 accompanied the bid. PALUSO, COMMISSIONERS C 1 The Board directed the Chief Clerk to contact Earl Riggle, who has delivered the ballot boxes for past elections, to secure his services at this time; it being felt that the cost for such services would be under $2,000. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for Printing and Delivery of Election Supplies to WILLIAM G. JOHNSTON COMPANY, P.O. Box 6759, Pittsburgh, Pa., and for Printing and Delivering of the Ballots to BADZIK PRINTING SERVICE, INC., 401 Thompson Avenue, Donora, Pa., for the amounts set forth in their bids; these being the lowest and only bids received in accordance with specifications.
