Minute No. 186
Office of County Commissioners
Washington, Pa., September 13, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Porter; Coroner Jackson;
John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Becky Andrews,
Daily Herald; Bob Sabot, WKEG and Jim Jefferson, WJPA.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 185, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 185, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:

Chief Clerk presented the following Resolution from the Southwestern
Pennsylvania Regional Planning Commission in regard to the geographical
boundaries of the Port of Pittsburgh being redefined by the Army Corp of
Engineers. The SPREC has asked that the four counties in the Standard
Metropolitan Statistical Area (SMSA) - Washington, Armstrong, Fayette and
Allegheny Counties - concur with this Resolution to make possible official
recognition of the Port of Pittsburgh as the largest inland port in the country.
WHEREAS, the Port of Pittsburgh, as presently officially defined,
is restricted to the first six miles of the Ohio River, the lower ten
miles of the Monongahela River, and the lower six miles of the Allegheny
River - roughly the City of Pittsburgh; and,
WHEREAS, two other sections of the rivers that would logically
belong in the Port of Pittsburgh are classified as separate ports -
the Port of Clairton -Elizabeth, both banks of the Monongahela River,
seven miles in length; and the Port of Alliquippa-Rochester, both banks
of the Ohio River, eight miles in length; and,
WHEREAS, other sections of these rivers, between these separate
ports and long areas of these rivers are open for navigation and carry
considerable tonnage as well as the above named individual ports; and,
WHEREAS, the Pittsburgh economic region extends over a much
greater area than that already earmarked as separate ports; and,
WHEREAS, the economic extent of the Port of Pittsburgh should
cover roughly the same area served by the Standard. Metropolitan
Statistical Area,
NOW, THEREFORE, BE IT RESOLVED, that the County of Washington
concurs in the action of the Southwestern Pennsylvania Regional Planning
Commission on June 26, 1978, that the Port of Pittsburgh, for tonnage
reporting purposes, should include the Allegheny River from the Point to
Freeport, the Monongahela River from the Point to Charleroi, and the
Ohio River from the Point to the Ohio state line.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Motion carried unanimously.
Regarding MH/MR, the Chief Clerk announced that the Department of
Public Welfare has allocated $64,000 to Washington and Greene Counties through
their MH/MR Program for the implementation of a mental health community
residential rehabilition program. Mr. Brady stated that the purpose of this

program is to provide temporary and supportive living facilities for individuals
leaving mental institutions, as well as, individuals living in the community
who are experiencing -emotional disorders and need a structured living situation.
This allocation will permit the funding of apartments or small homes for
sixteen individuals, and the program will be administered by Group Home, Inc.
Chief Clerk informed the Board that the Washington County Firemen't
Asociation, Inc. has requested the balance of their 1979 budget allocation
to the fire companies in the amount of $9,750.00
Solicitor:
Mr. Porter stated that he was reviewing a lease with Reliance- Electric
for use of a parking lot at Arden Downs, and that he would make his recommenda-
tions at the next meeting.
