PALUSO, COMMISSIONERS I J Minute No. 4 Office of the County Commissioners Washington, Pa., January 22, 1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Morgan. Mr. Flynn entered the meeting later. Also being present: Chief Clerk Brady; County Solicitor Diamond; Mr. John Drake of the Washington Area Senior Citizens Center; Mr. John Cadez of Engelhardt -Power and Associates, Inc., and Bob Robertson of the Observer -Reporter. Chairman stated for the record that Mr. Paluso., and he, Chief Clerk Brady and Solicitor Diamond were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 3, each member having received a copy. as read. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 3 be approved Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Government Study Commission - Mr. Gilmore Mr. Gilmore stated that he wanted to make it a matter of record that he delivered a certified and original copy of the report and recommended charter to the Chief Clerk's Office. Mr. Gilmore stated that each member of the Board will receive a copy of the report and recommendations. Mr. Gilmore also stated that they are going to make arrangements to have it printed and that he will bring this information to the Board for bidding. Mr. Gilmore stated that there are a lot of good things in the report and there are a lot of things that people are going to be against, but they think that it is a pretty good concept of government for the County of Washington. Mr. Gilmore stated that if the Government Study Commission can be of any service in the future, they are available. Chief Clerk stated that they have been. and approval: for payment. Chief Clerk presented the following bills to the Board for their consideration 1. State Association of County Directors of Veterans Affairs $50. 00 2. Pennsylvania State Association of County Commissioners - $1, 100. 00 Moved by Mr. Paluso, seconded by Mr. Morgan, that the bills be approved Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. (Commissioner Flynn, Mrs. Miller of the League of Women Voters, and Phil Angelo of the Daily Notes entered the meeting.) Chief Clerk informed the Board of correspondence from the Washington Association of Downtown Enterprisers which stated that they will be holding their annual Krazy Daze events in Downtown Washington on April 29, 30, and May 1, 1976. Said letter further stated that last year, the Art Association held an "art show" at the Court- house, and requested that they be permitted to hold the show again this year. Moved by Mr. Paluso, seconded by Mr. Flynn, that the Board inform the Washington Association of Downtown Enterprisers that we would be happy to grant their request to have the art show in the Courthouse during the Krazy Daze events. Remarks: Mr. Flynn stated that last year we let them know that we are not responsible for the exhibits. Mr. Flynn stated that they put protective guards on them in the evening. PALUSO, COMMISSIONERS Roll call vote taken: Mr. Flynn - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk then read a letter dated January 12, 1976, from the Washington - Greene County Tourist Promotion Agency, which stated that since the 1976 Budget will not be adopted until February 15, they would like to request an advancement on the first quarterly allocation for the months of January, February and March in the amount of $4, 000 to meet salaries and operating expenses. Moved by Mr. Paluso, seconded by Mr. Flynn, that the Board authorize the advancement of $4, 000 to the Washington -Greene County Tourist Promotion Agency as per above. Roll call vote taken: Mr. Flynn - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk next read a letter dated January 14, 1976, from John E. Costello, Counselor at Law, in regards to the Washington County Hospital Authority. Said letter advised that the Washington County Hospital Authority held its organization meeting on January 5, 1976, and has selected the following named persons as officers: Mr. Alfred A. Gwaley Chairman Mrs. Gwendolen Simmons Vice -Chairman Mr. Lawrence S. Cook Treasurer Rev. Richard Richards Secretary Dr. Harold M. Cherkin Assistant Secretary -Treasurer Mr. John E. Costello Solicitor Mr. Ralph Lynch Bond Counsel Said letter further advised that Mellon Bank N.A. has been designated as Trustee for the Authority when a project has been developed, and that the groundbreaking for the new hospital for the Mon Valley is scheduled for March 16, 1976. Chief Clerk presented to the Board for their consideration and approval four (4) On -the -Job Training Contracts with the Automotive Services Council of Pennsylvania, for William H. Cass, Bradley D. Sowers, Norman A. Baker and Jim Griffith as Mechanics. Moved by Mr. Paluso, seconded by Mr. Flynn that the Board approve and execute the four (4) On -the -Job Training Contracts as per above. Roll call vote taken: Mr. Flynn - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk then advised the Board of the resignation of Marie Kohn, R.N. , at the County Home for Aged Women, due to personal reasons. PALUSO, COMMISSIONERS Chief Clerk then advised the Board of a request dated January 15, 1976, from Margaret Burns, Administrator of the County Home for Aged Women, to attend a Utiliza- tion Review Seminar to be held on February 5 and 6, 1976, at Hershey, Pa. Mrs. Burns stated that this seminar would be beneficial to her in their Utilization Review planning. Said seminar would necessitate two nights lodging plus the registration fee. Moved by Mr. Paluso, seconded by Mr. Flynn, that Mrs. Burns be permitted to attend the Utilization Review Seminar on February 5 and 6, 1976, in Hershey, Pa., as per above. Roll call vote taken: , Mr. Flynn - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. New Business: Dental Bid - Extended Care Facility County Solicitor Diamond stated that this bid has been reviewed by Wallover & Mitchell, Inc., and that he has a letter dated January 21, 1976, from Thomas R. Bontemp:), Business Manager, who indicates that he has reviewed the bid documents and finds them to be in order. Mr. Bontempo recommended that the contract for dental equipment be awarded to Triangle Dental Equipment Co., on the basis of their low base bid. Mr. Bon - tempo also stated that the awarding of this bid would save the County $544.00. Mr. Diamond then recommended that the bid be awarded to Triangle Dental Equipment Co., according to the recommendation of the architect. Moved by Mr. Paluso, seconded by Mr. Flynn, that the bid for Dental Equip- ment for the Extended Care Facility be awarded to Triangle Dental Equipment Co.; this being the lowest and only reponsible bid received in accordance with specifications. This action based on the recommendation of the County Solicitor. (It was recommended that Triangle Dental Equipment Co., and the architect be so notified.) Roll call vote taken: Mr. Flynn - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk then requested authorization to borrow $1, 500, 000 from Pittsburgh National Bank on a takedown basis according to the quotation submitted by them. Moved by Mr. Paluso, seconded by Mr. Flynn, that the Chief Clerk be authorized to borrow up to $1, 500, 000 in Tax Anticipation borrowing as needed on a take- down basis. MORGAN, MICHAEL R. FLYNN, EDWARD M. PALUSO, COMMISSIONERS Chairman stated that in order to keep the County functioning on its various Boards, it is necessary to make some appointments solely in the Commissioners' realm. Chairman then recommended the following appointments: Washington -Greene County Community Action Board - all three Commissioners Director of Civil Defense of Washington County - Michael R. Flynn Washington -Greene County MH/MR Board - Malcolm L. Morgan Washington County 4-H Development Fund Board - Edward M. Paluso Senior Citizens Advisory Committee - Edward M. Paluso Mid -Mon Valley Council of Governments - Malcolm L. Morgan Southwestern Pennsylvania Regional Planning - Malcolm L. Morgan Commission Chairman also noted that Mr. Flynn was recently re -appointed in December to serve on the Soil Conservation Board. Remarks: Mr. Flynn declined the nomination for the Director of Civil Defense. Chairman stated that this position will be filled at a later date. Moved by Mr. Paluso, seconded 1py Mr. Flynn, that the Board approve the appointments as per above with the exception of Mr. Flynn as Director of Civil Defense. Roll call vote taken: Mr. Flynn - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Remarks: Mr. Flynn then stated that there is a meeting of the MH/MR Board on Monday, and stated that he assumed that Chairman Morgan will be attending this meeting. Chairman stated that he would be present.
