Office of the County Commissioners
Washington, Pa., April 22, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso and Morgan. Also being
present: Chief Clerk Brady; Mr. Charles Gillespie; John Cadez, Englehardt &
Power; Earl Bugaile of WKEG; Bob Robertson of the Observer -Reporter; Phil Ang
of the Daily Notes; Mrs. Miller of the League of Women Voters; Solicitor Diamond
Chairman noted for the record that the two Commissioners and the
Chief Clerk and County Solicitor are in attendance.
Chairman asked if there were any corrections, additions or omission
to Minute #16, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute #16 be
approved as read.

Chief Clerk Brady presented the following bills to the Board for
their consideration and approval:
1. John M. Felice Assoc., Inc. - $1,881.00 - Evaluation and review
of Union Proposals, joint negotiations and time spent re-class-
ifying positions for pay purposes for use in negotiations.
2. Lawyers Co-operative Publishing Co. - $33.15 - Law books for
Judges
.Moved by Mr. Paluso, seconded by Mr. Morgan, that the foregoing
bills be approved for payment.

Chief Clerk.Brady informed the,Board of an Application for A Depart
ment of the Army Permit for the Harmon Creek Flood Control Structure. Chief
Clerk stated that this is in regards.to the earth fill structure.
Moved by Mr. Paluso, seconded by Mr.. Morgan, that the Chairman be
authorized to sign as the Applicant, for Washington County.

Motion carried unanimously.
Chief Clerk informed the Board of a Release whereas, the County
of Washington grants permission to the West Pike Run Township`Supervisors to
demolish and/or raze at their own expense the building located in West Pike Run
Township on Cresent Heights. Chief Clerk informed the Board that this structure
is partially burned and in a state of decay thereby creating an extreme hazard
especially to children in the near neighborhood.
Moved by Mr. Paluso, seconded by.Mr. Morgan, that the Chairman be
authorized to sign the Release for Washington County.

Chief Clerk informed the Board of a Petition to demolish Buildings:

P. O. - Washington County Tax Claim Bureau,
Trustee for Washington County, The City
of Washington and the Washington School District
Chief Clerk stated that the Order has been approved by Judge Gladden, and that
we have a signed agreement with the City of Washington School District. Chief
Clerk also stated that the Commissioners will have to advertise for bids for the
demolition of same.
Moved by Mr. Paluso, seconded by Mr. Morgan, that we accept the
recommendation of Judge Gladden- in - his ,order_
to advertise for the demolition.

Chief Clerk informed the Board of a letter from the Department of
the Army, directed to Mr. William Sember, Director of the Washington County
Planning Commission,dated April 8, 1976, regarding semi-annual inspection of The
Washington County Local Flood Protection Projects. Said letter stated that they
are pleased with the improvement made at Granville and the 'work now in progress
at the Burgettstown-Slovan Project' and that the same effort wall_.Tbe necessary at
the Washington and Chartiers Creek Projects to restore them to maximum capability
Said letter also stated that the next inspection is tentatively scheduled for
1 and 2 September 1976.

Chairman stated that a copy, of the above letter should be sent to
the Contractor doing the work, Mr. Nicksick of the Bridge Department, and Mr.
Sember of the Planning Commission as they are the people who are involved with
this project.
Chief Clerk Brady read a letter dated April 15, 1976, from Redev-
elopment Authority of the County of Washington directed to Richard Brady regardin
the scheduling of a Public Hearing on May 12, 1976, at 7 P. M. in the City Counci
Chambers to consider minor modifications in the schedule- of properties to be
acquired in the Monongahela Business District Urban Renewal Project. Mr. Umstead
of the Redevelopment Authority stated in the letter that this hearing is on behal:
of the City Council and Board of County Commissioners,.and would appreciate the
attendance of the Commissioners, although it is not required.
Chief Clerk Brady informed the Board of a letter dated April 13,
1976 from Jerome,N.McCavitt, Chief Adult Parole & Probation Officer, requesting
that Jerome N. McCavitt and Stanley Rockovich, be,given permission to attend the
Pennsylvania Association on Probation, Parole and Correction Institute, to be
held May 2 to May 5, 1976, at Chatam Center, Pittsburgh, Penna. Said letter
stated that the amount requested is $150.00 to cover the expenses of the two
officers. Chief Clerk stated that this is one of the programs that they are
obliged to attend.
Mr. Paluso stated that he felt that $75.00 each to attend a
Training Institute in Pittsburgh,.was too,. -much.
Moved by Mr. Paluso, seconded by Mr. Morgan, that they be appro
to attend the Traning Institute and that Mr. Brady check the expense vouchers
that are involved .
Chief Clerk informed the Board of a Government Service Agreement
which would place the Manpower Office under a governmental agreement which is
composed of a monthly charge of $240.00 and,a charge of .02754 for each copy
over 5,900. Chief Clerk informed the Board of a letter from John R. Fantini,
Director of Manpower stating that the 3,600 additional copies will cost us $99.00
instead of $156.75 resulting in a monthly premium of $339.00 which would result
in a monthly savings of $57.75 and a annual savings of $693.00.
Moved by Mr. Paluso, seconded by Mr. Morgan, that the above Agree-
ment be approved.

Chief Clerk Brady informed the Board of a memorandum from John R.
Fantini, Director of Manpower, requesting that John Paterra, Manpower Planner,
be authorized to attend the Regional Manpower Training Institute , April 27th

through`April 29th and Messers.Brock, Operations Manager, and Britton, Fiscal
Manager, be authorized to attend a course on CETA Orientation May llth through
the 13th. Chief Clerk stating that.this is not paid.by-the County, it is paid
for by Manpower and other -Governmental funds.
Moved by Mr.. Paluso, seconded by Mr. Morgan,,that the above request
be approved.

Chief Clerk presented to the Board a list of names for the Recount
Board.

Chairman presented to the Board an Application for a Grant for the
Offender Aid & Restoration Program.
Moved by Mr. Morgan, that the above Application for a Grant be
approved.
Motion died for the lack of a second.
Chief Clerk stated that in regard to the Cross Creek road relocatic
it was suggested by Mr. Sember that we hire an Engineering firm for the survey
and design of a road relocation for Site 662 in the Cross Creek Flood Control
Project.
Chairman stated that this is one of the Flood Control Dams outside
of the Cross Creek Park and this is the only one that the Engineering has not

Moved by Mr. Paluso, seconded by Mr. Morgan, that Mr. Sember, and
Mr,Graham be -authorized to solicit proposals from the various Engineering firms
for the engineering necessary for the relocation of the road on Site 662.

Motion carried unanimously.
Mr. Paluso stated that Mr. Graham told him that he has been trying
to find out from Engelhardt & Power Associates what progress and where we stand
now on Site 659 & 661 and he was unable to get any progress reports because of
one man being on vacation.
Mr. John Cadez from Engelhardt & Power stated that he would be
glad to give us a progress report.
County Solicitor Diamond presented the following three (3) tax
refunds to the Board for their consideration and approval and recommended that
they be approved.Mr. Diamond stated these tax refunds were approved by Mr. Yoney
Treasurer, and Mr. Gubanish, Chief Assessor.
Moved by Mr. Paluso, seconded by Mr. Morgan, that the Tax Assess-
ment Office be authorized to prepare the following tax refunds due to either
duplication or over -payment of real estate or personal property taxes:
