PALUSO, COMMISSIONERS 1 1 Minute No. 18 Office of the County Commissioners Washington, Pa., April 29, 1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Morgan. Also being present: Chief Clerk Brady; County Solicitor Diamond; Roland Bourke, Executive Director of the Redevelopment Authority; Phil Angelo of the Daily Notes; Earl Bugaile of WKEG; Bob Robertson of the Observer -Reporter; John Cadez of Engelhardt -Power and Associates; Jerry Kolanic of WWVA; and Mrs Miller of the League of Women Voters. Chairman noted that the Commissioners, the Chief Clerk and the County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 17, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 17 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. MORGAN, MICHAEL R. FLYNN, EDWARD M. PALUSQ, COMMISSIONERS Chief Clerk presented the following bill to the Board for their consideration and approval: (1) George Anthou, Attorney - for title searches - $500.00 Moved by Mr. Paluso, seconded by Mr. Morgan, that the foregoing bill be approved for payment. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. (Roland Bourke of the Redevelopment Authority entered the meeting.) Chief Clerk presented two sub -contracts in regards to the Comprehensive Employment Training Act (CETA) and Washington Institute of Technology (WIT). Chief Clerk stated that these contracts have been checked by the Manpower Board and they recommend that they be approved. Moved by Mr. Paluso, seconded by Mr. Morgan, that the aforementioned sub -contracts be approved. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk stated that he had previously written to Mr. David Hart, Area Manager of Columbia Gas of Pennsylvania, in regards to obtaining gas for the new facility for testing purposes. Chief Clerk stated that Mr. Hart has replied that they approve this; upon completion of the necessary testing, gas shall be turned off so that service will be rendered only to the old facility until such time as the seitch is made to the new facility. Said letter advised that the gas service shall be transferred to the new facility no later than July 1, 1976. Chief Clerk stated that he is in receipt of a copy of an order issued by the Commonwealth of Pennsylvania, Public Utility Commission, in regard to the application of Penn Central Transportation Company, Debtor. Chief Clerk stated that we are asked to acknowledge receipt and service in behalf of the County. Chief Clerk stated that this concerns an application of Penn Central Transportation Company for approval of the alteration of the crossing, at grade, by the construction of a siding track to serve Mac - Plastics, Inc. , where the track of said company crosses State Highway Route 62162, known as Johnson Road, in Chartiers Township, Washington County. Remarks: Mr. Paluso stated that we should inform them that we have no objections. Mr. Brady stated that a future hearing will be held on this matter. Chief Clerk read a copy of a letter dated April 12, 1976, addressed to MINUTE BD0K 131 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA _ MALCOLM L. MORGAN, MICHAEL R. FLYNN, EDWARD M. PALUSO, COMMISSIONERS W. E. Addison, State Administrative Officer of the Soil Conservation Service, from C. H. McConnell, Deputy Secretary of Resources Management. Enclosed with this letter was a Commonwealth check No. 44-1238143, dated April 7, 1976, in the amount of $350, 000 payable to the U. S. Department of Agriculture, Soil Conservation Service, for the Commonwealth's share of construction of Site PA-661, Cross Creek Watershed Pro- tection Project, in accordance with Trust Fund Agreement AG42SCS-00420, dated December 26, 1975. Chief Clerk stated that this money is now on deposit in the Trust Account. Chief Clerk read a letter addressed to him from Mr. William Sember, Executive Director of the Washington County Planning Commission, which enclosed a copy of Mrs. Beverley Martin's resignation letter. Mrs. Martin has been an employee of the Planning Commission for approximately 12 years and has been a tremendous asset during that time. Remarks: Mr. Paluso suggested that she be sent a letter thanking her for her services. Chief Clerk stated that the next item is general information from the Department of Environmental Resources in which they indicated that they have the 1975 Ragweed Pollen Concentrations in Pennsylvania, and they enclosed an index of the standings. Remarks: Mr. Paluso suggested that a copy of this be posted on the bulletin board. Chief Clerk read a copy of a letter dated April 21, 1976, addressed to Mr. Charles Gillespie, from the Washington -Greene Drug and Alcohol Planning Council. Said letter stated that they are concerned that the Commission members have not been by the Washington County Commissioners. The Greene County Commissioners appointed have appointed their five members effective April 1, 1976. Said letter gave a list of the individuals who have been suggested for consideration of appointment to the Planning Commission as follows: Mrs. Janet Abernathy, Mr. A. B. Kenney of West Penn Power, Dr. Richard Feldstein, Mr. Tilfred Thomas of Washington Hospital, Mr. Bruce Thomas of United Fund and Mr. Donald Angelone of the Bureau of Vocational Rehabilitation. Remarks: Mr. Paluso stated that this is in line with the new formatof the Drug and Alcohol Council, which is no longer a satellite of the MH/MR Program. Mr. Morgan stated that they will be a separate entity as far as county government is concerned. Moved by Mr. Paluso, seconded by Mr. Morgan, that the above people be appointed to the Board as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. MINU TE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, MICHAEL R. FLYNN, EDWARD M. PALUSO, COMMISSIONERS Remarks: Mr. Paluso stated that we should have a list of the terms of these people. Chief Clerk read a second letter dated April 21, 1976, directed to Mr. Gillespie, from the Washington -Greene Drug and Alcohol Planning Council, which was to simply assure that the Commissioners' office was aware that Mr. Michael Milinovich, a Certified Public Accountant, was secured in January, 1976, by the Planning Council. Mr. Milinovich has been working to assure proper accounting; of all Drug/Alcohol funds and will be conducting an annual audit of D/A funds at the end of each fiscal year. The first audit will be conducted following the closing of the fiscal year 75/76 books on June 30, 1976. Remarks: Mr. Paluso stated that these audits are being done at the request of the County Com- missioners on a regular basis. Chief Clerk informed the Board of a copy of a letter dated April 22, 1976, directed to the MH/MR Administrator of Washington -Greene Counties, from Michael A. Filanowski, Chief of the Grants Management Division of the Governor's Council on Drug and Alcohol Abuse, in which he indicates that he was enclosing a check from the Governor's Council on Drug and Alcohol Abuse to provide fourth-quarter funding to the SCA Drug and Alcohol Program. This payment represents funding for approximately 67% of the fourth quarter allotment for the 1975-76 fiscal year. Said payment is made in accordance with their letter of April 2, 1976, which explains the funding situation as related to the SCA base allocation and augmentation awards. The amount of this check is $65, 7'16. 00. Chief Clerk informed the Board of a letter from Mr. Robert Umstead of the Redevelopment Authority of the County of Washington in regard to public hearings. Mr. Umstead stated that they are scheduling two public hearings on May 14, 1976, in the Borough Council Chambers. The first hearing at 7:30 p.m., is for the "Fourth Street Redevelopment Project" which involves only the acquisition of the present Borough Building under Donora's Community Development Program. The second hearing at 8:00 p.m., is to consider minor modifications in the schedule of properties to be acquired in the "Donora Southgate Urban Renewal Project." Said letter also stated that the Redevelopment Authority will conduct the hearings on behalf of the Borough Council and the Board of County Com- missioners. While the Commissioners' presence is not required, they would welcome their attendance. ,emarks: Zr. Bourke stated that there are some minor plan changes in the community with the Urbar. renewal projects, one in Monongahela, and one in Donora; and they require joint public earings to be held to answer technical questions. Mr. Bourke stated that they will be eld in conjunction with the local council. MINUTE BOOK 133 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA - MALCOLM L. MORGAN, MICHAEL R. FLYNN, EDWARD M. PALUSO, COMMISSIONERS 1 1 Mr. Bourke stated that he has two proposals coming in to two different communities, and under the State law, the County Commissioners approve any development going into the County under the Redevelopment Act. Mr. Bourke then explained one of the proposals for Millcraft Center, which is a ten -story high-rise office building. Millcraft Center is to be located at Chestnut Street and Franklin Street. Mr. Bourke stated that the two lower floors are to be commercial and will house Mellon Bank, six stories are to be offices, the second to the top story is to be a dinner club, and there will be three penthouse apartments on the top floor. The total proposal is for 3.5 million dollars and will have 150 parking spaces on the property. Provisions' have also been made for additional parkin spaces by Immaculate Conception Church. Mr. Bourke stated that this should increase the taxes by about four times. (Mr. Bourke then gave further details of the proposed Millcraft Center. ) Mr. Bourke stated that the next proposal was for the First National Bank in Canonsburg. This will be located at Greenside and Pike Streets. It will be a 6500 sq. ft. building. The total cost of the building will be about $340, 000 and will provide for 36 parking spaces and remote control tellers, and will be totally landscaped. Mr. Bourke stated that this proposal will increase the taxes four and one-half times. He stated that they hope to begin construction by late summer; the only thing that might hold them up would be difficulty in moving some of the existing tenants. Mr. Bourke stated that he has two identical resolutions for the above proposals. Remarks: Mr. Paluso asked about the scheduled ground -breaking for the Millcraft Center. Mr. Bour stated that they indicated that they wanted the ground -breaking in late May or early June. Mr. Paluso asked what the scheduled ground -breaking was for the Canonsburg project. Mr. Bourke stated that it is scheduled for late summer. (Further dicussion was held on the senior citizens center renovation.) Mr. Paluso asked if Mr. Bourke expects the senior citizens center renovation to begin. Mr. Bourke stated that it will possibly begin in June or the first of July. Mr. Bourke then read the proposed resolutions for the First National Bank in Canonsburg and Millcraft Center in Washington. Mr. Paluso asked if it was true that the Board of County Commissioners never had any- thing to do with negotiations or even knew who was being contacted or who had contacted the community or the Redevelopment Authority about the use of any of these parts of land in any redevelopment project. He stated that some people have the idea that the County Commissioners arrange these redevelopment projects or contact these people. Mr. Palusc &a.ted that the Commissioners have nothing to do with it at all except for the mere for- mality of approving resolutions such as this. Mr. Bourke stated that the County Commissioners' role in this is that they just create the Redevelopment Authority. They subsidize the Redevelopment Authority to provide the service to the community. Their position has always been that the community develops their own program and they have all the flexibility of implementing their own program. They have never gotten involved in any disposition or acquisition in any of the projects in the County. Mr. Bourke stated that the Commissioners tell them to go out and do the job and they do it totally divorced of any interference. Mr. Bourke stated that they do provide them with income; in other words, the Commissioners provide them with a budget so they can provide these services to the communities. However, the Commissioners attach no strings to the communities. The community has the last decision; the communit decides what they want. Chairman recommended that these resolutions be turned over to Solicitor Diamond and acted on at the next meeting. Chief Clerk read a copy of a letter dated April 7, 1976, addressed to Mrs. Gilda W. Kerns, who works in the Prothonotary's Office, from the Washington County Bar Association. Said letter stated that Mrs. Kerns was selected as the recipient of the Liberty Bell Award presented annually by the Washington County Bar Association. Mrs. Kerns was selected for her outstanding contribution to the legal profession and to the community in general. 134 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN. MICHAEL R. FLYNN, EDWARD M. PALUSO. COMMISSIONERS Remarks: Chairman stated that it is certainly .nice to know that the government employees are complimented by the people they serve. Mr. Morgan stated that he would like to go on record complimenting Mrs. Kerns on her job well done. Mr. Paluso suggested that Mrs. Kerns be issued a letter of appreciation from the County Solicitor: None Mr. Paluso stated that he would like to publicly comment about the electio process. He stated that in his five years with the County, through nine elections, this was the smoothest, most expeditious handling of a very hard paper ballot election. Mr. Paluso stated that he would like to publicly thank the Boards of Election throughout the County because these boxes came in earlier than they ever have in the past since he has been with the County. Mr. Paluso stated that this was the earliest in nine years that we have had accurate, unofficial tallies. Mr. Paluso stated that he would like to compliment the Boards and especially Mr. Jack Wagner, Director of Elections, and Mr. Edwin Du Jordan, who was an additional employee for the purpose of coordinating the delivery and counting of tallies for this election. Mr. Paluso stated that they did an outstanding job and they and their staff should be complimented publicly.
