Minute No. 20
Office of County Commissioners
Washington, Pa., May 13, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Diamond; Bracken Burns,
Director of Emergency Medical Services; John Cadez, Englehardt & Power;
Mrs. Miller, League of Women Voters; Earl Bugaile, WKEG; Bob Robertson and
John Stevens of the Observer -Reporter.
Chairman noted for the record that the three Commissioners, the
Chief Clerk and the County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 19, each member having received a copy.
Remarks:
Mr. Gilmore: On the Baldwin Electric visual alarm at the new Home, during the
discussion, the impression was given that we were agreeing to a contract with
Baldwin Electric to in fact install the alarm. The language is "Moved by
Mr. Paluso, seconded by Mr. Gilmore, that the Board approve the proposal bf
$7,900.00 by Baldwin Electric Company, Inc. for the visual fire alarm system,
etc.". My question is, maybe this should be bid.
Mr. Morgan: That was subject to the approval of the architect.
Mr. Gilmore: I understand that.
Mr. Paluso: I think it vhbt!3d read "approve the Change Order in the amount of
$7,900.00 by Baldwin Electric, pending the recommendation of the architect".
Mr. Gilmore: It is my assumption that Baldwin Electric already has the contract
for the sound system.
Mr. Morgan: That is correct.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 19 be
approved with the above correction as stated by Mr. Paluso.

(Special Order of Business:
Bracken Burns, Director of Emergency Medical Services made the
following presentation for the Board's consideration and approval:
Mr. Burns: I have three proposals to bring to the Commissioners that I would
like to submit to the State Health Department on behalf of Washington County.
The first one is entitled "Public Education and Basic Life Support Program"
which is essentially a training program whereby it is proposed to train 2700
residents in Washington County which represents approximately 2% of the adult
population in basic life support which is the emergency care given to an
individual who has been stricken by an illness. This consists pfimarily of
training and certification of cardio pulmonary resusciation or commonly referred
to as mouth-to-mouth resusciation and closed chest cardiac massage. It has beep

the experience in Seattle, Washington that this type of training has reduced the
mortality from heart disease by 20%. This is the intent of the program. The
format would be through the carrying out of 108 separate training programs, each
one consisting of approximately 25 students and each training program would be
(nine hours duration on three separate training dates. The classes will be open
to any resident of Washington County 1.4 years of age or over on a first come -
first serve basis. In order to be certified in the procedures, each individual
must test out on a written examination. The courses will be taught exclusively
by individuals certified by the American Heart Association or the American Red
Crass as instructors of cardio pulmonary resusciation. The budget of the program
is $16,434.00 and that consists of $13,284.00 in salaries for the instructional
personnel and an additional $3,150.00 for training equipment, specifically for
mannequins for these training program. Tentatively, the sites for the programs
will be the City of Washington - two programs per month; Canonsburg - two program
per month; McMurray - one program per month; Monongahela - one program per month;
Avella - one program per month; Burgettstown - one every other month; Bentleyvill
one every other month; Claysville - one every other month; California - one every
other month; and Charleroi - one every other month. The second proposal would
be submitted to the State Health Department, Highway Safety Division for highway
safety matching funds. The program is entitled "Crash Management" and is a 40
hour certified training program for those individuals involved in rescue procedul
specifically fire, police and rescue individuals. It is designed to train
inditiduals so that we may reduce the mortality and morbidity which accompany
vehicle accidents. Essentially these individuals who train 40 hours in basic
emergency medical skills will be aided in their work as first responders at
accident scenes, so that they may support life until the emergency medical
technicians who usually accompany ambulances are available to answer the call.
We are specifically designing this course so that we may train'_indiuiduals who
are involved in our county -wide rescue system. We are at this point only request
ing funding for one class which will consist of 30 students. The budget calls
for $1,847.00 which is essentially for text books, instructional fees and facilit
rental. The final proposal is entitled "Emergency Medical Technician Refresher
Training Course". This is a state requirement for those individuals who are
trained in Pennsylvania and certified as Emergency Medical Technicians, which is
an 82 hour course. After three years time, they must undertake a refresher
training course and be re -tested and re -certified that they successfully passed
the test. The first training course in the state of Pennsylvania was held in
Washington, Pa. some 3 1/2 years ago, and so those individuals who were in that
course are now eligible for re -certification. We are submitting a proposal for
funding for this training. This would be a 24 hour refresher course in addition

to testing procedures. The budget consists of $860.00 which is essentially for
instructional fees and equipment to be used for this training.
Remarks:
Mr. Paluso: As I understand it the package would be of no cost to the County.
It would be in matching in -kind services or the County's contribution. Is that
correct?
Mr. Burns-r-That is correct. The first proposal is requesting straight health
department funding, and the other two are matching monies on a 70% highway
safety/30% local basis. We are asking the state to consider the salaries of the
Washington County Emergency Medical Service employees as the -local match of that
funding.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve
the three proposals as presented by Bracken Burns.

Chief Clerk read a letter directed to Commissioner Morgan dated May 4,
1976 from the Bicentennial Commission of Washington County. Said letter gave
notice that the U.S. Armed Forces will be bringing their Bicentennial Caravan to
the Washington Area on Thursday and Friday, May 20 and 21. Letter also stated
that the Caravan will consist of four large vans, one representing each of the
armed services and will depict the history of that respective service through
sound and visual devices. Letter requested the presence of Mr. Morgan at their
Opening Ceremony,, -on May 20 at 10:00 a.m. at the Washington Plaza. Mr. Morgan
then requested that Mr. Paluso,in his position as Vice Chairman, conduct the
regular meeting on Thursday morning since he will be attending this ceremony-0-
Chief Clerk informed the Board of two letters from Child Welfare
Services concerning child abuse. One letter dated April 10, 1976 enclosed a
Resolution pertaining to the proposed Child Abuse Act which is to become effectiN
soon, and as of May 18 and 19 the Department of Public Welfare is having a
Child Abuse Conference in Harrisburg to discuss the Child Protective Services
Law. Said letter suggested that the Commissioners might like to discuss the
situation prior to this Conference. Mr. Brady then stated that the second
letter dated April 6, 1976 was a request from Louise Abel to attend this two
day Conference with Mrs. Mildred Spalla. Miss Abel stated in her letter that
the new Child Protective Services Law has generated considerable discussion and
places many more responsibilities on the Child Welfare Agencies, and that it
appears necessary that they attend any workshops or seminars around the Child
Protective Services.
Remarks:
Mr. Morgan: The Chair recommends that we deny and table this request as we need
all the management personnel here to keep the County government functioning under
the present stress situation.
Mr. Gilmore: I think we should authorize them to attend and then hold the
approval in abeyance in case this situation should end. In other words, I want
the record to show that when any available educational opportunity is offered
to our Directors, we certainly intend to take advantage of it.
Mr. Paluso: We will leave it to the discretion of the Chief Clerk because they
will have to leave Monday.

the attendance of Miss Abel and Mrs. Spalla at the two day Child Abuse Conf
in Harrisburg conditioned upon strike settlement.as per above.

Chief Clerk informed the Board of a letter dated May 7, 1976 from
the Cooperative Extension Service requesting an allotment of $5,000.00 from the
1976 budget for The Washington County Agricultural and Home Economics Extension
Service.
Chief Clerk read a letter dated May 6, 1976 from William P. Sember,
Executive Director of the Washington County Planning Commission regarding the
Regional Rural Transportation Advisory Committee, which is in the process of
being formed by the Southwestern Pennsylvania Regional Planning Commission.
Said letter stated that one of the primary responsibilities of this Committee
is to bring together all parties involved in planning and implementation on
rural transportation in a nine (9) county area, and the SPRPC is requesting
that each county appoint two (2) members to this Committee. Mr. Sember
recommended that the Board of Commissioners appoint Ken Krupa of his staff and
Tony Luppino, Director of Adult Welfare Services to this Committee.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve
the appointment of Ken Krupa and Tony Luppino to the Regional Rural Transporta-
tion Advisory Committee as recommended by Mr. William Sember.

Chief Clerk read a letter dated May 7, 1976 from the Washington
County Community Development Agency regarding the Second Year Urban County
Application for Washington County. Said letter mentioned the previous request
to meet with the Commissioners at their Agenda meeting and the regular weekly
meeting on May 19th to present said Application for consideration and official
action in order that they could formally submit it to the U.S. Department of
Housing and Urban Development. Said letter also enclosed a copy of the Public
Notice advertising the May 20, 1976 Commissioners meeting as the third public
meeting held in conjunction with the Application.
Chief Clerk informed the Board of the next item of business regard-,f,
ing the Chartiers Creek Flood Control Project. Mr. Brady explained that a
series of letter and information had been directed by Mr. Robert Zeman, who is
our counsel for this Project, in which he is endeavoring to expedite the work
by having two other attorneys, Patrick C. Derrico and Samuel L. Rodgers, assist
him in the Project.
Remarks:
Mr. Morgan: For the benefit of those in attendance, we have had a series of
meetings to try to expedite this Project. One of the problems was that we had
some title searches that had to be finished -An a hurry, and we adked Mr. Zeman
to get some assistance in the legal field to get this accomplished before the
end of this month.
Mr. Paluso: I think it should be noted on the record that the Board has
authorized Mr. Zeman to obtain the necessary help to expedite this Project
because we are working on deadlines, and so that when the matter of reimburse-
ment and payment comes up, it will be on the record.

Mr. Morgan: We are very concerned that the federal government money doesn't
lapse....we won't be able to complete this Project. There is only one phase left
and that is the title work which we are working on at the present time.
Business:
Chaitman Morgan recommended that Commissioner David L. Gilmore be
ted as the Board's representative to the Soil Conservation District.
. Morgan stated that Mr. Flynn had filled this position in the past, and they
will need the advise and guidance given by Mr. Gilmore.
Moved by Mr. Paluso, seconded by Mr. Morgan, that the Board approve
the appointment of David L. Gilmore to the Soil Conservation District as
a representative.
