Office of County Commissioners
Washington, Pa., June 24, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady, Solicitor Diamond; John Cadez, Engelhardt
& Power; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters;
Rich Nardine, Daily Notes; John Stevens, Observer -Reporter and Earl Bugaile, WKEG
Chairman noted for the record that the three Commissioners, the
Chief Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or
omissions to Minute No. 25, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 25
be approved as read.

Chief Clerk informed the Board of a Public Notice received from the
Department of the Army, Corps of Engineers, giving notice that the U.S. Depart-
ment of Agriculture. Soil Conservation Service, Washington, Pa. has made
application on behalf of the Washington County Board of Commissioners for a
permit to construct an earth and rock dam across Cross Creek in Washington County.
Said notice also stated that all interested parties were invited to state any
objections they may have to the proposed work, and no permit would be granted
unless its issuance is found to be in the public interest.
Chief Clerk informed the Board of a letter dated June 21, 1976
from Roland H. Bourke, Jr. Executive Director of the Redevelopment Authority.
Said letter enclosed the requested copy of the resolution authorizing the
requisition for the first quarterly payment of $23,000, which was passed by the
Board of the Redevelopment Authority at their meeting on January 20, 1976.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve
the budget allocation of $23,000 to the Redevelopment Authority as their first
quarterly payment.

Chief Clerk read the following letter dated June 16, 1976 received
for the Board's information.. Said letter was directed to Floyd A. Laubham,
Analysis Planning of the Washington County Planning Commission from the
Department of Environmental Resources.
Dear Mr. Laubham:
Your June 7, 1976 letter to Deputy Secretary McConnell
concerning the Catsburg Mine Discharge to Pigeon Creek
in Carroll Township, Washington County has been forward-
ed to this office for reply.
As you know our Ebensburg District Office is designing
the treatment facility for this discharge, project
SL 142-2. This work has taken longer than anticipated;
however, we hope to have this project under construction
by this fall. The estimated construction cost is
$90,000.00.

Remarks:
Mr. Paluso: Mr. Brady, would you check with Mr. Laubham. It is my understanding
that financial participation, as far as the County is concerned, is already done
when we allocated a certain amount of money two years ago. Make sure that we
are not being included in anymore of the financing.
Mr. Gilmore: As I recall, the plan was that we would buy the land rights, they
would be titled in the name of the City of Monongahela and all of the construction
costs would be borne by the Department of Environmental Resources.
Mr. Paluso: I would like Mr. Laubham to make sure that the City and these people
all understand that.
Chief Clerk informed the Board of three letters dated May 19, 1976
involving salary increases for the following three employees of Child Welfare
Services: Meredith Jones, Social Worker I, to be granted an increment from an
annual salary of $9,604.00 to $10,054.00; Dale V. Watson, Caseworker, to be
granted an increment from an annual salary of $10,054.00 to $10,523.00; and
Fran Emery, Clerk -Typist, to be granted an increment from an annual salary of
$6,650.00 to $6,963.00. All said increases effective June 7, 1976.
Chief Clerk informed the Board of a letter dated June 16, 1976
form Jess D. Costa, District Attorney, advising that Theresa Muto, Indictment
Clerk, has requested a maternity leave of absence, which became effective
June 7th, 1976 and will terminate on September 7th, 1976.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Theresa Muto
be granted a leave of absence as per above.

Chief Clerk read a letter from Charlotte Lane of the Washington -
Greene County Tourist Promotion Agency, requesting their third quarterly
budget allocation for 1976, which is one fourth of the annual appropriation
approved by the Board of Commissioners. Mr. Brady added that the budgeted
amount was $21,000, and we have already paid them $14,500, so that we will
complete the annual allocation with a payment of $6,500, and therefore they
will get it in three payments rather than four.
Chief Clerk informed the Board of a memorandum from John R. Fantini,
Personnel Director, requesting travel authorization for Mrs. Beverly Shaffer
to attend the training sessions on Equal Opportunity Plans for women and
minorities to be held in Philadelphia on June 28 thru June 30.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board approve
the travel request for Mrs. Beverly Shaffer as per above.

Concerning the base station radio systems, which have been installed
at several fire departments throughout the County, Mr. Brady informed the Board
of a request from the Borough of Allenport for this type of system. Mr. Brady
stated that the County would pay half ($627.50) of the total cost of the system
which is $1,255.00.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board approve
participation in the Borough of Allenport radio system as per above.

Chief Clerk informed the Board of a request from West Penn Power
for Authorization to Proceed in relocating their power lines at Cross Creek
Site 661. Mr. Brady stated that the fee involved is $12,912.00. Mr. Brady also
stated that this matter had been previously discussed in February, at which time
it was referred to the proper people for review. Mr. Brady then stated that
Clay Graham, Land Acquisition Agent has recommended that the Board approve this
project.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board advance
the sum of $12,912.00 to West Penn Power for relocation of their power lines
within Cross Creek Site 661 as per above.

Chief Clerk informed the Board that he had just received an invita-
tion for the Commissioners to attend the Township Officials Meeting at the
Jefferson Room in Canonsburg on July 31, 1976 at 6:00 p.m.
New Business:
Mr. Paluso referred to a meeting held yesterday with the architects
and other people involved in the relocation project at the new Extended Care
Facility. Mr. Paluso stated that during this meeting, it was recommended that
Mrs. Longsway, Mrs. Proudfit and other staff members be authorized to attend
a relocation seminar held by the State on June 28th and 29th.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board
authorize Mrs. Longsway and pertinent staff members to attend the Conference
on relocation at the new County Home on June 28th and 29th as per above.
