PALUSO, COMMISSIONERS L Minute No. 27 Office of County Commissisoners Washington, Pa., July 1, 1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan, Also being present: Chief Clerk Brady; Solicitor Diamond; Joe Speers and Roland Bourke of the Redevelopment Authority; John Cadez, Englehardt and Power; John Drake, Senior Citizens; Rich Nardine, Daily Notes; Dave Buddinger, Observer - Reporter; Earl Bugaile, WKEG and Mrs. Miller, League of Women Voters. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 26, each member having received a copy. Gi rr�ALU Co" 1� � EDWARD A4US0, COMMISSIONERS Chief Clerk presented to the Board for their consideration a On -The -Job Contract between the Office of Manpower Planning and the Automotive Services Council of Pennsylvania for training of Dennis W. Devenney as a mechanic. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board approve the above OJT Contract. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated June 25, 1976 from Richard L. Longini, Professor of Electrical Engineering and Urban Affairs, at Carnegie-Mellon University. Said letter stated that a new means of computer assessment of real estate has been developed at Carnegie-Mellon University, which is a more simple and least costly system to use than any they knew of. Dr. Longini stated that they had tested this new system in some neighborhoods in Alleghney County, but that they were interested in trying the procedure under a wider variety of conditions. Dr. Longini stated that the possibility of financ- ing this new use of engineering tools has been discussed with the Pennsylvania Science and Engineering Foundation of the Pennsylvania Department of Commerce. Dr. Longini asked if Washington County would be interested in participating in the pilot project for this system, and if so a "Letter of Intent'would be needed for submission to the PSEF. Dr. Longini also stated that tho-pgh,they would do the initial computing, the procedure would be made available to us and there would be no financial obligations on the part of our County if they receive this grant. Remarks: Mr. Morgan: A few months ago I attended a conference at Carnegie-Mellon on this very subject. They are doing a lot of research in trying to improve the assessment approach all over the United States. I recommend sZholeheartedly that we participate in this pilot program that they are proposing. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board instruct the Chief Assessor to provide the necessary information for the purpose of conducting a pilot project as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read a memorandum dated June 25, 1976 from Floyd A. Laubham, Analysis Planner, Washington County Planning Commission regarding the Catsburg Mine Drainage Treatment Project in Monongahela. Mr. Brady stated that this was an answer to the Board's request for any information concerning the financial obligations by the County for the Catsburg Project. Mr. Laubham stated that their information showed that the only financial obligation was the purchase of the property on which the Catsburg Project is to be constructed. �I? Chief Clerk informed the Board of a letter dated June 28, 1976 from Metro Petrosky, Clerk of Courts requesting permission to attend, with his deputy, John Makel, the annual convention for Clerks of Court and Prothonotaries at Seven Springs on July 6 through July 10. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve the request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated June 21, 1976 from Margaret Lonsway, Acting Administrator for the Home for Aged Women, advising that Henry Kubala, Maintenance -Watchman had resigned his position June 17, 1976, due to ill health. Chief Clerk informed the Board of a letter dated June 25, 1976 from Mary Jane Sicchitano, Election Office, announcing her resignation effective July 9, 1976. Chief Clerk requested permission to advertise for bids for the demolition of a two story frame house and garage situate in South Strabane Township and formerly owned by Carl and Helen Andrews, and as recommended by the Tax Claim Bureau. Mr. Morgan recommended that this be held in abeyance until the Socilitor has had an opportunity to review this matter. Chief Clerk presented a bill to the Board for their consideration and approval for $200.00 to be paid to Attorney George Anthou for four title searches for the Tax Claim Bureau. Chief Clerk informed the Board of a letter dated June 23, 1976 from Louise Abel, Child Welfare Services, requesting permission to renew their membership in the Pennsylvania State Foster Parent Association. Said membershir dues would be $15.00. Mr. Brady stated that this is a budgeted item, therefore needing no action by the Board. Chief Clerk read a letter dated June 26, 1976 from the Washington County Historical Society, in which they requested a budget allocation for I' 1 �7' $2,000.00. PALUSO, COMMISSICNE'RS Chief Clerk informed the Board of a transmittal letter dated June 25, 1976 from the Redevelopment Authority regarding a public hearing to be held on Juue-_30;'.1976. Mr. Brady stated that this involves a resolution approv ing the redevelopment proposal for the Polar, Walnut and North College Streets projects. Mr. Roland Bourke of the Redevelopment Authority then gave a further explanation on this matter. Mr. Bourke: This is a part of the City of Washington Community Development Program and under the law it requires that we prepare a redevelopment proposal for the City, which is to be approved by the local planning commission and by the City Council. At a joint public hearing with the Board of Commissioners, the City Council and the local Planning Commission, this was approved by the City Council last night. Mr. Bourke then informed the Board of the area which will be involved in this redevelopment. Mr. Bourke noted that the area on Walnut Street from the Commercial -Trade Building, plus two properties in the rear is being cleared for high rise housing for the elderly, and that the other two sites were being cleared for residential construction. Mr. Bourke stated that this involves the relocation of six families, seven individuals and a Senior Citizens Center. Mr. Bourke stated that they had budgeted $600,000 for this activity, which includes street.improvements, new lighting, landscaping and the purchase, demolition and relocation of the families. Mr. Bourke stated that this resolution, -is the last of a series of resolutions to be approved. Remarks: Mr. Morgan: What provisions have been made for the senior citizens. Mr. Bourke: The City of Washington has been working with our office for the last six to eight months, and I think it is down to two sites. We are going to make provisions to relocate them. One of the reasons for buying the school was to provide relocation expenses for the senior citizens. We are not only going to make provisions for the senior citizens, but we are developing,a new center for them. Mr. Paluso: Some of the equipment in the present Senior Citizens Center belongs to Community Action, and there will have to be some provision for new equipment. Mr. Bourke: Part of the rehabilitation of the two sites we are talking about will include furnishings. Mr. Speers: Yes, we will include certain furnishings and fixtures that are necessary to make it a proper Senior Citizens Center. Chief Clerk informed the Board of a letter dated June 29, 1976 from the McDonald. Free Library Association, expressing their appreciation for the contribution by the County to their library. Chairman stated that the Union Contract was ready for formal adoption and announced that at 2:00 p.m. today a Salary Board meeting will be held to implement all the items that have been agreed upon and negotiated in this Contract. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board formally adopt and execute the collective bargaining agreement between the County of Washington and Local 585 of the Service Employees International Union. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman stated that the Manpower Program is in need of an impartial Hearing Examiner, and recommended Attorney Samuel Pangburn for this position. Mr. Paluso added that it should be noted that Mr. Diamond will represent;.. the Washington County Manpower Program at the same hearings. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board appoint Attorney Samuel Pangburn as an impartial Hearing Examiner as per above.
