PALUSO, COMMISSIONERS Minute No. 31 Office of County Commissioners Washington, Pa., July 29, 1976 The Board of County Commissoners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond; John Cadez, Engelhardt & Power; John R. Duskey, 1976 General Chairman for Pony League World Series Baseball, Rich Nardine, Daily Notes and Bob Robertson, Observer -Reporter. Chairman noted forthe record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 30, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 30 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Commissioner Gilmore requested that the Chief Clerk read the follow- ing Resolution regarding Pony League Baseball. WHEREAS, Pony League Baseball has been an important and valuable program for the youth of Washington County for 25 years; and WHEREAS, Washington, Pennsylvania, is the home of Pony League Baseball; and WHEREAS, the Commissioners of Washington County believe the Pony League Baseball Program, particularly in the City of Washington, the Home of the World Series, has been a credit to the citizens and youth of Washington County and it is the desire of the Commissioners that the program continue and expand; NOW, THEREFORE, we the Commissioners of Washington County do hereby proclaim August 18 thru August 26, 1976, Pony League Baseball week in the County of Washington. Remarks: Mr. Gilmore: Mr. Duskey, who is the Chairman of the World Series this year is here today, and he reminded me that it is not just Washington, Pa. There is currently a host division tournament that is just starting out to determine who is the host team and that is from Washington County. There are teams from Charleroi, Monongahela and so forth that are competing in that. If my memory serves me correctly, Monongahela was at one time a Pony League World Champion and Washington on two occasions has been a world champion, so this is something that the whole County has benefited from and has been active in for 25 years. I think that probably it has gone largely unnoticed. It has not been pushed. Everyone knows of Williamsport and Little League Baseball, but right here in River City, we have the home of Pony League Baseball, and you go to Pittsburgh and they have never heard of it. I think it is time we pushed this kind of thing. It is good for the County, and certainly good for the young people. It is a program that I have participated in and many other people I know. We are here to proclaim the week of the World Series in Pony League Baseball week in the County and hope that everyone goes out and sees a ball game. Old Business: Chairman noted that Mr. Gilmore had attended a meeting yesterday in Harrisburg regarding Post Card Registration and asked if he had any comments to make. Mr. Gilmore stated that he thought that this type of registration was going to be a valuable tool in getting people to register to vote. Mr. Gilmore explained that basically this is a system where a person can fill in the appropriate form and mail it in to our Voter Registration Office, and in turn they will receive a stub in the mail that it has been processed, and eventually they will receive their card registering them to vote. Mr. Gilmore displayed a sample of one of the forms which -are to be supplied by the Bureau of Elections, Department of State, Commonwealth of Pa. He stated that a shipment of 20,000 forms is expected in the mail from Harrisburg at any time, and that eventually we will get a total of 60,000 forms. He further stated that the registration goes into effect next Monday, and we will have to be in the position to process these forms by mail. He also stated that in addition to the County receiving these forms, the Chairman of both political parties in the County, the League of Women Voters and the AFL-CIO Political Action Committee will also receive a a supply. Mr. Gilmore stated that other groups or organizations wishing to get these forms for distribution can obtain them from the County or from the County Chairman. Mr. Gilmore added that these forms must be filled out properly and completely, and if not the Act (House Bill 1957) requires rejection. He strongly pointed out that these forms must be mailed in because of the pre -paid postage. Mr. Gilmore also stated that he thought this to be a reasonably good system, and it is anticipated that Washington County should be able to register 15,000 people. Said notice advised that the Commission has set September 28, 29 and 30, 1976 at 10:00 a.m., in Room 1211-1212, State Office Bldg, 300 Liberty Ave., Pittsburgh as the time and place for hearing on this matter. Chief Clerk informed the Board of a letter dated July 22, 1976 from the Southwestern Pennsylvania Regional Planning Commission, which enclosed the minutes of the Washington County Rural Transportation Advisory Committee meeting held on June 18, and also included a copy of the handouts distributed at the meeting. Mr. Morgan stated that this meeting was held to explore the possibilities of reactivating the rural transportation program. Chief Clerk informed the Board of a letter dated July 22, 1976 from the U. S. Department of Agriculture, Soil Conservation Service regarding Kings Creek Watershed Project. Mr. Brady summarized this matter by explaining that the delegation from Hanover Township is mainly opposed to Dam 2, and they have dicussed other alternatives and have gone to Representative Brunner, who in turn has gone to the Department of Agrigulture requesting that another public meeting be held to allow the residents of Hanover Township to present their reasons for opposing the Kings Creek Watershed Project. Mr. Brady stated that the information from the Department of Agriculture is that the information about other alternatives is not presently available, and therefore, could not be discussed at a public meeting, but if the sponsors and Board of Commissioners wish they would be happy to arrange a meeting to listen to any opposing views. Remarks: Mr. Gilmore: There was a meeting previously held in April and -they went over these various objections at that time. If the people out there want a meeting I am sure we could set one up. I just don't know if they have explored any alternatives to this point. They can give them no other further information thar, what they gave them in April, but we can certainly have another meeting. I am interested in finding out what their objections are. We had some correspondence from the Township officials in regard to the potential cost to Hanover. As it stands now, no community in Pennsylvania is going to be participating in any dollar amounts. We are only technically sponsors because the actual construction. site is in our County, and the same way with Hanover Township. We have to be sponsors in order for the project to go ahead because it--is-physically located here, but the benefits to be derived are in West Virginia and Ohio. They were going to spend their money and it wasn't really any cost to us. If there is some beyond the money angle, if there is some objection to the location or other nature, I am not aware of it. So on that basis, I think there should be a meeting to find out what those objections are. Mr. Morgan: Could I ask you to check with the local officials in Hanover and see what they want done for their people out there. COMMISSIONERS u n 1 Chief Clerk read a letter dated July 27, 1976 from Carl R. Rotz, Business Manager, Washington and Jefferson College, requesting permission to use the Arden Downs field within the trotting circle for fielding a soccer team this fall to participate in intercollegiate competition. Said letter stated that they have insufficient playing surface for team practice and they are trying to locate an off -campus field suitable for this purpose. Said letter stated the field would be needed from 4:30 p.m. and 6:30 p.m., Monday through Friday, from approximately September 1 to November 1, and that this practice would be under the supervision of their coach, and the College liability coverage would extend for such use. They also stated that they would consider paying a nominal rental should this be required. Remarks: Mr. Paluso: I had a call from the College, and they are going to field the soccer team for the first time, but as they explained they do not have a suitable field. There is a soccer field layed out in the interior circle of the track at Arden Downs, and I would recommend that we forward this request to the Fair Board who is presently leasing the property involved, and ask them if at all possible to grant this request to W & J. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board recom- mend approval to the Fair Board for the request made by Washington and Jefferson College as per above; and that the field shall be available at no charge and that the College shall be responsible for the maintenance of the field. Chief Clerk informed the Board of a letter dated July 14, 1976 from Child Welfare Services, advising that Jeffrey L. Dykstra, Caseworker, will be receiving a salary increase effective July 5, 1976, from an annual salary of $10,523.00 to $11,032.00. Chief Clerk read a letter dated July 20, 1976 from the Washington County Bicentennial Commission regarding the creation of a cemetary locator file listing burial places in Washington County, with particular attention to those of Revolutionary War Soldiers. Said letter stated that these references are a unique and va uable soi'rce for historical research, and as far as is known, there are no uplicates stored elsewhere. Letter stated that as a safeguard against fire and other possible loss, it has been suggested that these records be photocopied and loaned to Citizens Library as part of the Bicentennial Cemetary Locator Project. Remarks: Mr. Paluso: I think this is a reasonable and good idea. We should instruct Mr. Obitko and any other department concerned to xerox copies of all this information and foward it directly to the library rather than to Mr. Chattaway. Mr. Morgan: Mr. Brady, would you get in touch with Mr. Chattaway informing him that we approve of his suggestion, and get in contact with Mr. Obitko to have him xerox the necessary information. Mr. Diamond referred to the bids which were opened last week for demolition of a two story frame house - garage in South Strabane Township, and stated that he had reviewed the bids and recommended that the bid be awarded to Tri State Salvage Co., Inc., which was the lowest bid received and had met all specifications. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for demolition of a two story frame house -garage in South Strabane Township to Tri State Salvage Co., Inc., Box 94, Canonsburg, Pa., for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. Regarding the aids received for printing of the Washington County Home Rule Charter, Mr. Diamond stated that he had reviewed these bids and recommended that the bid be awarded to McPeake Printing Company of Canonsburg. Mr. Diamond stated that they had sent in two bids, one for No. 2 posts at $1,259.00 and one for No. 3 posts at $1,374.00, both of which are approved by Penn Dot.
