COMMISSIONERS Minute No. 34 Office of County Commissioners Washington, Pa., August 26, 1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond; John Cadez of Engelhardt & Power; John Stevens, Observer -Reporter; Rich Nardine, Daily Notes, Earl Bugaile; and interested citizens. Chairman noted for the record that two Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 33, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 33, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 61d Business: Chief Clerk stated that Mr. Robert Sweger, Supervisor of Hopewell Township was in attendance today to present a letter to the Commissioners regarding construction of a bridge which would connect two country roads for a N/S passage through Cross Creek Park. Mr. Sweger requested that the Chief Clerk read said letter of August 26, 1976, submitting a proposed project for the Commissioners examination which was designed by and constructed for the Pennsylvania Department of Transportation. Said letter gave a description of the proposed project, the location, justification and cost involved. Remarks: Mr. Morgan assured Mr. Sweger that the proposed project would be given a th+ovoq#h examination and his suggestions would be taken under consideration. Engelhardt -Power & Associates - $5,612.00 2. George Anthou - $50.00 3. Pa. State Assoc. of County Commissioners - $271.59 Moved by Mr. Paluso, seconded by Mr. Morgan, that the foregoing bills be approved for payment. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorizatibn to advertise for bids for approximately 627 feet of fencing to be installed around the Canon -McMillan stadium in connection with the Flood Control Project. Moved by Mr. Paluso, seconded by Mr. Morgan, that the Chief Clerk be authorized to advertise for bids As per above, and that the fencing be installed at the earliest possible time. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk stated that the Office of Employment and Training is currently renting 5,500 square feet of their building and would like to occupy the remaining 1,800 feet . Mr. Brady requested authorization to negotiate and prepare a lease for this additional space. Moved by Mr. Paluso, seconded by Mr. Morgan, that the Chief Clerk be authorized to negotiate and prepare a lease for the office space as per above. Remarks: Mr. Paluso: I believe that this was recommended by the Regional Manpower Director and the officials from Philadelphia, who said we should have additional space down there and that was the space they recommended. Mr. Morgan: And the funds expended are totally federal Manpower funds for this additional space. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested permission to lease a mailing machine for a period of 24 months for the Office of Employment and Training at a cost of $80.30 per month. Moved by Mr. Paluso, seconded by Mr. Morgan, granting permission to the Chief Clerk as per above. Roll call vote taken: Mr. Paouso - Yes; Mr..Morgan - Yes. Motion carried unanimously. Concerning the partial collapse of Allenport BrilWe ,the Chief Clerk 258 MINUTE BOOK BOARD OF COUNTY COMMISSIONNERS n�+(� WASHINGTON COUNTY, PENNSYLVANIA 'FICMALCOLM L. MORGA�II;�t�, EDWARD M. PALUSO. COMMISSIONERS asked that the Commissioners declare this an emergency situation and that a temporary bypass be constructed for school buses and other traffic in that area. Remarks: Mr. Diamond: As I understand it the bridge -collapsed and you must construct a temporary bypass, and this is a matter of some urgency to necessitate school bussing and other traffic. Moved by Mr. Paluso, seconded by Mr. Morgan, that the Board declare the partial collapse of Allenport Bridge No. 2 on Bridge Street as an emergency situation, and authorize the necessary temporary repairs immediately, in order to facilitate the movement of traffic including school buses, fire engines and ambulances.in that area. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Brady asked if the foregoing motion included the smeary easements to be obtained from the property owners. Mr. Morgan stated that this was the stumbling block, and that we could not go onto prciyvite property to create the bypass to reconstruct the new bridge. Mr. Morgan stated that this woAld have to be approved; and asked Mr. Brady to read the parties involved. Mr. Brady stated that the parties involved are the County of Washington and John K. Mihealsick, Jr. and Gertrude Mihealsick, his wife, of the Borough of Allenport. Moved by Mr. Paluso, seconded by Mr. Morgan, that the Board approve the easement agreement with Mr. & Mrs. Mihealsick for the sum of $1.00, and to be forwarded to them immediately.as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Brady stated that several weeks ago the Commissioners wrote to the Department of Health in Harrisburg concerning the allocation of emergency medical services funds. Mr. Brady reported that a reply dated August 16, 1976 had been received from William C. Dethlefs, Director, Division of Emergency Health Services. Mr. Dethlefs stated in his letter that he had conferred with Secretary Leonard Bachman, who made the decision concerning the allocation of these funds, and who had taken the position that the portion of the appropriatiol devoted to statewide projects is necessary and justifihble. Mr. Dethlefs stated that they have made every effort to expend available resources directly at the local and regional level on a proportional basis, in addition to developing statewide programs of benefit to theoentire Commonwealth. Mr. Brady added that what Mr. Dethlefs is saying in effect is that the original 2.2 million dollars which was reduced to 1.1 million dollars was justifiable to use in statewide C 1 research and so forth. PALUSO, COMMISSIONERS L 1 F� Chief Clerk read a letter of appreciation dated August 23, 1976 from the Burgettstown Borough Council thanking the Commissioners for the generous county -aid allotment to their community. Chief Clerk informed the Board of the rectipt of the Washington County Mid -Year Fiscal Review from the Pennsylvania Economy League, Inc. which analyzes the fiscal condition of the County's General Fund relative to budget estimates as of June 30, 1976. Said Review ended in summary by stating that Washington County has done a credible job of controlling expenditures to date and the County should co;nplete 1976 with a cash surplus. However, the size of the ending cash balance will be largely dependent upon the County's ability to collect a very substantial portion of the current real estate taxes which remain uncollected at this time. Remarks: Mr. Paluso: This is the first time in my five years in office that there has ever,been aq interim budget report available for the news media and for the public so that they have some idea of the expenditure of their money and how it is coming along at the mid point of the year. I would like to thank our staff Mr. Brady, Mr. Gillespie and Mrs. Falcon who were primarily the ones who are responsible for the close monitoring of this budget and you can see by the numbers in this report, incidentiily-this is unsolicited with no input from the Commissioners. The report is done by the Pa. Economy League as a separate body so there is no "fudging" in this report. I think they have done a credible job and I think we should thank them formally at this time. I might point out one item in this that cause problems for all municipal governments - an argument that the news media has been in on in the past years. If you will look the spot where it says "bills from prior years" you will notice ... I think you will all remember sitting and listening to several of our discussions on this budget in February. This figure was an inflated figurez The figure that was the best estimate we could make at the time was $175,000, and if you notice in here the bills from prior years that were not paid are now up in the $190,000 bracket and there are still more to come. I -think it justifies the debate that took place here in February where there were certain individuals who would not, and who argued violently that thit was not the case and I think we are justified now in the position we have taken in the last two or three years concerning those prior years bills. Chief Clerk informed the Board of two requests from the Domesticr Relations Offices: Travel request for Beverly Kubena to attend the Introduction to Family Therapy Techniques Seminar to be held in Akron, Ohio, on September 14, 15 and 16, 1976. Also a travel request for Barbara Gibbs, Deputy Court Administrator and Betty Ross, xhQ-will represent President Judge Sweet, at the 25th,aAnnual Child Support Enforcement Institute in Philadelphia on August 30, 31 and September 1, 1976. Mr. Brady stated that all funds for this training will come from the new program for Child Support Enforcement., Moved by Mr. Paluso, seconded by Mr. Morgan, approving the two requests as per above. Chief Clerk informed the Board of a request for the release of funds for ;several urban county development projects from the Washington County Community Development Agency. Remarks: Mr. Paluso: There is albt of misunderstanding on this�:Community Development Act among the various municipalities and townships where some people and some of the news media are under the impression that these funds are held by the County and then distributed at our whim, so to speak. What this is is a formality of signing the paper to go to the Department of Urban Renewal and they control the funds, they ok the projects, they release the funds to.tffeo rious munici- palities if all the criteria is met. Our role is strictly as red tape. Chief Clerk informed the Board of a request from Margaret Piasente, Housekeeper at the County Home for Men, for a 60 day leave of absence due to illness.effective August 1, 1976. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing request by Margaret Piasente. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from James B. Penn, Orderly at the County Home for Men, for a six month leave of absence without pay due to illness, effective August 1, 1976. Remarks: Mr. Paluso: This request is really superfluous. Mr. Penn was placed on dis- abilityarwhich in the event he is able, he would automatically be reinstated. A six month leave of absence is against the County policy and is superfluous. Mr. Morgan: This orderly applied for his disability pension through the County I don`.t really think we need that... he has gone on disability. Mr. Paluso: If he would be ready to work again, he would automatically be reinstated. Chief Clerk informed the Board of a request from Katheryn I. Penn, wife of James B. Penn, and Housekeeper at the County Home for Men, for a 30 day leave of absence due to the illness of her husband, effective August 11, 1976. Solicitor Diamond stated that he had prepared the final draft of two leases which had previously been approved at a 4!aaltier meeting and were now ready to be executed by the Board. Those being a lease for the Senior Citizens Center and the Magistrate's office, both located in Burgettstown. Mr. Diamond informed the Board that the Senior Citizens Center lease had been drawn up for a period of one year, but that the Lessor had requested a four year lease. Concerning renewal of the lease for Magistrate Lilley's office in Meadowlands, Mr. Diamond stated that this had been previously discussed and the Lessor is required to do a certain amount of work, such as installing air- conditioning, carpeting and some repairs, at a monthly rental of $385.00 for a period of six years. Moved by Mr. Paluso, seconded by Mr. Morgan, that the Board approve the six year lease for Magistrate Lilley's office as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding a previous meeting, Mr. Paluso stated that a request had been made by W & J College to use the infield of the Arden Downs track for soccer practice and games. Mr. Paluso stated that this request had been referred to the Fair Board, and asked Mr. Brady to follow up on this matter to see what decision had been made. Meeting adjourned.
