PALUSO, COMMISSIONERS Minute No. 37 Office of County Commissioners Washington, Pa., September 16,1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond, Budget Director Gillespie; Donald Ligman, Project Coordinator; Joan Jessen and Helen Miller, League of Women Voters; Mr. Leo Trich and Mr. Paul Maust, representative. for the city of -- Washington; Earl Bugaile, WKEG; Rich Nardine, Daily Notes -and Bob Robertson, Observer Reporter. Absent being: Commissioner Paluso. Chairman noted for the record that two Commissioners, the Chief Clerk, the County Solicitor and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 36, each member having received a copy. Moved by Mr.Gilihore, seconded by Mr. Morgan, that Minute 36,'-,be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Chairman stated that a request had been received from the Office of the Mayor to install a traffic control at the corner of Dunn Avenue and East Meiden Street in order to minimize the danger to children who must travel this road every day on route to the new Washington education complex. Mr. Morgan then read the entire letter from Mayor Michael E. Johns dated September 13, 1976, which also stated that Penn Dot has approved the plans for the traffic control at this intersection, however, the city does not have the finances to purchase the traffic light. Therefore, Mayor Johns and the Council of the City of Washington formally requested that the County Commissioners, through their state liquid fuels emergency fund, assist the city in purchasing this traffic signal, at an estimated cost of $25,000. Mr. Morgan then read his response to Mayor Johns stating that the Commissioners have authorized $25,000 to the City of Washington from the County Liquid Fuels Tax. Mr.,Morgan recommended in his letter that the necessary procedures be followed to re -allocate this $25,000 from the city's road building program to this traffic control program, and hoped that these funds would help solve this problem concerning the safety of -the youngsters that live in the City of Washington. The Valley Independent - $152.52 2. Observer -Reporter - $57.10 3. Farview State Hospital - $2,325.00 4. Coventry Care, Inc. - $490.00 5. McDonald Associates - $1,704.78 6. Felice Associates, Inc. - $1,380.24 Moved by Mr. Gilmore, seconded by Mr. Morgan, that the foregoing bills be approved for payment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read the following letter dated September 9, 1976 from Mr. Jack B. Wagner, Director of Elections: Gentlemen: The recent primary election held April 27, 1976 presented a problem whereby one local Election Board served two precincts. The two precincts involved are Washington 4-1 and 4-2. Both precincts vote at the Citizens Library on College Street. The total number of registered voters in precinct one is 202 and the total for precinct two is 166 making a grant total fdr both precincts,368. I would like to suggest that both precincts be merged into one precinct and that one local board serve the merged precincts. /s/ Jack B. Wagner Remarks: Mr. Morgan requested that a copy of Mr. Wagner's letter be sent to the city officials and to both party officials that are in those precincts. Mr. Morgan also requested that Mr. Brady schedule a meeting for the Election Board to consider Mr. Wagner's request after response has been received from the local officals.that are involved. Chief Clerk informed the Board of a letter dated September 3, 1976 from C. Delores Tucker, Secretary of the Commonwealth, which stated that the Department of State Bureau of Elections offers the following challenge to all County Election Officals: Register more eligible voters in your county than in any other in the state by October 4, 1976. Said letter stated that the county registering the #ighest percentage of voters will be invited to receive a special presentation from Governor Shapp and Ms. Tucker in Harrisburg. Regarding post card registration, Mr. Gilmore reported that as of September 14, 1976, a total of 3,247 people have been registered to vote of which 1,893 have been by the new post card registration. Mr. Gilmore pointed out that this was pretty good in light of the registrations in the past, and added.-_: that last year throughtthis time a total of just under 500 people had been registered eitheryby field registration or persons coming into the courthouse. COMWUSSIONERS Mr. Gilmore also reported that the post card registrations are coming in at a rate of 50 per day by mail, and he felt that this would increase between now and when the books are closed for the November election. Mr. Gilmore felt that this particular system is working very well according to the figures. Chief Clerk read a letter of resignation dated September 8, 1976 from Carol Charles, Caseworker for Adult Welfare Services, effective September 17, 1976. Chief Clerk informed the Board of a notice from the Pennsylvania Public Utility Commission advising that the Commission has set October 8, 1976, at 10:00 a.m., in the Veterans and Engineers Office, Washington, as the time and place for hearing on the Application of the Borough of Donora for approval of (1) the abolition of the crossing at grade, by closing First Street where it crosses the tracks of Consolidated Rail Corporation and (2) the construction of a crossing, at grade, in lieu thereof where Sixth Street as extended will cross the same tracks of said corporation, in the Borough of Donora, Washington County, and the allocation of the costs and expenses incident thereto. Mr. Morgan requested that a copy of this notice be sent to Mr. Keery McAmbley. Chief Clerk read a letter dated September 2, 1976, from the Donora Veteran's Council informing the Board that they are completing their plans for the Veterand_. Day Celebration on November 11, 1976, and asked that the Board of Commissioners continue their support with a contribution for this purpose. Said letter also extended an invitation to attend a luncheon on November llth, and that they would inform the Board of the location at a later date. Chief Clerk read a letter from the League of Women Voters of Peters Township, in which they stated that they were very proud of their Voters Guide and Legislative Guide publications, and requested that the County of Washington assist in these very important projects by declaring the week of October 11 as "League of Women Voters Week". Said letter stated that this is the one time of the year that they appeal to the community for some of the funds they will need to continue such projects as the Voters Guide and Legislative Guide. Moved by Mr. Gilmore, seconded by Mr. Morgan, declaring the week of October ll,as "League of Women Voters Week". Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read a letter dated September 8, 1976 from Mayor Robert R. Jacobs., Borough of Dunlevy, thanking the Commissioners for the three men under the Youth Program. Mayor Jacobs stated in his letter that alot of work had been done that otherwise would not have been done without the help of these men. PALUSO, COMMISSIONERS Chief Clerk informed the Board of a request from Richard Gubanish, Chief Assessor to attend the Assessor's Convention at Seven Springs on September 29, 30, and October 1, 1976. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing request by Richard Gubanish. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their approval an Equipment Maintenance Agreement with Pitney Bowes for the mailing machines located in the Office of Employment and Training. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the Equipment Maintenance Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read a Resolution for the Board's consideration, which would proclaim the year of 1976 as "Bicentennial Design Bond Year", a time for each and every citizen to participate in the regular purchase of U.S. Savings Bonds. Resolution. Moved by Mr. Gilmore, seconded by Mr. Morgan, adopting the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman recommended the appointment of David M. Marshall of Charleroi, Pa., as representative on the Southwest Pennsylvania Economic Develop- ment District Board of Directors. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the appoint- ment as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request that the Commissioners arrange with the Pennsylvania Economy League to conduct a study of the facilities at the Washington County Tax Assessment Office. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the fore- going request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Moved by Mr. Gilmore, seconded by Mr. Morgan, authorizing -.the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Washington County Planning Commission for approval for Carlana Rhoten, Research Assistant to attend three conferences being conducted by the Governor's Office of State Planning and Development. The Commission stated in their letter of September 14, 1976, that the Commonwealth will reimburse Washington County for all expenses incurred by Ms. Rhoten in connection with these conferences. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing attendance by Carlana Rhoten. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Remarks: Mr. Morgan: I have just one question on Mr. Wagner's bidding, did he askeany- thing about%,the Home Rul& ballot, or is it going to be on the same ballot? What is the correct procedure. There is nothing about a separate ballot in the bidding specifications. Mr. Brady: I have sent for Mr. Wagner to answer these questions. Mr. Morgan: Since there is a question on this, I would recommend that this be tabled until next week. b. Delivering of Ballot Boxes with Election Supplies 1. Earl Riggle R. Moved by Mr. Gilmore, seconded by Mr. Morgan, that the Washington County Commissioners award the contract for the Delivering of Ballot Boxes with Election Supplies to EARL RIGGLE, R.D. #4, Box 230, Washington, Pa. 15301, for the amount set forth in his bid; this being the lowest and only responsible bid received in accordance with specifications. Said action subject to the approval of the County Solicitor. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. c. Printing and Deliverinq of Election Supplies 1. Moved by Mr. Gilmore, seconded by Mr. Morgan, that the Washington County Commissioners award the contract for the Printing and Delivering of Election Supplies to WILLIAM G. JOHNSTON COMPANY, P.O. Box 6759, Pittsburgh, Pa. 15212, for the amount set forth in his bid; this being the lowest and only responsible bid received in accordance with specifications. PALU30, COMMISSIONERS (Mr. Jack Wagner, Director of Elections, entered the meeting.) Discussion: Mr. Morgan: Is there any consideration in essence to the bid,of which Mr. Badzik was the only bidder, on the Home Rule ballot. Is it going to be on a separate ballot or part of the larger ballot, or what? Has it been decided? Mr. Wagner: The Home Rule Charter, as I read -At, does not indicate that the question must be placedkon a separate ballot. It says the question shall appear on the ballot, and that is my understanding. There will be other questions in certain areas to appear on the ballots. I understand there will be a question for the city of Washington, and a question for the Township of Carroll, but these questions will only appear -:in the particular area that they are involved in. Mr. Morgan: Mr. Wagner would_-you_get with_Mr.__Diamond to resolve this as to what way we are going to do this. Whether it is going to be a separate item or it is going to be on the larger ballot. Mr. Diamond: If it is going to be on this ballot, I would think it would be proper to award this bid as it is the only one that you have and then if there is a change order, do it on the basis of the change order. I would say that it would be proper and legal to do it that way. Moved by Mr. Gilmore, seconded by Mr. Morgan, that the Washington County Commissioners award the contract for the Printing and Delivering of the Ballots to BADZIK PRINTING SERVICE, INC., 401 Thompson Avenue, Donora, PA 15033, for the amount set forth in his bid; this being the lowest and only responsible bid received in accordance with specifications. Said action based upon the recommendation of the County Solicitor as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the bids received for Fencing around the Canon -McMillan School Stadium, Mr. Diamond stated that of the four bids received the lowest was from North American Fencing Corporation in the amount of $3,076.00. Mr. Diamond stated, however, that this bid deviated from the specifications by adopting a footnote on the acceptance and indicating certain changes were going to be made in the size of the terminal fence posts and the line fence posts. Mr. Diamond stated that this was checked with the County Engineer whose opinion was that this deviation would materially lessen the strength of the fencing, and therefore, Mr. Diamond recommended that this bid be rejected. Mr. Diamond then stated that of the other three bids, which met the specifications, the lowest bid received was from Allegheny Fence Construction Co., Inc., and he recommended awarding of the bid to this company. Moved by Mr. Gilmore, seconded by Mr. Morgan, awarding the contract for the Fencing around the Canon -McMillan School Stadium to ALLEGHENY FENCE CONSTRUCTION CO., INC., 4301 Irvine Street, Pittsburgh, PA 15207, for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. of the County Solicitor.
