Minute No. 39
Office of the County Commissioners
Washington, Pa., September 30, 1976
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Gilmore, Paluso and Morgan. Also being
present: Chief Clerk Brady, Solicitor Diamond, Mrs. Miller from the League of Women
Voters, Rich Nardine of the Daily Notes, David Lester of the Brownsville Telegraph,
Bob Robertson of the Observer -Reporter, Earl Bugaile of WKEG Radio, and Budget
Director Gillespie.
Chairman noted for the record that the three Commissioners, the Chief Clerk
and the County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 38, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 38 be
approved as read.

Special Order of Business:
Chief Clerk stated that Mr. Roland Bourke, Executive Director of the
Redevelopment Authority was present.
Mr. Bourke stated that they received a proposal for 1.2 acres for the Canons-
burg Curry Field Project from GS Associates. Mr. Bourke stated that it was a masonry
building which will have 20 parking spaces. The total square footage of the building is
11,260 sq. ft. , and the total cost of the building is approximately $275, 000. This building
will be used for warehousing, garage repairs, sales area, lounge and offices. This will
employ between 16 and 20 people and is expected to be expanded to employ 25 people.
Mr. Paluso asked if the local municipality was aware of this. Mr. Bourke
stated that they were and that they had no objections.
Chief Clerk then read the resolution approving the proposal for redevelopment
of disposition of Parcel No. 3-A in the Canonsburg Curry Field Urban Renewal Project,
Penna. R-165 to GS Associates, and the form of the redevelopment contract with said
developer.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing resolution
be approved.

Remarks:
Mr. Paluso asked if there was any timetable on the completion of this project.
Mr. Bourke stated that they Just received bids and that they hope to start construction
in the middle of November.
Mr. Paluso then stated that he toured the MIDA Redevelopment property in Donora last
week and stated that if his memory serves him correctly, there were about $14, 000
worth of trees planted there. Mr. Paluso asked whose responsibility it was to take care
of this property.
Mr. Bourke stated that it was our responsibility.
Mr. Paluso stated that there were weeds 2 - 3 feet high and that about 10 of the trees
were dead. Mr. Bourke stated that the contractors who put the trees in stated that they
would replace the trees, but they won't replace them until spring. Mr. Bourke stated
that they would have the weeds cut.

Chief Clerk then presented the following bills to the Board for their
consideration and approval:

Chief Clerk read a mailgram from the Vice -President of Volkswagen
of America, Inc., which stated that on Tuesday, October 5, at 11:00 a.m. , the
Commonwealth of Pennsylvania, represented by Governor Milton Shapp, will officially
transfer the Volkswagen tWestmoreland Plant, to the Volkswagen Manufacturing Corporatior_
of America. The ceremony will include the handing over by Governor Shapp of a large
symbolic key, ' and following the ceremony, there will be a display of Volkswagen pro-
ducts and a buffet luncheon.
Chief Clerk informed the Board of a request from Louise Abel, Director
of Child Welfare Services, that she be permitted to attend a state-wide workshop held by
the Bureau of Child Welfare to assist county Child Welfare Agencies to begin implementing
the Child Welfare Account Structure Annual Plan and Title XX. This workshop will be
held on October 7, 1976, in Harrisburg.
Remarks:
Mr. Paluso suggested that it might be a good idea for Budget Director Gillespie to attend
the workshop also. Therefore, the Board decided that they would discuss this with
Mr. Gillespie.

Also from Child Welfare Services, Chief Clerk advised the Board of a notice
which stated that Marsha Wilson, Caseworker, will be receiving a salary increase
effective September 13, 1976. Mrs. Wilson is to be granted an increment from an
annual salary of $11, 540. 00 to an annual salary of $12, 108.00.
Chief Clerk informed the Board of a letter directed to the Board from the
Child Welfare Services which stated that Mrs. Thelma Gall has resigned her position as
Clerk -typist I effective October 1, 1976, due to accepting a position at Western State
School and Hospital.
Chief Clerk then requested approval of a change order for $745.000 in order
to tile the library and chapel rooms at the Extended Care Facility. Chief Clerk stated
that it was decided that- the rug should be replaced with tile. Chief Clerk stated that the
tile will be placed underneath the carpeting.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve the
change order as per above.

Chief Clerk advised the Board of a request from the Employment and Training
Department that Jbhn Paterra be given approval to attend a conference sponsored by the
Mid -Atlantic Manpower Professionals Association to be held in Morgantown, West Virginia,
on September 29, 30, and October 1, 1976. Chief Clerk stated that expenses will be
paid by the federal government.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that John Paterra be permitted
to attend the Mid -Atlantic Manpower Professionals Association Conference as per above.

Chief Clerk read a letter addressed to Mr. Mastrangelo, Administrator of the
County Home for Men, from the Chartiers Township Volunteer Fire Department, which
stated that on August 14, they made its annual tour and inspection of the facility. Said
letter stated that t hey found everything to be in order and that they have no criticisms
whatsoever. Said letter also stated that when the new buildings are completed, they look

forward to the opportunity of familiarizing their department with the layout and the
safety precautions.
Remarks:

that we will let them know when the new

is available for inspection.
Chief Clerk informed the Board of a memorandum directed to the County
Election Officials from the Commissioner of Elections, Commissions and Legislation,
regarding extension of business hours on October 4, 1976. Chief Clerk stated that the
memo stated that October 4 is the deadline for registering and they are asking what the
hours will be for our registration office. Chief Clerk stated that in the past the
registration office was open on Friday until 9:00 p.m., just before the final day, and
also on Saturday, until 1:00 p.m., and on Monday until 9:00 p.m. Chief Clerk stated
that he has spoken with Mr. Wagner, Director of Elections, and he recommends that
this same schedule be maintained this election.
Chief Clerk stated that Mr. Wagner requests that the Board of Elections
schedule a meeting for the purpose of discussing the merger of Washington Precincts
4-1 and 4-2, and that this meeting be held on October 6, 1976, at 9:30 a.m.
R emarks :
Mr. Diamond stated that there are statutory time periods which must elapse by way of
notice to the people in that area, 'plus the fact that it cannot be changed less than ten
(10) days prior to the general primary election.
Mr. Morgan stated that the Board directed Mr. Wagner to send a letter to the people
involved and to review their responses. Chairman stated that he approves Mr. Wagner's
request and instructed Mr. Brady to schedule the meeting.
Mr. Morgan stated for the benefit of those present, that this was one of the precincts
in which we had trouble getting people to work. Mr. Morgan stated that this precinct
was very small and that the Board was contemplating merging the two precincts, but
there are certain rules and regulations that must be adhered to in order to merge them.
Mr. Morgan stated that if they do not get them merged, he presumes that they will try
to man them with county employees like they contemplated last spring.
Mr. Paluso stated that both precincts vote in exactly the same place, so there is really
no significant change.
Mr. Paluso also stated that there have been several changes made in California precincts
voting places. He stated that the voting place has been changed three times in the past
week. Mr. Paluso stated that this will also have to conform with the notice schedule
and stated that this should be brought up at the meeting also.
Chief Clerk informed the Board of a letter dated September 24, 1976, from
the Veterans Administration Regional Office, which stated that it is conducting its second
Refresher Training Course of the year 1976, in Room 2214, 1000 Liberty Avenue,
Pittsburgh, Pa., on October 21 and 22.
These sessions
will be
repeated
on October 28
and 29. The purpose of these sessions
is to review the
changes
in laws,
regulations,
and procedures affecting veterans benefits. Chief Clerk then requested that the Board of

Commissioners authorize Mr. Obitko of the Veterans Office to attend.
Remarks:
Mr. Paluso stated that he may also attend this Training, Course.

Chief Clerk informed the Board of a letter dated September 13, 1976, from
J. Wendal Ramey, of the Mon Valley Health & Welfare Council, Inc., in which he stated
that they wish to thank Mr. Morgan for his letter of endorsement for the Central Intake
and a Systematized Referral Approach to the Delivery of Human Services project.
Chief Clerk stated that the next item is in regards to the County Conservation
District. Mr. Morgan stated that this was a recommendation to re -appoint Mr. Eugene
Painter to the Conservation District Board. Mr. Gilmore stated that he would recommend
that Mr. Painter be re -appointed, and that he has been a very active member of the
Board. Mr. Gilmore also stated that he has been very active in carrying out programs
on his farm. Mr. Gilmore stated that Mr. Painter lives on the Manchester Plantation
Farm at Avella.

appointed to the County Conservation District Board.

Mr. Gilmore stated that the late Mr. Flynn had won around the time of his
death, the Watershed Man.- of the Year Award in Pennsylvania. Mr. Gilmore stated that
he will be going to the annual state conference at Carlisle next Tuesday to accept the
aware in Mr. Flynn's behalf.
Chief Clerk informed the Board of a notice from the Washington County
Farmers Association in which they announced their annual meeting to be held on Wednesday,
October 20, at 7:00 p.m., at the Third United Presbyterian Church in Wo1fdale.
Chief Clerk then informed the Board of a memorandum from David L. Gilmore,
Commissioner, in regard to the annual United Fund drive for Washington County. The
United Fund drive begins the week of September 27, 1976. Chief Clerk stated that
Commissioner Gilmore is the campaign chairman for the governmental division of
Washington County.
Chief Clerk read a letter directed to Mr. Dushan Nicksick of the Washington
County Engineers Department from the Adult Welfare Services. Said letter stated that on
behalf of the Washington County Home for the ,aAge-rd , and the Social Services Division,
they would like to extend their sincere appreciation to the Engineers Department for all

of their services provided during the Bicentennial Picnic.
Chief Clerk informed the Board of a second letter addressed tothe Washington
County Engineers Department from the Washington -Greene County Tourist Promotion
Agency in which they thanked the Bridge Department for their help in readying the bridges
for the annual Covered Bridge Festival.
Chairman stated that there is a change order for the Extended Care Facility
for Ram Construction Company to do some additional grading and contour work along the
back right-hand side of the Facility. Chairman stated that this is an item that has been
under discussion for some time. Chairman stated that Mr. Diamond prepared this agree-
ment.
Remarks:
Mr. Diamond recommended that this work be done and stated that this would be quite
favorable to the County.
Chairman stated that we are acquiring the easements across the neighboring properties to
divert the water.
Mr. Diamond stated that we are acquiring the easements at no cost to t he County in
return for our seeing to the fact that Mr. Lastooka and Ram Construction Company
adequately do the grading work.
Chairman stated that the total cost for this work is $6, 900. 00. He stated that it has been
completely engineered by Engelhardt and Power and designed by Wallover & Mitchell.
Chairman then recommended to the Board that this be approved.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve the
change order in the Site Preparation Contract as per above.

County Solicitor Diamond presented the following nine (9) tax refunds to t he
Board for their consideration and approval and recommended that they be approved.
Mr. Diamond stated that these tax refunds were approved by Mr. Yoney, County Treasurer,
and certified by Mr. Gubanish, Chief Assessor.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment

Mr. Diamond then presented a contracts, with J. James Fillingham,
Architect, to do some work in connection with the Courthouse area. Mr. Diamond
stated that this is for professional services and does not have to be submitted for bid.
Mr. Diamond suggested that the contract also include a clause which gives the County
and the Architect the option to rescind the contract at any time without cause.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the County
execute the contract with J. James Fillingham as per above.
