Washington, Pa., October 21, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Mirector
Gillespie; Bill Sember and Rick Glance, Planning Commission; June Spangler,
League of Women Voters; John Cadez, Engelhardt & Power; John Drake, Senior
Citizens; Dave Budinger, Observer -Reporter; Rich Nardine, Daily Notes;
Earl Bugaile, WKEG.
Chairman noted for the record that the three Commissioners, the
Chief Clerk, County Solicitor and Budget Director were in attendance.
Chairman asked if there were any corrections, additions or omissionF
to Minute No. 41, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 41
be approved as read.

Mr. Charles A. Gillespie, Budget Director, stated that the
Washington County Tourist Promotion Agency is in need of a supplemental appropri-
ation in order to take care of any expenses incurred for the remainder of this
year. Mr. Gillespie explained that the main reason for going over the budget
was due to the large amount of work they performed for the Bicentennial
Commission. He then recommended that a supplemental appropriation in the amount
of $8,000 be made to the Tourist Promotion Agency by-transferr�ng this amount
from Account 341 to Account 606.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the
supplemental appropriation as per above.

subcontracts as per above.

Chief Clerk presented six (6) agreements for the Board's consideration

Chief Clerk informed the Board of a letter dated September 27, 1976
from Consolidation Coal Company of Library, Pa., giving notice that their
corporation filed with the Secretary of Mines and Mineral Industries on May 27,
1976, an application- for a permit for mining in connection with the Westland #2
Mine as required by the Bituminous Mine Subsidence and Land Conservation Act of
1966.
Chief Clerk informed the Board of a letter from the South Strabane
Fire Dept. #2, announcing their Fund -Raising Drive for 1976, and also thanking

everyone for the support given in the past and would appreciate continued
support in the future.

Chief Clerk informed the Board of two letters dated October 12, 1976
from the Governor's Justice Commission, giving notice that on —September 30, 1976
the Commission awarded the following subgrants:
Project: "Full -Time District Attorney"
Duration of Project: March 1, 1976 - February 28, 1977
Project: "Volunteers -In -Probation, Inc."
Duration of Project: July 1, 1976 - June 30, 1977
Chief Clerk presented eleven (11) agreements for the Board's
consideration between Washington County and volunteers -who would.�,work under the
Washington County Volunteers -In -Probation Program. Mr. Brady recommended
approval of these agreements subject to the Solicitor's approval.

(11) agreements as per above.

Chief Clerk informed the Board of a travel request from Louise Abel
of Child Welfare Services to attend the fall meeting of The Pennsylvania Council
of County Child Welfare Administrators in Carlisle, Pa., from October 27-29.

request as per above.

Chief Clerk informed the Board that Michael George, Director of Parks
and Recreation has submitted a proposed Right of Way agreement between
Washington County and The Peoples Natural Gas Company. Mr. George tt.ated in his
memo of October 12, 1976, that The Gas Company presently has a Right of Way and
they need to replace the existing underground gas line in Mingo Creek Park;
but instead of replacing the gas line in its existing location they had agreed
that it would be better for the park to have the line relocated away from an
activity area. Mr. Morgan then recommended approval of this agreezeutppeddigg
the.review by one of the Board.

Chief Clerk informed the Board of the resignation of Margaret Piasente
who had worked at the Washington County Home for Aged Men. Said resignation
effective July 29, 1976, due to illness.
Chief Clerk informed the Board of a letter dated October 15, 1976
from the Bicentennial Committee of Cecil Township inviting the Commissioners
to attend their Dedication for Tree -planting and Time -Capsule ceremonies on
November 5, 1976, at 1:00 p.m. at the Hills-Hindersonville Elementary School.
Said letter also stated that items of value for posterity will be accepted and
placed into the time capsule during the ceremony.

Mr. Diamond presented to the Board for their consideration a contract
between Cole Layer and Trumble and Washington County for data processing service:
for several County offices. Mr. Diamond stated that he had reviewed the contract
and had found it to be standard in all of its provisions, but had questions
regarding Paragraph 9 and 10. Mr. Diamond explained that in Paragraph 9, CLT--
agrees to provide insurance and hold the County harmless of all claims of any
kind, but that in Paragraph 10, they indicate that they will not be responsible
for any claims or damages. Mr. Diamond stated that this will need some clarifi-
cation and recommended that provisional authorization be given to enter into
this contract subject to some satisfactory clarification of the two clauses
of the contract mentioned above. Mr. Morgan stated that previous action had
been recorded approving this contract subject to the Solicitor's approval, and
he asked Mr. Diamond to contact Mr. Richard Borst of CLT to clarify the two
clauses.

Senior Citizens Center in Canonsburg, Pa., until other quarters can be acquired
in February of next year. Mr. Diamond stated that he had prepared a lease
commencing on October 1, 1976 for $175.00 monthly rental.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Senior
Citizens Center Lease as per above.

Special Order of Business:
William Sember, Executive Director and Rick Glance of the Washington
County Planning Commission, and J. James Fillingham, Architect, were on hand
today to request authorization from the County Commissioners in order to submit
applications to the Economic Development Agency for two County projects.
Mr. Sember stated that plars are being made for a new $5 million county office
building to be built on County owned property at the rear of the jail -courthouse
complex, which will, after completion, relieve overcrowded -conditions in -the
Courthouse and consolidate various county agencies now in rented facilities.
He pointed out that the success of the project hinges on federal funds under the
new Local Public Works Act, and they are making every effort to submit the
application early because of the anticipated large number of appplications from
other municipalities. Mr. Sember stated that 60 per cent,of-the County work
force, or 250 employees will be moved into the new complex, and the Courthouse
will then be used only by court and court -related agencies. Mr. James Fillinghama
pointed out what the complex would consist of on an architectual drawing of the
building. After giving further explanation of the proposed exterior and interior
of the building, he stated that the building is so designed that additional
parking area can be added in the future, as well as two more office levels.
Mr. Sember stated that the County should receive final word of rejection or
approval within 60 days after the application is submitted, and the County will
have 90 days to start the project, which will take 18 months to construct.
Mr. Sember also requested authorization to submit an application for-
$1.4 million under the Act for major repairs and renovation of the Courthouse
and Jail. Mr. Sember stated that the Courthouse, which has been listed in the
National Register of Historic Places, will be restored to the original decor
when it was built in 1901. He then gave a further explanation of what # h6'
iestor,ation and improvements would be on both stuctures.
Mr. Morgan then commended Mr. Sember and his staff on their efforts
in taking advantage of the new Public Works Act.

Washington County Planning Commission to submit the two applications to the
Economic Development Agency as per above.
