Minute No. 43
Office of County Commissioners
Washington, Pa., October 28, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady, John Cadez of Engelhardt & Power;
John Drake, Senior Citizens; Mrs. Miller, Le4gue of Women Voters; John Stevens,
Observer -Reporter; Richard Nardine, Daily Notes and Earl Bugaile, WKEG.
Chairman noted for the record that the three Commissioners, and the
Chief Clerk were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 22, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 42 be
approved as read.
Roll call vote taken:

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - ck. #41-1423091 dated 10/20/76
Day Care Contract #2915 - July XActual) and Sept.
(Estimate) - $13,185.53
Chief Clerk presented the following bills to the Board for their
consideration and approval:
1. G. Herschel Fetherlin - $500:00
2. Gene P. Amanati - $500.00
3. Washington Center for Design - $224.00
4. Washington Center for Design - $2,759.00
5. Glen Mills School - $90.00
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing
bills be approved for payment.

Chief Clerk informed the Board of an agreement from the Department
of Environmental Resources, Commonwealth of Pa., between the State Conservation
Commission and the Watershed Project Sponsors. Mr. Brady statedth4's_ waLs' _a new
agreement and -a change was necessary in order to make appropriate reallocations
of funds. Said agreement concerning funds to be used for the Cross Creek Project
not to exceed to $20,875.00, and agreement concerning funds to be used for the
Harmon Creek Project not to exceed $1,625.00. All funds reimbursed by DER.

agreements with DER as per above.

Chief Clerk informed the Board of an application for federal assistance
Form 424 for two specialized intensive Probation Officers to continue their
funds. Mr. Brady stated that the state buy -in was $1,182.00 and the total
was $7,093.00. Said contract being with the Governor's Justice Commission.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the application
as per above.

Chief Clerk presented a contract between the Washington County
Commissioners as prime sponsors of the Comprehensive Employment and Training
Act and Muia Studios, Donora, Pa., in the amount of $9,000.00. Said contract
to be used for tutition for four (4) color processing technicians.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the contract
as per above.

Chief Clerk informed the Board of a travel request for Dan S. Britton
and William X. Brock of the Manpower Planning Office to attend the Essentials
of Organizational Development course to be presented on November 3-5, 1976 in
Philadelphia -at the Regional Training Center. Mr. Brady stated that both men
were accepted by the U.S. Department of Labor.

request as per above.

Chief Clerk informed the Board of a travel request from Kate Podvia,
Program Coordinator, Volunteers -In -Probation, Inc., to attend the conference
sponsored by the Council of Criminal Justice Volunteer Programs in Pennsylvania
on November 6, 1976 in Pittsburgh.

request as per above.

Regarding Veteran's Day to be held on Thursday, November 11, 1976,
Mr. Morgan recommended that the agenda and regular meeting for that week be
cancelled.
Chief Clerk informed the Board of a request for maternity leave
of absence from Celene A. Minor, Protective Care Caseworker, Adult Welfare
Services, beginning December 13, 1976 and ending June 13, 1977.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the leave of
absence as per above.

Chief Clerk informed the Board of a letter of resignation from
Naomi Gouirand, Elections and Registration Office.
Chief Clerk informed the Board of a letter dated October 22, 1976 from
the Fayette County Commissioners regarding repair work on the Fredericktown-
East Fredericktown Ferry Project. Said letter indicated that they have signed
an agreement with the Hillman Barge & Construction Company to furnish labor,
equipment and materials necessary to accomplish the repair work at a price of
$70,000.00. Mr. Brady explained that this figure could vary slightly because
the work is on a material and time basis, and the delivery date was set for
Mid December, 1976. Mr. Paluso recommended that the Chief Clerk contact the
Chief Clerk of Fayette County regarding the financial status of the grant
for this Project.
Chief Clerk informed the Board of a letter dated October 22, 1976 from
the Washington Association of Downtown Enterprisers, thanking the Commissioners
for their help and cooperation in granting permission to use the steps, rotunda
and platform of the Courthouse for their Christmas Promotion program.
Chief Clerk presented a contract between the County and Grinnell Fire
Protection Systems Company, Inc. for the inspection and servicing of the fire
protection equipment installed at the new Washington County Health Center
for $225.00 per year.

as per above.

Chief Clerk reported that Mr. D'Auria, State Inspector, has inspected
the new Health Center and has determined that signs are required to be placed
on fire exit doors. Mr. Brady explained that 24 signs would be needed, and
after checking on prices, found that they could be purchased for $4.90 each.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the purchase
of the 24 fire exit door signs as per above.

Chief Clerk stated that a memorandum dated October 26, 1976 had been
received from Frank R. Mascara, County Controller and directed to Commissioner
Paluso, recommending that the Board of County Commissioners exonerate Malcolm
L. Morgan, former County Treasurer from any additional responsiblity in
connection with the 1975 Real Estate and Personal Property Tax Duplicate.
All uncollected taxes were accounted for on an attached schedule of liens for
real and personal property.

recommendation.

Chief Clerk informed the Board of a letter dated October 15, 1976 from
the Department of Justice, Harrisburg, Pa., regarding financial delinquencies -
Food Stamp Program (Administrative Costs for Washington County). Mr. Brady
stated that the Program terminated as of March 31, 1976 and the final liability
has been determined as $9,495.11.
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the final
payment of $9,495.11 as per above.
(Discussion)
Mr. Gilmore: It has been the rumor, but I am not sure that this is the case,
that many counties in the last several years have just ignored participation.
I:don't want to jump the gun and pay our full obligation, if in fact, they are
not going to make any real attempt to collect these funds. I mean, $9,000 is
$9,000. Now I have no concrete proof that alot-of-the counties have refused to
pay, but I have heard that remark at alot of the meetings.
Mr. Morgan: I think we should pass on this and authorize payment of the bill,
but before it is forwarded, the Chief Clerk should do a little research with
some of our neighboring counties and fellow fourth-class counties to see if they
have all paid this final payment.
Mr. Gilmore: It is not just the final payment. It is over the past several
years.
Mr. Brady: For your information, the bill comes from the Department of Public
Welfare and, of course, they have since referred it to the Commonwealth Col-
lections Department, Attorney General's Office.
Mr. Morgan: I would assume that all of those who haven,"t been paying have
all received the same letter, but for alot more money.

Chief Clerk informed the Board of a letter-- from Magistrate Henry
Mavrich requesting additional money to prevent continually calling and writing

for postage checks. Said letter stated that not knowing the volume of mail to
expect, they are presently without postage to mail out important notices, summons

and other correspondence which involve time limits. Mr. Morgan recommended
that the County Controller recommend how much additional money should be
given, and that this will then be approved next week.
Chief Clerk informed the Board that Mr. Sam Hayden, Director of
Municipal Services, Pennsylvania Department of Transportation, District 12-0
Uniontown, Pa., has requested permission from the Board to revise the County Aid
Application for the City of Washington, from road improvement project to the
traffic light project. Allocation for this project is $25,000.00.
