COMMISSIONERS L C Minute No. 44 Office of County Commissioners Washington, Pa., November 4, 1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Morgan. Also being present: Chief Clerk Brady;,Solicitor Diamond; John Cadez, Eng6lhardt & Power; John Drake, Senior Citizens; Bob Robertson, Observer -Reporter; Mrs. biller, League of Women Voters; Rich Nardine, Daily Notes and Earl Bugaile, WKEG. Chairman noted for the record that two Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 43, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 43, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Chief Clerk referred to last week's meeting in which the Board directec. him to contact the Controller's Office in regard to an increase in postage for some of the Magistrates offices. Mr. Brady stated that the Controller has recommended that the postage allowance be increased to $300.00 per week for Magistrate Luongo and Magistrate Mavrich. No Board action necessary. Chief Clerk informed the Board of a travel request from Jane Fulcher, Law Librarian, to attend a meeting of Pennsylvania County Law Librarians on November 19, 1976 in Harrisburg. Mr. Brady added that this has been recommended by the President Judge. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the travel request as per above. Chief Clerk informed the Board of two requests for temporary emergency employment at the Juvenile Detention Home for two Houseparents, Russell W. Ragan and Gary Moore. 1 Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the two temporary emergency employment positions as per above. Chief Clerk informed the Board of a letter of resignation dated October 25, 1976 from Sarah S. Curry of Adult Welfare Services. Chief Clerk informed the Board of a letter of resignation from Martha Kulp, Park Naturalist for Mingo Creek County Park, effective October 15, 1976. Chief Clerk informed the Board of a request from Michael George, Director of Parks and Recreation, asking that the Board of Commissioners approve the leasing of Building PR-8 in Mingo Creek Park to another tenant, Ronald Smith, since the previous tenant has vacated the house. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the leasing of the building as per above, with the stipulation that the Solicitor review the lease. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to revise and install a heating system in Building MS-3 at Mingo Creek Park. Mr. Brady added that he had discussed this matter with Mr. Michael George and the estimated c6st of -this project would-be $1267.00, to be installed by Randall Heating and Plumbing. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the installation by Randall Heating and Plumbing as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Right of Way Agreement between The Peoples Natural Gas Company and Washington County for relocation of a gas line in Mingo Creek Park. Said relocation recommended by Michael George, Director and Robert L. Ceisler, Solicitor. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the Right of Way Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read a letter dated October 21, 1976 from Kasmier W. Sala, Insurance & Real Estate Agency, Monongahela, Pa., regarding Pigeon Creek Abandon Mine Projects. Mr. Sala mentioned his interest in the clean-up of the Pigeon Creek watershed since 1967, and in the Abandon Mine Abatement Project at Hazelkirk in 1969 and 1970. PALUSO, COMMISSIONERS --- - - - ----- --------------- ------ -- Project,,which was delayed somewhat because of land acquisition problems, and that with the help of the County and cooperation with the City of Monongahela the land was acquired. Mr. Sala stated that he had received a letter from the Department of Environmental Resources in Harrisburg stating that the Catsburg Project in Monongahela, in their opinion, should have the design completed by the end of this year and that construction should be initiated as soon as weather: permits next spring. Mr. Sala thanked the Commissioners for their help in making this project a success. Chief Clerk informed the Board of a letter dated October 1976, from J. M. Roche, National Chairman, National Committee for Employer Support of the Guard and Reserve, Arlington, Va. Mr. Roche stated that during the past four years he has been the chairman of a special committee whose objectives are to enhance public understanding of the vital role played by the National Guard and Reserve as an essential part of the defense structure of the Nation, and to encourage American employers to permit their employees to participate as active members of the Reserve Components. Said letter enclosed a pledge card and sample Statement of Support, which sets forth the minimal policies they seek for all American employees, and asked that the Commissioners endorse their support for this program. Moved by Mr. Gilmore, seconded by Mr. Morgan, adopting a resolution of support for the program as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a notice announcing the Annual Stockholders Meeting and Banquet of the West Alexander Agricultural Association to be held on November 18, 1976 at 7:00 p.m. in the West Alexander United Presbyterian Church. Chief Clerk informed the Board of several -contracts with Elliott Training Center under the Comprehensive Employment and Training Act for thirty- six (36) trainees for programs to begin November 8,,,1976 and January 3, 1977, each for twenty-four (24) weeks. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the contracts as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a travel request from William P. Sember, Executive Director, Planning Commission, to represent the Commissioners at a meeting in the Governor's office in Harrisburg on November 8, 1976 concern- 1 ing the Mon Valley Expressway. Chief Clerk presented three agreements between the County and three volunteers, Mrs. Jean Jahraus, Judy Carl and Mary Jane Marcaux, for the Volunteers -in -Probation Program. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the three agreements as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a Change Order E-2 for the Washingtou County Health Center for a total cost of $4,267.07. Mr. Brady explained that this involves interchanging clocks, rewiring an ait-conditioner and replacing underground wires. Remarks: Mr. Gilmore questioned whether these were actually changes or mistakes. Mr. Morgan recommended that this be referred back to the architect for further clarification as to whose problems these really are. Mr. Diamond read the following Resolution for the Board's consideration and approval: WHEREAS, the Board of Commissioners of Washington County, Pennsylvania, recognizes the need to effect greater economy in the purchase of materials, supplies and equipment, and WHEREAS, The General Assembly of the Commonwealth of Pennsylvania has enacted legislation, which will enable partici- pating political subdivisions of the Commonwealth of Pennsylvania to effect greater economy in such purchasing, namely the Act of April 9, 1929, (P.L. 177), as amended by the addition of sub- section 2403, which provides for the participation of political subdivisions in purchases made by the Commonwealth, and WHEREAS, those policital subdivisions, which desire to participate in purchasing under the provisions of the aforesaid legislation, must authorize such participation by ordinance or resolution. NOW, THEREFORE, it is hereby resolved, this 4th day of November, 1976, that the Board of County Commissioners of Washington County, Pennsylvania, notify the Department of General Services of the Commonwealth of Pennsylvania of the intention of Washington County to participate in the purchasing of materials, supplies and equipment from time -to -time under and pursuant to the aforesaid statutory provisions. Washington County, when participating in purchases from contracts in effect between awarded vendors and the Department of General Services will be bound by the following conditions: 1. In order that a record of quantity and dollar value of commodities purchased from contracts may be kept, a copy of all purchase orders will be forwarded to the Cooperative Purchasing Office. 3. Billing will be made to Washington County which will be directly responsible for payment. 4. Washington County will be responsible for vendor's compliance with all conditions of delivery and quality established by the Department of General Services. 5. Washington County shall be exempt from existing statutory requirements governing competitive bidding and execution of contracts with respect to the purchase of materials, supplies and equipment under the amended Section 2403, Act of April 9, 1929, (P.L. 177). Mr. Mascara stated that no bids were received for medical instruments and nursing supplies. Mr. Mascara opened and read the following bids for twenty-five (25) wheelchairs: 1.
