Washington, Pa., November 17,1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Morgan. Also being
present: Chief Clerk Brady, Solicitor Diamond; John Cadex of Engelhardt & Power;
John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Rich Nardine,
Daily Notes; Bob Robertson, Observer -Reporter; Earl Bugaile, WKEG:and David
Lester, Brownsville Telegraph.
Chairman noted for the record that two Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 44, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 44, be
approved as read.

Chief Clerk presented a bill from Sherry & O'Leary, Inc., in the
amount of $10,874.72 for plumbing services at the Washington County Health
Center.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving payment of
the foregoing bill.

Also regarding the new County Health Center, the Chief Clerk informed
the Board of two change orders for the Board's consideration; Change Order P-3
from Sherry & O'Leary to provide for labor and materials for roof drains in the
loading docks and revising the sprinkler system, which would reflect an increase
of $1,667.20. Change Order E-2 from Baldwin Electric Company, Inc., to provide
for all labor and materials for rewiring of an air -conditioner and installation
of clocks for a cost of $4,267.07. Mr. Brady stated that there were some small
projects involved prior to this work which is included in this amount.

Chief Clerk informed the Board of a letter dated November 10, 1976
from three representatives of Brownie Troop #78 of Windover Hills, South Park
Township, which stated how much they enjoyed their nature hike through Mingo
Creek Park.
Chief Clerk presented to the Board for their consideration lease
agreements for three homes located on Mingo Creek Park property for $75.00 per
month. Mr. Gilmore suggested that not only these agreements be approved, but
also inform Mr. George that the others which are rented to park employees will
follow the same price range.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the lease
agreements as per above.

Chief Clerk informed the Board of a travel request from the Manpower
Office for William X. Brock and John Paterra to attend the Mid -Atlantic Manpower
Professional Association Conference to be held in Washington D.C., December 8
through the 10, 1976.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the travel
request as per above.

Chief Clerk informed the Board of a request from the Washington
County Planning Commission for authorization of the following statement:
"The Washington County Board of Commissioners, in recognizing
the importance of the Mon Valley Expressway to the future
economic development and transportation needs of the citizens
of the Mon Valley and Washington County, do- hereby officially
support the action taken by the Washington County Planning
Commission on November 15, 1976. Said action involves a recom-
mendation to the Pennsylvania Transportation Commission that
funds allocated under the Commonwealth's "Missing Links" program
for Section B-10 of Interstate 70 be transferred to Section B-02
of the Mon Valley Expressway. Furthermore, said action recom-
mends that PennDOT provide Washington County with a detailed
cost study of alternatives available in reducing the construction
cost of Section B-02 of the Mon Valley Expressway".
Remarks:
Mr. Gilmore explained that after the meeting on Monday, the Board had asked
the Planning Commission to draw up a resolution for the Commissioners to
formally endorse the action by the Commission.

Chief Clerk informed the Board of a letter dated November 8, 1976,
from the National Association of County Planning Directors, directed to Mr.
William Sember. Said letter informed Mr. Sember of his election as Region III
Vice -President, and that the Association has established 10 regions to establish
more representation and better communication for their members. (Region III
is comprised of the States - Delaware, Maryland, Pennsylvania, Virginia and
West Virginia,) Said letter informed Mr. Sember that his goal as Vice -President
will be to involve as many County Planning Directors in his region in the NACPD
program and listed the goals which he should strive to achieve.
Chief Clerk informed the Board of a notice from the Mid -Monongahela
Valley Council of Governments advising that due to the Thanksgiving Holiday,
a combined meeting for November and December will be held for the COG membership
on Thursday evening, December 2, 1976, at 7:30 p.m., in the COG Office.
Chief Clerk informed the Board of a letter from the Cooperative
Extension Service stating that the Washington County Agricultural and Home
Economics Extension Service would like to request the balance of their 1976
budget.
Chief Clerk informed the Board of a notice from the Citizens Library
inviting the Board to attend a concert by Henry Spinelli, Pianist, to be held
at the Library on November 20, 1976 at 8:00 p.m.
Chief Clerk requested authorization to transfer $100,000.00 from the
Bond Fund Account to the Capital Reserve Account. Mr. Brady explained that this
transfer was needed to make current payments on the new County Health Center.

Chief Clerk informed the Board of a letter from Mrs. Belvora Imkof
of Washington, Pa., thanking the Commissioners in joining the fight to have the
Arden Landfill situation resolved.
Chief Clerk informed the Board of a request from the Redevelopment
Authority of Washington County for their fourth quarterly payment of the 1976
budget.
Chief Clerk informed the Board of an Order from the Courts giving,
notice of the appointment of Sheila L. Golonka as Clerk Typist in the Domestic
Relations Office effective November 8, 1976.

Resolution enacted May 10, 1976. Said letter advised that on October 22, 1976
the subject application was amended by the Council to include the purchase and
installation of a traffic signal device at the intersection of Dunn Avenue and
East Maiden Street in the Fifth Ward of the City of Washington at an estimated
cost of approximately $25,000.00.
Chief Clerk requested authorization to advertise for bids for life
insurance for County employees since the contract is up for renewal at the first
of next year.
Moved by Mr. Gilmore, seconded by Mr. Morgan, authorizing the Chief
Clerk to advertise for bids as per above.

Mr. Diamond presented a lease agreement to the Board for their
consideration between George Stewart Motor Company, Inc., and Washington County,
for 1500 additional square feet to be used by the Manpower Office at $225.00
per month rental for a period of one year.

agreement as per above.

Mr. Diamond stated he had been asked by Mr. Lou Furman of the County
Real Estate Office to present a resolution at today's meeting, whereby the
Commissioners on behalf of the County would grant permission to the City of
Washington to proceed with the demolition or razing of a structure located at
360 Hillside Avenue, Washington, Pa., which is County property. Mr. Diamond
stated that the building is in hazardous condition, and that the City will
assume full responsiblity for its acts in demolishing this building and will
do the demolition at their own expense.

resolution as presented by Mr. Diamond.

court for its authorization in turn to sell a certain tract of land in North
Strabane Township owned by the County to the Washington Industrial Development
Corporation. Mr. Diamond stated that this property was purchased under the
familiar practices in February. 1975, for the purpose of holding it and sub-
sequently reconveying it to the WIDC. Mr. Diamond also stated that at that
time, we paid $193,750.00, and we are now proposing to sell: -it back to them
at that same figure.
Moved by Mr. Gilmore, seconded by Mr. Morgan, authorizing the County-'
Solicitor to petition the court for sale of certain land in North Strabane
Township as per above.
