PALUSO, COMMISSIONERS Minute No. 46 Office of County Commissioners Washington, Pa., December 2, 1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Dave Budinger, Observer Reportero Rich Nardine, Daily Notes, Earl Bugaile, WKEG and Dave Lester, Brownsville Telegtaph. Chairman noted for the record that the three Commissioners; the -Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 45, each member having received a copy. Chief Clerk informed the Board of a notice from the Pennsylvania Public Utility Commission advising that the Commission may consider the application of Quail Run Sanitary Corporation for approval of the right to begin to offer, render, furnish or supply sanitary sewage collection and dis- posal service to the public in a portion of Peters Township, known as Quail Run Development, Washington County. Cnief Clerk informed the Board of a letter dated November 16, 1976 from the Washington Association of Downtown Enterprisers, thanking the Commissioners for permission to use the steps and rotunda of the Courthouse from December 6- 24 for their Christmas Promotion. Chief Clerk informed the Board of a request from the Washington County Historical Society for the balance of their budget allocation for 1976. Chief Clerk informed the Board of a letter dated November 19, 1976 from Child Welfare Services advising that Herbert J. Caponi, Caseworker, is to receive a salary increase from $10,523 to $11,032, effective November 8, 1976. Concerning the emergency situation at the Juvenile Detention Home, the Chief Clerk stated that temporary services have been rendered by Edward B. C 1 Patterson as a Houseparent. Chief Clerk requested approval from the Board for Change Order P-4 for the new Washington County Health Center in the amount of $254.57 for services provided by Sherry & O'Leary, Inc. on the dental equipment. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Change Order P-4 as per above. Roll call vote taken: Mr. Gilmore- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an On the Job Contract with Brick Layers Local #11, South College Street, Washington, Pa., for Stephen P. Courtwright, under the CETA Program. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the OJT Contract as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a recommendation from the Washington County Mental Health Association for reappointment of Miss Dorothy Squibb to a full term on the MH/MR Program Board. Mr. Morgan mentioned the fact that he serves on the MH/MR Board as a representative of the Commissioners, and he recommended the reappointment of Miss Squibb. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the reappoint- ment of Miss Dorothy Squibb to the MH/MR Board as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk stated that an appointment recommendation was needed -for the Drug and Alcohol Board. Mr. Morgan stated that it has been recommended that Martha Sweet be _appointed to one of the two vacancies that are presently on the Drug and Alcohol Board. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appointment: of Martha Sweet as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk stated that Mr. Gilmore, who is the Commissioner Member of the Washington County Soil & Water Conservation Commission, will finish his term as of January, 1977, and an appointment will be necessary. Mr. Morgan recommended that Mr. Gilmore be reappointed to the Commission Board. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the reappoint- ment of Mr. David L. Chief Clerk informed the Board of a request from West Penn Power for the Board's approval of an easement to provide services to a new home which is being constructed. Mr. Brady explained that an easement was necessary to put the facilities of West Penn Power on County property. Mr. Brady added that this matter has been checked out, and it was an agreeable item in regard to the intent: of the Harmon Creek Flood Control program. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the easement from West Penn Power as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk referred to the bids which were opened at a previous meeting for 25 wheelchairs for the Washington County Health Center, and stated that the bids had been reviewed by the County Solicitor and the low bidder was Medline Industries at $2,576.00. 3$�° MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Dav,re MALCOLM L. PALUSO, COMMISSIONERS Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for 25 wheelchairs for the Washington County Health Center to MEDLINE INDUSTRIES, INC., 1825 Shermer Road, Northbrook, Illinois 60062, for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk referred to the bids which were opened at last week's meeting for plumbing installation at the Washington County Jail. Mr. Brady stated that the low bidder was John B. Bruno at $9,969.00. Mr. Morgan mentioned the fact that this is for the entire job including masonary walls, fixtures, etc. (Further remarks) Mr. Diamond stated that he could anticipate a problem with the specifications which were prepared in two parts. Mr. Diamond recommended that this bid should be held for further clarification. Mr. Morgan recommended that the awarding of this bid be held in abeyance for one more week. Chairman Morgan informed all those present that the Commissioners have received a check in the amount of $193,750.00 from the Washington Industrial Development Corporation which repays a loan to the corporation for the purchase of 122 acres in North Strabane Township for an industrial park. Mr. Morgan stated that this check would be placed back into the Industrial Development Revolving Fund. Solicitor: Mr. Diamond presented the following ten (10) tax refunds to the Board for their consideration and approval. Motion carried unanimously. Mr. Diamond stated that the County had previously entered into an agreement with Mr. & Mrs. John K. Mihealsick for right of way of a temporary bypass through their property for reconstruction and repair of a bridge. Mr. Diamond stated that this agreement apparently had a 90 day limitation which has expired, and that Mr. & Mrs. Mihealsick have requested that -the Board approve a 90 day extension. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the 90 day extension as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Attending today's meeting were three women representing the Washington County Chapter of the Pennsylvania Association for Retarded Children (PARC), who 350 MINUTE BOOK BOARD OF COUNTY COMMISS�ONFaR�S.Gilmore WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN,4i& 7F4EDWARD M. PALUSO, COMMISSIONERS requested that the Commissioners make a decision regarding the equipment and supplies belonging to the Washington County Mental Health -Mental Retardation Program. Mrs. Dave Marshall, spokeswoman for the group, stated that this equipment is no longer being used under a federally funded program and that PARC would like a portion of the equipment turned over to the Intermediate Unit for a Title VI program being conducted at the First Christian Church. It was noted that Mr. Ronald Barshick, Director of MH/MR has recommended to the Commissioners that the equipment be turned over to MH/MR for use in its programs if needed. Remarks: Mr. Morgan stated that this matter has been discussed and he felt that the decision should be made by the MH/MR Board and not the Commissioners. He stated that the MH/MR Board is better informed to make a decision and recommended that the MH/MR Board, in conjunction with Mr. Barshick, be left with the decision as to what to do with this equipment. (Further discussion was held.) Moved by Mr. Paluso, seconded by Mr. Morgan, that the decision regard- ing the use of the equipment be left up to the MH/MR Board as per above. Further remarks: Mr. Gilmore: These people ought to be given the same consideration as the MH/MR people. There have been some statements made that MH/MR should be given first preference. Perhaps we ought to say that we feel that the MH/MR Board should make the decision, but that each program that could use the qquipment be given equal status. Mr. Morgan stated that Mr. Gilmore's suggestion be added to the motion, but that action was not really necessary on this matter.
