Office of County Commissioners
Washington, Pa., December 9, 1976
The Board of County Commissioners met in regular session with the
following members being present: Gilmore and Morgan. Also being present:
Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Roland Bourke,!
Redevelopment Authority; John Drake, Senior Citizens; John Cadez, Engelhardt &
Power; Mrs. Miller, League of Women Voters; Rich Nardine, Daily Notes; David
Lester, Brownsville Telegraph and Earl Bugaile, WKEG.
Chairman noted for the record that two Commissioners, the Chief Clerk,,
County Solicitor and Budget Director were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 22, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 46, be
approved as read.

Motion carried unanimously.
Mr. Roland Bourke was on hand today to present a resolution to the
Board for their consideration in which they would approve a proposal for
redevelopment of Disposition Parcel No. 4 in the Canonsburg Central Business
Target Area, by Fraternal Order of Eagles Aerie No. 861, Canonsburg, Pa., and
the form of the Redevelopment Contract with said developer. Mr. Bourke gave
a brief description of what this project would entail.

as per above.

Chief Clerk informed the Board of the following items concerning
County personnel: Temporary employment of Joseph C. Meny as Correction Officer I
at the County Jail until Anthony Kyowski returns from sick leave - Full-time
employment of Gilbert P. Muir, Jr., Accountant/Analyst, Domestic Relations,
replacing Ruth Pickrell (Child Support Fund)- Emergency employment of Connie L.
Watson, Houseparent, Juvenile Detention, to fill in shift work - Emergency
employment of Edward A. Roberts, Driver, Home for Aged Men, until Wilbert T. Shaw
returns from medical leave - Resignation of Fran Emery, Clerk Typist I, Child
Welfare Services, effective December 23, 1976 - Retirement of Vlasta Draper,
.Administrative Assistant, Civil Defense, effective December 31, 1976.
Chairman Morgan stated that the.term of appointment of Tars. Elizabeth
Frye, who has served as a Board member for the MH/MR Program, will expire on
December 31, 1976, and Mr. Morgan recommended that Mrs. Frye be reappointed to
another term from January 1, 1977 to December 31, 1977.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the reappoint-
ment of Mrs. Elizabeth Frye as per above.

Chief Clerk read a proclamation announcing Civil Air Patrol Week for
Washington County for the Board's consideration.
Moved by Mr. Gilmore, seconded by Mr. Morgan, adopting the proclamation
as per above.

Chief Clerk informed the Board of a notification from the Pennsylvania
Public Utility Commission announcing application of Airsignal International of
Pittsburgh, Pa., Inc., for approval of the right to begin to offer, render,
furnish or supply one-way radio -telephone common carrier to the public within
the reliable service area of a transmitter located approximately 2 miles north-
east of the Borough of Canonsburg, provided no protests are filed with the
Commission on or before December 22, 1976.
Chief Clerk informed the Board of a bill submitted by Zeman & Zeman
Lawyers, for services rendered on the Chartiers Creek Flood Control Project
in the amount of $5,583.03.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving payment of the
foregoing bill.

Chief Clerk presented an agreement to the Board for their consideration
between Washington County and Infocon Corporation, Ebensburg, Pa., to supply
electronic data processing services to aid in the automation of Payroll,
Management Information and Cost Account Systems associated with the County OfficE
of Employment and Training. Commissioner Gilmore pointed out that the County
has begun preliminary negotiations with Infocon for some other computerization
in the Courthouse and particularly the Voter Registration Office.

with Infocon Corporation as per above.

Chairman Morgan announced that the Courthouse will be closed on
December 24, 1976 in observance of Christmas, and on December 31, 1976 in
observance of New Year's.
Chief Clerk requested authorization to advertise for bids for the
conversion from natural gas to propane gas for serving the County Homes -_for Aged
Women and Men.
Moved by Mr. Gilmore, seconded by Mr. Morgan, authorizing the Chief
Clerk to advertise for bids as per above.

Mr. Diamond presented a lease agreement for the Board's consideration
between Washington County and The First Presbyterian Church for use of their

a month -to -month term commencing January 1, 1977,at $175.00 per month.

Mr. Diamond requested approval from the Board in order to petition
the Court for authorization to purchase two properties now owned by Robert Bruno
in the First Ward of the City of Washington adjacent to the Courthouse -Jail
complex, for the purpose of building a county office building and parking
facility, and such other uses as may be necessary for the County. Mr. Diamond
added that both these properties have been appraised by a local Realtor.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that the County S0licit0F
be authorized to petition the Court for approval of the purchase and purchase
price of the properties as described in the Petition, and that the Chairman
be authorized to execute the affadavit.as per above.

Motion carried unanimously.
Regarding the bids received for certain plumbing in the County Jail,
Mr. Diamond stated that the low bidder was John B. Bruno of Washington, but
because of certain ambiguities in the specifications, he had felt'it necessary
to have further clarification from Mr. Bruno that they would perform all the
work listed in the specifications and not just the plumbing. Mr. Diamond
stated that he had received a letter from Mr. Bruno stating that they would
do all the work listed in the specifications, and he recommended that the bid
be awarded to Mr. Bruno.
Remarks:
Mr. Morgan stated that the County has made application under the Public Works
Act for the total renovation of the Courthouse complex and that we have been
informed that we will know within the next two weeks whether we have approval
or disapproval of our application. Mr. Morgan stated that this project will
include a complete renovation of the Jail, and recommended that the bid be
awarded to Mr. Bruno subject to the approval or disapproval of the application.
Moved by Mr. Gilmore, seconded by Mr. Morgan, awarding the contract
for plumbing in the County Jail to John B. Bruno Plumbing Company, 65 Campbell
Ave., Washington, Pa., for the amount set forth in their bid; this being the
lowest responsible bid received in accordance with specifications. Said award
will be held by the Chief Clerk until the Board has received notification of
the approval or disapproval of the application as per above.

Mr. Diamond presented a lease agreement to the Board for their
consideration which Mr. Michael George has requested action on. Mr. Diamond
stated this agreement was for the leasing of a dwelling to Ronald A. & Delores
L. Lindley, located in Mingo Creek Park on a month -to -month basis for $50.00
per month.

Mr. Diamond stated that Mr. Charles Gillespie, Budget Director has
asked the Board to approve an Ordinance to create a surplus account in the
Sinking Fund. Mr. Diamond stated that the Ordinance was in proper form and
would be numbered as Ordinance No. 76-1. Mr. Diamond also stated that the
Ordinance will go into effect 10 days after it is advertised and recommended
that the Board also authorize advertisement in local newspapers for general
circulation.
Moved by Mr. Gilmore, seconded by Mr. Morgan, adopting Washington
County Ordinance No. 76-1 creating a surplus account in the Sinking Fund
Account pursuant to "The Local Government Unit Debt Act" of July 12, 1972.

Motion carried unanimously.
Mr. Diamond referred to a contract which the County had previously
entered into with Cole Layer Trumble Company for providing certain computer
services and stated that at the time we entered into this contract there were
certain matters concerning the extent of their liability, which he felt the
contract as submitted, excused them from. Mr. Diamond stated that he had
had several conversations with the President of the Company as well as
representatives from Philadelphia, and a modification of the contract has been

agreed upon by all parties. Mr. Diamond then requested authorization to
execute the amended contract on behalf of the Board.
